{"id":310274,"date":"2026-03-03T02:33:07","date_gmt":"2026-03-03T02:33:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/310274\/"},"modified":"2026-03-03T02:33:07","modified_gmt":"2026-03-03T02:33:07","slug":"labour-seriously-considering-reintroducing-dual-rbnz-monetary-policy-mandate","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/310274\/","title":{"rendered":"Labour \u2018seriously considering\u2019 reintroducing dual RBNZ monetary policy mandate"},"content":{"rendered":"<p>Labour Party\u00a0finance spokesperson Barbara Edmonds is &#8220;seriously considering&#8221; reintroducing maximum sustainable employment to the Reserve Bank&#8217;s monetary policy mandate alongside inflation targeting.<\/p>\n<p>In an <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/barbara-edmonds-on-focusing-reserve-bank-on-jobs-the-landlord-tax-cut-pay-equity-plans-the-big-thing-labour-got-wrong-and-whether-shes-getting-nasty\/premium\/ICC7HFARBVEF7HPFUD72G5OG2E\/\" rel=\" noopener nofollow\" target=\"_blank\">interview<\/a> with the NZ Herald published on Tuesday morning, Edmonds says she is \u201cseriously considering\u201d the idea of potentially bringing back a dual mandate which would mean the Reserve Bank has to target both inflation and maximum sustainable employment.<\/p>\n<p>The Labour-NZ First government implemented the\u00a0<a href=\"https:\/\/www.interest.co.nz\/bonds\/92814\/finance-minister-grant-robertson-and-incoming-rbnz-governor-adrian-orr-have-signed-new\" rel=\" noopener nofollow\" target=\"_blank\">dual mandate<\/a>\u00a0in 2018, when then-Finance Minister Grant Robertson added supporting maximum sustainable employment. The current Coalition Government <a href=\"https:\/\/www.interest.co.nz\/public-policy\/125457\/rbnz-governor-adrian-orr-said-central-bank-had-recommended-making-inflation\" rel=\" noopener nofollow\" target=\"_blank\">removed the employment mandate<\/a>\u00a0in 2023.<\/p>\n<p>Edmonds told the Herald it was there for a reason, and the impact on people and employment meant \u201cthere were very strong reasons to bring it back\u201d.<\/p>\n<p>\u201cI am seriously considering about whether we should bring that back.\u201d<\/p>\n<p>Central banks in countries including Australia, the United States and Norway have dual mandates.<\/p>\n<p>The National and ACT parties were quick to criticise Edmonds, with Finance Minister Nicola Willis calling the article \u201calarming\u201d.<\/p>\n<p>\u201cLabour\u2019s finance spokesperson has confirmed she wishes to return to the monetary policy framework experiment that resulted in New Zealand\u2019s highest period of inflation in recent history,\u201d Willis says.<\/p>\n<p>Willis says what Edmonds wants is higher inflation. \u201cInflation is the number one driver of the cost of living and I think it is entirely hypocritical to say you care about the cost of living but you\u2019re prepared to tolerate higher inflation.\u201d<\/p>\n<p>The Government stands by its position, she says.<\/p>\n<p>\u201cWe must control the cost of living with a clear inflation busting target and that stable inflation supports job creation and employment growth.\u201d<\/p>\n<p>ACT Leader David Seymour says Edmonds&#8217; \u201cd\u00e9j\u00e0 vu economics are a recipe for rent hikes and a debt crisis\u201d.<\/p>\n<p>He says Edmonds \u201cteasing the return of the dual mandate\u201d was, in other words, taking the RBNZ\u2019s eye off the inflation ball.<\/p>\n<p>\u201cGrant Robertson already tried this, and New Zealanders remember what came next: inflation spiked as high as 7.3%.\u201d<\/p>\n<p>\u201cBarbara Edmonds is running on d\u00e9j\u00e0 vu economics,&#8221; Seymour says.<\/p>\n<p>In response, Edmonds, on Tuesday, told reporters: \u201cIf they want us to also tolerate higher unemployment when there was a chance for the Reserve Bank to hypothetically, possibly drop interest rates faster, then I think they\u2019ve got the wrong end of the stick.\u201d<\/p>\n<p>Asked whether she would tolerate slightly higher inflation in the interest of having lower unemployment, Edmonds says \u201cfor us, the unemployment rate being at the rate it is, with 165,000 people wanting to look for work, that is not a situation that we want for Kiwis who are struggling to find work\u201d.<\/p>\n<p>\u201cWhat we\u2019re saying is we did have a dual mandate, like many countries in the world. We think their removal of that just for politics\u2019 sake was not in the best interest of Kiwis given the unemployment rate we\u2019re seeing now.\u201d<\/p>\n<p>&#8216;A little bit destabilising&#8217;<\/p>\n<p>The Reserve Bank is currently tasked with maintaining inflation between 1% and 3% and it specifically targets 2%. The latest annual inflation rate, as measured by Statistics NZ&#8217;s consumers price index (CPI), hit <a href=\"https:\/\/www.interest.co.nz\/economy\/136900\/annual-inflation-rises-31-december-quarter-electricity-rent-local-government-rates\" rel=\" noopener nofollow\" target=\"_blank\">3.1% in the December quarter<\/a>.<\/p>\n<p>As for <a href=\"https:\/\/www.interest.co.nz\/economy\/137046\/increase-labour-market-participation-rate-sees-overall-unemployment-rate-rise\" rel=\" noopener nofollow\" target=\"_blank\">the unemployment rate<\/a>, this increased in the December quarter to 5.4% &#8211; hitting a 10-year high. While the headline unemployment rate might make it look like the labour market is getting worse, economists have said dig a little deeper, and the data shows <a href=\"https:\/\/www.interest.co.nz\/economy\/137070\/positive-indicators-labour-market-details-kiwibank-economists-say-we-need-see-labour\" rel=\" noopener nofollow\" target=\"_blank\">early signs of improvement<\/a>.<\/p>\n<p>Following February&#8217;s Official Cash Rate review, Reserve Bank Governor Anna Breman, Assistant Governor Karen Silk and Chief Economist Paul Conway appeared in front of Parliament&#8217;s Finance and Expenditure Committee to talk about the decision.<\/p>\n<p>When asked by Green MP\u00a0Ricardo Men\u00e9ndez March if they would have done anything differently if they were still considering maximum sustainable employment, Conway said: &#8220;We still really take the labour market into consideration because it affects inflation.&#8221;<\/p>\n<p>&#8220;I do think that regular changes in our mandate do have an effect on how we set monetary policy,&#8221; Conway said.<\/p>\n<p>He said he didn&#8217;t think it should be changed &#8220;too easily or too frequently&#8221; because he thought at the margin, it was &#8220;a little bit destabilising&#8221;.<\/p>\n","protected":false},"excerpt":{"rendered":"Labour Party\u00a0finance spokesperson Barbara Edmonds is &#8220;seriously considering&#8221; reintroducing maximum sustainable employment to the Reserve Bank&#8217;s monetary policy&hellip;\n","protected":false},"author":2,"featured_media":310275,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11],"tags":[138,219,111,139,69],"class_list":["post-310274","post","type-post","status-publish","format-standard","has-post-thumbnail","category-economy","tag-business","tag-economy","tag-new-zealand","tag-newzealand","tag-nz"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/310274","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/comments?post=310274"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/310274\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media\/310275"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media?parent=310274"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/categories?post=310274"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/tags?post=310274"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
