{"id":356402,"date":"2026-03-31T06:36:08","date_gmt":"2026-03-31T06:36:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/356402\/"},"modified":"2026-03-31T06:36:08","modified_gmt":"2026-03-31T06:36:08","slug":"fijis-health-minister-defends-hiv-response","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/356402\/","title":{"rendered":"Fiji\u2019s Health Minister Defends HIV Response"},"content":{"rendered":"<p>Article \u2013 RNZ<\/p>\n<p>Dr Ratu Atonio Lalabalavu has defended the government\u2019s handling of the country\u2019s HIV crisis, saying initiatives have been put in place to \u201cget this under control\u201d.<a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.rnz.co.nz\/authors\/margot-staunton\">Margot Staunton<\/a>, RNZ Pacific senior journalist<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/03\/tGehNbDgw4102jNu.jpg\" \/><\/p>\n<p>Fiji\u2019s Health Minister Dr Ratu Atonio Lalabalavu has defended the government\u2019s handling of the country\u2019s HIV crisis.<\/p>\n<p>HIV is surging in Fiji with at least 9000 people \u2013 or nearly one percent 1 percent of the population \u2013 reported to be now infected.<\/p>\n<p>There are concerns that the real figure could be significantly higher, with global health experts saying HIV is historically under-reported.<\/p>\n<p>The World Health Organisation (WHO) believes the country has been gripped by an \u201cescalating HIV outbreak\u201d.<\/p>\n<p>The island nation declared an HIV outbreak in January last year, with the government calling it \u201ca national crisis\u201d and regional health experts warning that it could spread across the region.<\/p>\n<p>Ratu Atonio told Pacific Waves that despite the rising tide of infection the government\u2019s response to the crisis has been \u201cresponsible\u201d.<\/p>\n<p>\u201cLook at the [HIV] trend and how it started, it goes way back to 2017, 2018. We are the government that recognised it and now we are doing something about it.\u201d<\/p>\n<p>The government allocated FJ$10 million in last year\u2019s Budget (US$4.4 million) towards initiatives designed to tackle the problem, he said.<\/p>\n<p>\u201cFrom last year there have been government initiatives put in place to ensure that we do try and get this under control.\u201d<\/p>\n<p>Alarming stats<\/p>\n<p>The Health Minister revealed some alarming HIV statistics in parliament earlier this month.<\/p>\n<p>\u201cIn 2025, Fiji recorded 2003 new diagnoses, up from 1583 in 2024, with the national rate diagnosis rising to 226 per 100,000, up from 13 per 100,000 in 2019 \u2013 a 17-fold increase,\u201d he said.<\/p>\n<p>\u201cMen remain more affected, but the gap is narrowing, showing that infection is increasingly affecting women and families.\u201d<\/p>\n<p>On top of that, a new trend has emerged showing that the number of HIV-positive newborns is on the rise, according to the head of Fiji\u2019s National HIV Outbreak and Cluster Response team, Dr Jason Mitchell.<\/p>\n<p>Sixty babies were born with HIV last year, up from 31 cases in 2024 and more than 3 percent of women attending antenatal care in Fiji were testing positive for HIV, with the number slightly higher in the capital, Suva, Mitchell said.<\/p>\n<p>One baby is being diagnosed with HIV every week due to mother-to-child transmission, and one child is dying every month from advanced HIV disease.<\/p>\n<p>Mother-to-child transmission<\/p>\n<p>Mother-to-baby transmission is a growing concern, according to treatment support worker Dashika Balak.<\/p>\n<p>\u201cThey (the mothers) test negatively initially but over the course of the pregnancy they acquire HIV,\u201d Balak said.<\/p>\n<p>\u201cThis is a new trend that we are seeing, because these women may not have risky behaviours but most of the partners are injecting drug users and in pregnancy people do have sex.\u201d<\/p>\n<p>Testing during pregnancy is now underway to reduce the risk of transmission to babies, she said.<\/p>\n<p>Ratu Atonio has admitted that sexual promiscuity and drug use among youth in particular are huge contributing factors in the HIV epidemic.<\/p>\n<p>Asked exactly how the government planned to address this, he said \u201ca behavioural change programme\u201d was needed to ensure that happens.<\/p>\n<p>\u201cIt is part of the plan, you need good planning and a programme to ensure that is implemented across the board,\u201d he said.<\/p>\n<p>\u201cIt is not just something for the Ministry of Health, it\u2019s for the various ministries, important stakeholders, the vanua, the church and the family in general.\u201d<\/p>\n<p>Conservative beliefs<\/p>\n<p>Although there were plans to introduce a vital needle and syringe exchange programme, its rollout would take time, Ratu Atonio said.<\/p>\n<p>\u201cWe will have to tread carefully in terms of how it is accepted within the community, and also we need to look into the legal aspect of it. So we are in the final stages of ensuring that the programme is endorsed.\u201d<\/p>\n<p>Cultural and religious beliefs played a part in the sensitivity around the issue in Fiji, he said.<\/p>\n<p>\u201cFirst of all, you need to create awareness that by doing this we are not advocating for drug use.
