Many schools in other sectors either already had their own rules or followed with similar policies. Schools are also reporting fewer incidents involving devices.<\/p>\n<p>\u201cThe evidence shows it worked and now we\u2019re going further, so every Victorian student, in every Victorian school, can put their phone away and focus on learning,\u201d Education Minister Ben Carroll said.<\/p>\n<p>Private and Catholic schools will be required to follow the policy as part of their compliance through the Victorian Registration and Qualifications Authority, which oversees school registrations.<\/p>\n<p>The draft legislation, which the government will introduce into parliament on Wednesday, includes exceptions for students to use devices for health conditions.<\/p>\n<p>The Melbourne Archdiocese Catholic Schools <a class=\"inline-link\" href=\"https:\/\/www.brisbanetimes.com.au\/national\/victoria\/reclaim-the-classroom-catholic-school-discipline-goes-back-to-basics-20250610-p5m69h.html\" rel=\"nofollow noopener\" target=\"_blank\">moved in June last year to restrict the use of technology devices<\/a> that aren\u2019t essential to learning. Each of the state\u2019s 233 independent schools have previously been free to write their own policies, and <a class=\"inline-link\" href=\"https:\/\/www.brisbanetimes.com.au\/politics\/victoria\/the-bag-rule-failed-so-this-school-said-no-to-phones-no-to-watches-and-no-to-exceptions-20260313-p5oadj.html\" rel=\"nofollow noopener\" target=\"_blank\">some have already gone beyond the government\u2019s 2020 ban<\/a>.<\/p>\n<p>At Caroline Chisholm Catholic College, in Braybrook, the school initially introduced a strict phone policy in 2019. Tristen O\u2019Brien, a deputy principal at the school, said after the pandemic teachers had more of a philosophical approach to the ban, believing it didn\u2019t teach young people how to use devices safely.<\/p>\n<p>\u201cHowever, we noticed phones became a distraction from learning, and a contributing factor to behaviour and social issues,\u201d he said.<\/p>\n<p>Victoria\u2019s new legislation for devices in all schoolsPhones must be switched off and stored away during school hours.\u00a0Wearable devices must have notifications, internet connection or recording functions turned off.Headphones must not be used during school hours.<\/p>\n<p>In 2024, the college brought in a stricter approach \u2013 that was student-led in consultation with the school\u2019s leaders \u2013 that banned all devices including headphones. From next term, it will include disabling internet connection on smartwatches too.<\/p>\n<p>If students are found to use a banned device, they have to collect the device from reception in the first instance, their parents must collect it if it happens again, and if the behaviour continues they might have to meet a school co-ordinator.<\/p>\n<p>Related Article<a href=\"https:\/\/www.brisbanetimes.com.au\/national\/victoria\/reclaim-the-classroom-catholic-school-discipline-goes-back-to-basics-20250610-p5m69h.html\" tabindex=\"-1\" class=\"sc-cba76dee-0 hdiTqm\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Students at 290 Melbourne schools will be expected to meet higher standards of respect and behaviour under a new regime based on the principles of explicit instruction.\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/03\/4ba3dc150c9e991425af1745fc741eb70279738c2426349391a4a725112f17af.jpeg\"  class=\"sc-d34e428-1 ioInpc\"\/><\/a><\/p>\n<p>Since introducing the ban, the school\u2019s wellbeing survey has recorded a 20 per cent increase in students believing rules were enforced fairly, a 10 per cent increase in students keeping good friends and a 5 per cent increase in students feeling connected to staff.<\/p>\n<p>Year 12 student Macbeth Gonsalves said that before the ban, some students would go to the library with their school devices and hot spot their mobile phones so they could bypass school restrictions and play computer games.<\/p>\n<p>\u201cI\u2019d say there\u2019s more productivity in classrooms and less people playing games on their phones. But not much difference overall from my perspective,\u201d he said.<\/p>\n<p>One change he has noticed is he is now playing soccer with friends at lunchtime. \u201cYou stay physically fit, and you have more connections with your friends. There\u2019s a deeper connection when you can actually talk in person,\u201d he said.<\/p>\n<p>School principal Napoleon Rodezno said that while the school was pleased with the success of its own rules, the legislation would help all schools have a consistent approach.<\/p>\n<p>\u201cThe lack of consistency can bring about different expectations from families,\u201d Rodezno said. \u201cIt is when things are inconsistent that we find ourselves in difficult situations.\u201d<\/p>\n<p>He said that when he entered teaching in 1996, the internet was only just reaching schools. \u201cIt is now accessible almost carelessly to young people.<\/p>\n<p>\u201cEducation has been left a little bit behind at times.
