The Government of New Zealand consistently supports our goals in the region and beyond,\u201d the nominee said.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Alongside being Trump\u2019s man in Wellington, the post comes with representing the US in Samoa, the Cook Islands, and Niue.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Novelly intended to \u201cdo everything in my power to take our relationship to new heights\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He listed three priorities, including partnering with New Zealand to \u201cpromote a free and open Pacific\u201d, \u201cexpanding our defence partnership with New Zealand\u201d and \u201cpromoting opportunities for US business entities\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cFew countries understand the darkening security environment in the Pacific better than New Zealand,\u201d Novelly said.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cLast February, China conducted live-fire exercises in the Tasman Sea. I was in the region at the time, and it was very concerning. The exercises led to flight diversions and represented an example of alarming, even destabilising behavior in the Pacific.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cIf confirmed, I would prioritise expanding our defence partnership with New Zealand.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Novelly said embassies played a key role in \u201censuring a fair playing field for US entities\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cWhether it be through tearing down trade barriers or opening new markets, all US businesses will have a friend in the ambassador\u2019s office if I am confirmed,\u201d he said.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">In terms of his focus on Samoa, Novelly said he would encourage the Pacific Island nation to continue its \u201cprudent approach to managing relations with the West and China, taking on foreign debt with caution\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He wanted to \u201censure it is never pressured into a deal that would compromise its sovereignty\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">With the Cook Islands, of which formal diplomatic relations were established in 2023, Novelly made clear he wanted to \u201cexpand our collaboration with local authorities to promote the responsible development of seabed mineral resources\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cThe Cook Islands\u2019 EEZ [Exclusive Economic Zone] contains possibly the largest cobalt deposit in the world \u2013 a key component in batteries and high-strength alloys. A strong partnership with the Cook Islands means a strong supply chain of critical minerals. This is good for all parties.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He would also seek to strengthen the US\u2019 relationship with Niue on \u201ceconomic, cultural and other programmes\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Republican Senator Pete Ricketts, chairing the meeting, said New Zealand was a \u201ctrusted friend and increasingly important strategic actor in the Indo-Pacific\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Ricketts noted that New Zealand had taken \u201cmeaningful steps to increase defence spending, modernise its military capabilities and engage more deeply in regional security efforts\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">The Government last year announced, <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/pm-christopher-luxon-to-front-post-cabinet-press-conference\/N6ESRG43FNBHVARST3TZYJWCMQ\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/pm-christopher-luxon-to-front-post-cabinet-press-conference\/N6ESRG43FNBHVARST3TZYJWCMQ\/\">through its Defence Capability Plan<\/a> (DCP), that defence spending would hit more than 2% of gross domestic product (GDP) within the next eight years, with $12 billion planned over the next four.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Last year, <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/government-buying-helicopters-with-hellfire-missiles-precision-kill-system-as-global-tensions-ramp-up\/LJK2C7EVTVAH7F5SQTDBOBZHCU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/government-buying-helicopters-with-hellfire-missiles-precision-kill-system-as-global-tensions-ramp-up\/LJK2C7EVTVAH7F5SQTDBOBZHCU\/\">the Government said five new Seahawk maritime helicopters<\/a> \u2013 worth more than $2b \u2013 would be procured through the United States\u2019 Foreign Military Sales programme.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">New Zealand and the United States have long had a close security relationship, including through the Five Eyes intelligence group. Photo \/ Mark Mitchell<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Ricketts highlighted China\u2019s growing presence in the Pacific, something New Zealand is aware of. For example, the DCP said there was \u201cstrategic competition\u201d between China and the US in the Indo-Pacific.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cChina\u2019s assertive pursuit of its strategic objectives is the principal driver for strategic competition in the Indo-Pacific, and it continues to use all of its tools of statecraft in ways that can challenge both international norms of behaviour and the security of other states,\u201d the DCP said.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cOf particular concern is the rapid and non-transparent growth of China\u2019s military capability.\u201d<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">The Senator called on Novelly to \u201cwork to strengthen defence co-operation, expand co-operation in emerging technologies and strengthen supply-chain security\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Novelly would need to \u201csteer Pacific Island nations away from Beijing\u2019s coercive economic traps\u201d, Ricketts said.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He said that meant being \u201cpresent\u201d to show the US was \u201cpresent in the region\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">Democrat Senator Chris Coons asked Novelly about seabed resources around the Cook Islands. The Cooks and the US last month signed an agreement to work together on strengthening supply chains for critical minerals and rare earths.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">In his response, Novelly said the Cook Islands\u2019 willingness to exploit its resources was \u201can extreme opportunity for the US to be able to play its part\u201d.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">\u201cI am so impressed by the cultures in the Pacific Islands. Having spent quite a bit of time in the Pacific Islands, the oceans are sacred to Pacific Islanders. Secretary of Foreign Affairs and Trade Bede Corry was in Washington, DC at the time and \u201ccommitted to explore further opportunities to expand co-operation on critical minerals\u201d with the US.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">The final question for Novelly came from Tim Kaine, well-known internationally as Hillary Clinton\u2019s pick for Vice-President during her 2016 run for office.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">He asked Novelly to give his assurance that he would keep the US aware of any concerns of the New Zealand Government related to Antarctica. China has been seeking to expand its footprint in Antarctica. Novelly said he would report back on that.<\/p>\n<p class=\"QOlBexkCgF\" style=\"display:none\">It\u2019s now up to the committee to confirm Novelly. If confirmed, he would likely attend briefings and training, meet relevant US agencies and officials, and then be deployed to his post.
