{"id":315060,"date":"2026-03-05T23:55:09","date_gmt":"2026-03-05T23:55:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/315060\/"},"modified":"2026-03-05T23:55:09","modified_gmt":"2026-03-05T23:55:09","slug":"tauranga-cbd-retail-vacancies-ease-as-optimism-builds-for-city-centre","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/315060\/","title":{"rendered":"Tauranga CBD retail vacancies ease as optimism builds for city centre"},"content":{"rendered":"<p class=\"QOlBexkCgF\" style=\"display:none\">The combined vacancy rate for office and retail space across Tauranga and Mount Maunganui was 10.49% in December last year, up from 10.41% in December 2024.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">However, empty retail space in <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-cbd-seven-storey-office-building-at-2-devonport-rd-to-be-built-by-year-end\/premium\/7AWYSQKI5JEQZMH3NBXUJM2BAM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-cbd-seven-storey-office-building-at-2-devonport-rd-to-be-built-by-year-end\/premium\/7AWYSQKI5JEQZMH3NBXUJM2BAM\/\">the Tauranga CBD<\/a> showed a more positive trend, reducing from 10,685sq m to 9337sq m.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">The retail vacancy rate in the CBD fell from 15.60% in 2024 to 13.79% in 2025. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Downtown Tauranga manager Genevieve Whiston said in the last four months she had seen an increase in businesses moving into the city centre and taking up vacancies.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cThis is definitely a really positive sign and supports increased vibrancy here.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Whitson said it looked and felt busier on the streets.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cI have personally noticed cafes and restaurants with more people and have actually had to queue in line a few times for coffee, whereas in the past I wouldn\u2019t have.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">She said there was definitely a \u201csense of optimism\u201d building in downtown Tauranga and the \u201ctide is starting to turn\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cThere does seem to be renewed optimism as we see a number of city centre developments reaching completion, close to completion or well underway.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cIt feels like hype and buzz are starting to build.\u201d<\/p>\n<p><img  alt=\"Downtown Tauranga manager Genevieve Whitson. Photo \/ John Borren<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">In a statement to the Bay of Plenty Times, a Tauranga City Council spokesman said it recognised the vacancies sat within a \u201cbroader context\u201d of economic pressure and change.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">The spokesman reported city centre tenancies increased by nearly 2%. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cMomentum continues to build as revitalisation progresses through major civic, cultural, and commercial projects.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Developments, including the new council administration building, waterfront upgrades such as the playground, and Te Manawataki o Te Papa, were intended to increase visitor numbers.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Te Manawataki o Te Papa, a <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-stemfest-2025-te-manawataki-o-te-papa-construction-opens-to-public\/GGBWFWGLVJCO5AZP7AP3ZU3PXM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-stemfest-2025-te-manawataki-o-te-papa-construction-opens-to-public\/GGBWFWGLVJCO5AZP7AP3ZU3PXM\/\">$306 million Tauranga City Council civic precinct project<\/a>, includes a civic whare, exhibition gallery and museum, new library and community hub in the CBD.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Council projections indicate that by early 2035, the civic precinct could have triple the number of people visiting the city centre, and this would average about 5500 people each day.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cThis reflects strong confidence in the area\u2019s future and provides encouraging evidence that leading organisations see lasting value in the city centre,\u201d the spokesman said. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Foot traffic figures from the council showed in December 2025, there were 430,902 visitors compared with 318,979 in June 2025, an increase of about 35%. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Grey St and Elizabeth St had a rise in foot traffic in the same period, increasing from 74,540 in June to 75,275 in December, a 1% uplift.<\/p>\n<p><img  alt=\"Tauranga city centre\u2019s future civic precinct, Te Manawataki o Te Papa. Photo \/ Tauranga City Council<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cEarly signs, including increased foot traffic around newly opened public spaces and regular events, point to a gradual recovery rather than an immediate shift,\u201d the council spokesman said.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Mount Maunganui\u2019s retail market shifted from full occupancy in 2024 to some vacancy in 2025. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">According to Colliers, total vacant retail floor area increased from 28,450sq m to 29,169sq m, representing a 2.43% vacancy rate and three vacant tenancies. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">This was due to one large listing, the former movie theatre, and did not reflect the high demand for smaller spaces on the main street.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">In 2024, there had been no recorded vacant retail space.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Mount Mainstreet manager Jay Banner said historically, Mount Maunganui had an \u201cextremely low\u201d vacancy rate within its retail sector.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cWe\u2019re not a main street that\u2019s full of a whole bunch of chain stores. We\u2019re a main street that\u2019s got a lot of boutique-y stores, and we draw crowds from all over New Zealand.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He said retailers were more cautious about filling vacant spots. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cWe do have some space about to become available, which may take longer than normal to fill.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He said under \u201cnormal circumstances\u201d, there would be huge demand to fill vacancies, which would be taken up immediately after a retailer left. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cI just think at the moment it\u2019ll be hard, I guess we\u2019ll see with these couple of tenancies that have come up.\u201d<\/p>\n<p><img  alt=\"Mount Maunganui\u2019s retail market shifted from full occupancy in 2024 to some vacancy in 2025. Photo \/ Supplied<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Banner said trade had slowed compared to other summers, but he believed it would bounce back.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cThe bulk of revenue is done across December, January, February, and winter can get very quiet, and that\u2019s the concern at the moment.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Colliers Tauranga industrial and retail broker Rachel Emmerson said muted buyer sentiment, limited tenant inquiry, and soft design-build activity contributed to a quiet year.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cTenants are cautious to commit to additional space, and businesses have been consolidating premises as opposed to growing their footprint.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">She said, however, there had been a \u201cnoticeable increase\u201d in genuine tenant interest and commitment. <\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cWith economic conditions gradually improving amid a stable interest rate environment, we are seeing a noticeable increase in activity as we move into 2026.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/author\/kaitlyn-morrell\/\" rel=\"nofollow noopener\" target=\"_blank\">Kaitlyn Morrell<\/a> is a journalist for the Bay of Plenty Times and Rotorua Daily Post.
