Photo \/ NZME<\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">A meeting of agency stakeholders and members of the homeless community is being held tomorrow to identify viable options. <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">Peters acknowledged <a href=\"https:\/\/www.nzherald.co.nz\/nz\/government-move-on-orders-for-homeless-spark-warnings-over-policy-risk-the-front-page\/IOU6YJAQORFA5NY4JVFWB74LQM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/government-move-on-orders-for-homeless-spark-warnings-over-policy-risk-the-front-page\/IOU6YJAQORFA5NY4JVFWB74LQM\/\">homelessness was complex and long-term housing solutions were crucial<\/a>. She noted Wellington City Mission had shifted away from the model, favouring transitional housing and specialised wet house facilities that better served people with complex addiction needs. <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">What Northland urgently needed was significant investment in emergency and transitional housing with properly resourced support services, because the region had \u201cvery little to no\u201d provision despite its high and complex needs, she said. <\/p>\n<p><img  alt=\"Whare \u0100whina chief executive Liz Cassidy-Canning says the Government's &quot;move on&quot; proposal is &quot;outrageous&quot;. Photo \/ Denise Piper <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">Jason Poutai, who had been sleeping rough for four years, echoed concerns about needing somewhere safe for people to go. <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">He did not fear police would target the small encampment where he and a few others stayed on the outskirts of \u014ckara but was worried about enforcement in the CBD, where homeless people relied on facilities for toilets, water and showers.<\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">He strongly supported an overnight shelter, which he believed was long overdue and for which he had been campaigning. <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">Poutai said any facility had to be practical and central \u2014 ideally a campus\u2011style site like NorthTec, or a multistorey CBD building with separate spaces for sleeping, ablutions, meals and wraparound services so people without transport could access everything in one place. <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">The Salvation Army acknowledged the Government\u2019s desire to address antisocial behaviour but was \u201cdeeply concerned\u2019\u2019 the policy risked criminalising vulnerability by targeting people with nowhere else to go. <\/p>\n<p class=\"BseiQmTTCbyVEQR\" style=\"display:none\">It raised concerns about potential human rights breaches and urged the Government to consult widely with service providers and people with lived experience.<\/p>\n<p><img  alt=\"A homeless person camps under a tree in central Whang\u0101rei's Laurie Hall Park.
