{"id":335324,"date":"2026-03-18T07:10:07","date_gmt":"2026-03-18T07:10:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/335324\/"},"modified":"2026-03-18T07:10:07","modified_gmt":"2026-03-18T07:10:07","slug":"government-to-lift-paywall-from-large-parts-of-the-land-registry-environment","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/335324\/","title":{"rendered":"Government to lift paywall from large parts of the Land Registry | Environment"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Finding out who owns land in <a href=\"https:\/\/www.theguardian.com\/uk-news\/england\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">England<\/a> is to become much simpler because a paywall will be lifted from large parts of the Land Registry, the government is to announce.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/money\/2019\/apr\/17\/who-owns-england-thousand-secret-landowners-author\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">A small number of landowners control the majority of land<\/a> but finding out who owns what is difficult to piece together, even for government departments, owing to the way the Land Registry operates. Freeing up access will make it easier to determine ownership of key areas, such as river catchments, grouse moors and peatland.<\/p>\n<p class=\"dcr-130mj7b\">The change comes as part of a major reform to the way England\u2019s land is managed. The government\u2019s <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jan\/31\/land-use-plan-england-map-farming-nature-housing-solar-wind\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">long-awaited land use framework<\/a> \u2013 to be unveiled by Emma Reynolds, the environment secretary, on Wednesday afternoon \u2013 marks the first time that government has attempted to assess how best to use farmland, nature reserves and areas of degraded land to help balance competing needs for land for food production, housing, energy and industry.<\/p>\n<p class=\"dcr-130mj7b\">For the first time, ministers will set out how much land is needed to meet the UK\u2019s net zero target through growing forests and restoring peatland as \u201ccarbon sinks\u201d and through energy generation from solar and windfarms. Only about 1% of land will be needed for renewable energy generation, according to the government\u2019s new estimate, and much of the land required will still be used for food production, for instance through livestock grazing around windfarms and under solar panels.<\/p>\n<p class=\"dcr-130mj7b\">New mapping will also make it easier to assess how the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/22\/uk-bogs-peatlands-borth-conservation-britain-bogs\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">restoration of peatlands<\/a> in upland areas could reduce flooding from rivers, which is expected to worsen as the climate crisis deepens.<\/p>\n<p class=\"dcr-130mj7b\">Reynolds said: \u201cIt is more important than ever that we make the right decisions about our finite land, especially in the face of the dual threat of the climate and nature crises. The land use framework will hardwire climate resilience and nature-based solutions into our decision-making to ensure that we have safe homes for the future.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Guy Shrubsole, author of Who Owns England?, said: \u201cThe bold promise to open up the Land Registry would finally bring to an end a thousand years of secrecy shrouding who owns England, and enable greater scrutiny of what goes on behind the barbed-wire fences that crisscross the countryside. Given that 1% of the population own half of England, it\u2019s only reasonable that the largest landowners should be held most responsible for restoring nature to these dewilded isles. The new land use framework is an ambitious step towards making England a greener, fairer and more pleasant land.\u201d<\/p>\n<p class=\"dcr-130mj7b\">However, the government will <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/feb\/14\/land-use-policy-tories-conservative-england\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">stop well short of directing how land must be used<\/a> in any area. There will be no attempts to force landowners to give up control and no national scheme to <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jul\/03\/farms-england-stop-food-production-boost-nature-labour\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">mandate the conversion of land to carbon sinks<\/a>. The framework will be used to \u201csteer\u201d housebuilders away from constructing homes on floodplains, after concerns about <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/feb\/18\/one-in-nine-new-homes-in-england-built-in-areas-of-flood-risk-study-shows\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the number of new-build homes at risk from flooding as the climate crisis worsens<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The aim that <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/mar\/13\/nearly-three-quarters-of-englands-woods-inaccessible-to-public-study-finds\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">everyone should be within 15 minutes of a green space or water<\/a> will also become easier to meet within the new framework, as councils will be given tools to identify where green space is lacking so that they can invest accordingly. <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/mar\/04\/analysis-finds-urban-areas-england-no-one-lives-within-15-minute-walk-of-nature\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">About one in five people in England lack such access at present<\/a>, but this is worst among the most deprived communities.<\/p>\n<p class=\"dcr-130mj7b\">Farmers have been concerned that <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jul\/03\/farms-england-stop-food-production-boost-nature-labour\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">food production would be downgraded<\/a> in favour of turning land to nature protection or use as carbon sinks, for instance through growing forests. But campaigners said there need not be a contradiction between nature protection and farming.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWildlife in the UK is in crisis so nature must be given space to recover,\u201d said Brendan Costelloe, policy director at the Soil Association. \u201cBut for the land that will remain farmland, it\u2019s vital the government recognises that food production does not have to stop to create space for nature.
