{"id":329327,"date":"2026-03-14T12:24:20","date_gmt":"2026-03-14T12:24:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/329327\/"},"modified":"2026-03-14T12:24:20","modified_gmt":"2026-03-14T12:24:20","slug":"russias-investment-slips-for-first-time-since-pandemic","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/329327\/","title":{"rendered":"Russia\u2019s Investment Slips for First Time Since Pandemic"},"content":{"rendered":"<p>Russia\u2019s investment in fixed capital <a href=\"https:\/\/www.interfax.ru\/business\/1076588\" rel=\"nofollow noopener\" target=\"_blank\">fell<\/a> 2.3% in 2025, state statistics agency Rosstat said, marking the first annual decline since the pandemic and highlighting growing strains on the economy from high interest rates and tightening state finances.<\/p>\n<p>The drop was the steepest since 2015, when investment plunged 10.1% following Russia\u2019s annexation of Crimea and Western sanctions. Investment last fell during the pandemic year of 2020, though the decline then was <a href=\"https:\/\/www.rosstat.gov.ru\/storage\/mediabank\/Invest_2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">marginal<\/a> at 0.1%.<\/p>\n<p>The slowdown intensified as the year went on. Investment grew 6.5% year-on-year in the first quarter but then turned negative, falling 1% in the second quarter, 4.3% in the third and 5.3% in the fourth.<\/p>\n<p>Economy Minister Maxim Reshetnikov had earlier <a href=\"https:\/\/www.economy.gov.ru\/material\/news\/maksim_reshetnikov_ozhidaem_uskoreniya_rosta_ekonomiki_v_konce_2026.html\" rel=\"nofollow noopener\" target=\"_blank\">warned<\/a> that investment would likely decline in real terms, describing the slowdown as the \u201cnatural price\u201d of <a href=\"https:\/\/www.themoscowtimes.com\/2026\/02\/13\/russian-central-bank-trims-key-rate-sees-a-more-balanced-economy-ahead-a91941\" rel=\"nofollow noopener\" target=\"_blank\">tight monetary policy<\/a> aimed at reducing inflation.<\/p>\n<p>He <a href=\"https:\/\/www.economy.gov.ru\/material\/file\/bc142016f6ab3772370bb0b4541fc778\/prognoz_socialno_ekonomicheskogo_razvitiya_rf_2026-2028.pdf\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> he expected investment to decline by a further 0.5% this year.\u00a0<\/p>\n<p>High interest rates have made it more attractive for companies to keep funds in bank deposits rather than expand production, said Anton Tabakh, chief economist at rating agency Expert RA.<\/p>\n<p>\u201cIt\u2019s a year of \u2018climbing into the fridge\u2019 and a budgetary crisis,\u201d he <a href=\"https:\/\/t.me\/expert_ra\/6473#\" rel=\"nofollow\">said<\/a>.<\/p>\n<p>At the same time, government efforts to stabilize the federal budget have also dampened investment activity. Analysts at research group Tverdye Tsifry <a href=\"https:\/\/t.me\/xtxixty\/6249#\" rel=\"nofollow\">said<\/a> the share of companies\u2019 own funds in fixed capital investment reached nearly 59% last year \u2014 the highest level on record except for 1997.<\/p>\n<p>The period also marks the first time Russia has seen a decline in fixed capital investment in absolute terms, analysts <a href=\"https:\/\/t.me\/xtxixty\/6250\" rel=\"nofollow\">said<\/a>.<\/p>\n<p>They warned that any reduction in government spending would further weaken investment activity, while higher tax burdens could also weigh on business spending.<\/p>\n<p>Using investment programs from 61 major companies as a leading indicator, Tverdye Tsifry analysts said investment growth this year could be close to zero in nominal terms, implying another decline in real terms as companies cut spending.<\/p>\n<p>Business surveys by the Central Bank <a href=\"https:\/\/www.cbr.ru\/Collection\/Collection\/File\/59715\/0326.pdf\" rel=\"nofollow noopener\" target=\"_blank\">showed<\/a> that most investment last year was directed at maintaining existing production capacity rather than expanding it. The regulator attributed the slowdown to cooling domestic demand but said overall investment levels remained close to recent highs.<\/p>\n<p>The decline was driven mainly by transport, construction and some extractive industries, particularly coal and parts of the oil and gas sector, according to the Higher School of Economics\u2019 Development Center.<\/p>\n<p>The pro-Kremlin analytical center CMACP has also <a href=\"http:\/\/www.forecast.ru\/_ARCHIVE\/Mon_13\/2025\/TT6_2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">questioned<\/a> the quality of investment amid the war, noting that much of the spending has been forced by restrictive external factors like import substitution.
