There was also a commitment from Andrews to implement all 74 recommendations and introduce new services and a mental health levy to help pay for them.<\/p>\n<p>Last week it emerged a 31-year-old man at Barwon Health\u2019s Swanston Centre in Geelong may have <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/national\/victoria\/slain-psychiatric-ward-patient-shared-bathroom-unlockable-door-with-alleged-killer-20260312-p5o9so.html\" rel=\"nofollow noopener\" target=\"_blank\">lost his life<\/a> for want of a full-length, lockable door between a bedroom and a bathroom that separated him and another patient. Staff there say it is the fifth adverse outcome suffered by a patient in the unit since December.<\/p>\n<p><img decoding=\"async\" alt=\"A patient is accused of killing another patient at Geelong\u2019s Swanston Centre last month.\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/03\/0013805a92e307e634468c8798b055076c78ba61.jpeg\"  class=\"sc-d34e428-1 ldCIuB\"\/>A patient is accused of killing another patient at Geelong\u2019s Swanston Centre last month.Justin McManus<\/p>\n<p>But this problem is not new: Barwon Health <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/national\/victoria\/after-a-series-of-deaths-traumatised-swanston-centre-are-left-asking-the-same-question-20260312-p5o9r0.html\" rel=\"nofollow noopener\" target=\"_blank\">admitted to the royal commission<\/a> nearly seven years ago that conditions in the centre were so dangerous that the neighbouring University Hospital Geelong had been designated a high-risk public zone by police.<\/p>\n<p>When Swanston Centre <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/national\/victoria\/slain-psychiatric-ward-patient-shared-bathroom-unlockable-door-with-alleged-killer-20260312-p5o9so.html\" rel=\"nofollow noopener\" target=\"_blank\">workers were surveyed<\/a> by the Health and Community Services Union after the patient\u2019s death, more than 70 per cent said they were not confident they could provide a unit free from violence or aggression.<\/p>\n<p>What has happened to the promises of 2021?<\/p>\n<p>The good news is that the mental health levy has raised <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/national\/victoria\/tax-to-fund-mental-health-overdelivers-but-actual-beds-lacking-20250521-p5m13w.html\" rel=\"nofollow noopener\" target=\"_blank\">more money than expected<\/a>. The bad news is that this money does not seem to be making the required difference in outcomes across the state. Patients are still struggling to find beds in the system, and the use of seclusion \u2013 which the royal commission wanted eliminated \u2013 remains an issue.<\/p>\n<p>What\u2019s more, it is very difficult to scrutinise how this money is being used. The royal commission called for the creation of regional mental health boards to dispense funding, but after being legislated, they were <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/victoria\/victoria-shelves-key-mental-health-pledge-despite-royal-commission-promise-20241010-p5khdm.html\" rel=\"nofollow noopener\" target=\"_blank\">shelved by the government<\/a>.<\/p>\n<p>Related Article<a href=\"https:\/\/www.theage.com.au\/national\/victoria\/after-a-series-of-deaths-traumatised-swanston-centre-are-left-asking-the-same-question-20260312-p5o9r0.html\" tabindex=\"-1\" class=\"sc-cba76dee-0 hdiTqm\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Lee Johnson, pictured with her child Bellamy Nieto\u2019s dog Bluey. It envisioned the body being \u201cable to initiate its own inquiries into matters that support its objectives\u201d.<\/p>\n<p>The government has instead chosen to <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/victoria\/mental-health-watchdog-muzzled-by-drastic-budget-cuts-20250614-p5m7em.html\" rel=\"nofollow noopener\" target=\"_blank\">scale back its funding and staffing<\/a>, culminating in the announcement after Helen Silver\u2019s 2025 review of government spending that the Mental Health and Wellbeing Commission would have <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/victoria\/serious-step-backwards-furious-response-from-mental-health-sector-to-cost-cutting-bill-20260223-p5o4o6.html\" rel=\"nofollow noopener\" target=\"_blank\">one commissioner rather than four<\/a>, and that it should concentrate on responding to complaints rather than investigating whether reforms were being effectively delivered.<\/p>\n<p>Most alarmingly of all, the government\u2019s proposed Entities Bill would allow the health minister to set the objectives of the commission, a body meant to hold the government to account. As a joint letter signed by mental health agencies put it: \u201cOversight that can be directed, narrowed or muted is not genuine oversight.\u201d<\/p>\n<p>When forensic psychiatrist Dr Rajan Darjee spoke to The Age, he said the tragedy at the Swanston Centre and others like it \u201coccur in a system that is totally unfit for purpose.
