LEXINGTON, Ky. (WKYT) – An empty building in Lexington\u2019s Chevy Chase neighborhood could soon have a new purpose, and not everyone is on board.<\/p>\n

\"WKYT<\/a><\/p>\n

ZLD Partners<\/a> submitted an application to the Lexington-Fayette Urban County Government for a conditional use permit. The company is seeking to convert the property at 319 Duke Road into an inpatient mental health facility.<\/p>\n

City staff recommends the Board of Adjustment approve the permit at Monday\u2019s regular meeting, while some people urge their neighbors to attend in opposition. <\/p>\n

Neighbors raise concerns<\/p>\n

Many neighbors oppose the proposal, with some worried the facility could become a substance use treatment center. Those opposed to the plan argue that there are already too many schools and churches in the area, and it could put children at risk. <\/p>\n

A neighborhood website called \u201cChevy Chase Deserves Better<\/a>\u201d is urging residents to email the board and encourage them to deny the permit. <\/p>\n

\u201cThis is the wrong location. Chevy Chase is a residential community built around families, schools, and houses of worship,\u201d the website states.<\/p>\n

What the permit would allow<\/p>\n

LFUCG Planning Director Jim Duncan stated that the permit would not alter the property\u2019s underlying residential zoning. Instead, it would allow a more intense residential use, such as the proposed 48 to 60-bed project. <\/p>\n

Duncan also said city staff consider the surrounding areas when reviewing such applications.<\/p>\n

\u201cIt\u2019s also important to make sure these facilities are available throughout the community so they don\u2019t get concentrated in one area and can be accessed by people who need them, wherever they are,\u201d he said.<\/p>\n

Developer addresses concerns<\/p>\n

ZLD Partners Co-Owner Matt Douglas acknowledged that the company\u2019s operating partner, Roaring Brook, offers substance use treatment. However, Douglas said this location will focus on mental health, with 12 beds dedicated to an eating disorder program.<\/p>\n

In a statement, Douglas said: \u201cOur goal is to provide a safe, professionally staffed environment for individuals seeking structured care for primary mental health conditions.\u201d<\/p>\n

Douglas plans to ask the board to postpone its decision from Monday until April 13 to address community concerns and clarify the company\u2019s intended operations.<\/p>\n

ZLD Partners is hosting an open house at the property on Thursday from 6 p.m. to 8 p.m. Neighbors are invited to tour the facility and have their questions answered.<\/p>\n
