{"id":362917,"date":"2026-04-04T04:10:10","date_gmt":"2026-04-04T04:10:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/362917\/"},"modified":"2026-04-04T04:10:10","modified_gmt":"2026-04-04T04:10:10","slug":"tauranga-mayor-calls-for-more-separation-in-managing-regional-councils-3b-investment-fund","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/362917\/","title":{"rendered":"Tauranga Mayor calls for more separation in managing regional council\u2019s $3b investment fund"},"content":{"rendered":"<p class=\"sYHrSxRJWo\" style=\"display:none\">As at June 30, its controlling port stake was worth $2.5b and it also had $470m in \u201cnon-port\u201d and special-purpose assets, such as the $161m Rangiuru Business Park.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">The council has said its preferred restructure option is a \u201chybrid\u201d model, splitting port and non-port assets from special-purpose assets in two CCOs.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">It has also proposed changes to how the money is spent; capping the annual amount for rates reductions, environmental work and other council functions at $50m plus inflation, and putting any leftover income towards regionally beneficial infrastructure development.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">A third aim was the ability to recycle capital. The council was using $200m of debt to finance the Rangiuru Business Park development, to be repaid as the land was sold and developed.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">Other restructure options included creating a CCO trust to house all investments held by Quayside, partnering with an existing community trust, or retaining the status quo.<\/p>\n<p>Greater protection needed for \u2018regional taonga\u2019 <\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">Drysdale told the Bay of Plenty Times the fund had \u201csignificant potential\u201d to benefit future generations and the \u201cregional taonga\u201d needed to be protected.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">He said in his view there was \u201ca little bit of a risk\u201d with \u201ctoo much direction\u201d from elected members to the investment arm.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">For example, the <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/bay-of-plenty-regional-council-proposes-4-rates-rise-and-3b-portfolio-shake-up\/DZIUTJLPMVGPFLKZLLHDK7H2GM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/bay-of-plenty-regional-council-proposes-4-rates-rise-and-3b-portfolio-shake-up\/DZIUTJLPMVGPFLKZLLHDK7H2GM\/\">regional council<\/a> was required to own at least <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/bay-of-plenty-regional-council-green-lights-port-of-tauranga-share-sell-down\/3OA7HKSVB5DY7KTRWRV5WCODRA\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/bay-of-plenty-regional-council-green-lights-port-of-tauranga-share-sell-down\/3OA7HKSVB5DY7KTRWRV5WCODRA\/\">28% of shares in the Port of Tauranga<\/a>, as set by elected members.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">This was a decision where the political arm was \u201cinfluencing what the investment arm can do\u201d, the mayor said.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">\u201cObviously, if you\u2019re set to deliver the maximum return, you\u2019ll make the decisions that you think are best around that.\u201d<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">The city council\u2019s submission said it did not support a hybrid model.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">Drysdale said the investment arm should be \u201cmore separated and insulated\u201d to make investment decisions, while the political side focused on spending the generated income.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">While the current structure \u201cworks fairly well\u201d, it \u201ccould be made better if you took more of the political out\u201d.<\/p>\n<p><img  alt=\"Tauranga mayor Mah\u00e9 Drysdale, pictured in 2025. Photo \/ David Hall<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">The council\u2019s submission said legislative ring-fencing was \u201ccritical\u201d to long-term regional benefit.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">It said legislation could set clear obligations to maintain the real value of capital, require a super-majority before any capital could be reduced, and mandate independent investment governance over investment decisions.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">In contrast, councils holding investment funds without legislative safeguards remained exposed to short-term decisions to use capital for debt repayment, rates pressure or funding one-off projects.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">The submission said the New Plymouth Perpetual Investment Fund was protected by specific legislation and the <a href=\"https:\/\/www.nzherald.co.nz\/nz\/auckland-future-fund-councillors-christine-fletcher-and-mike-lee-go-head-to-head-to-argue-for-and-against-it\/U72S5WLWNRFUZJWF5WLQKED554\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/auckland-future-fund-councillors-christine-fletcher-and-mike-lee-go-head-to-head-to-argue-for-and-against-it\/U72S5WLWNRFUZJWF5WLQKED554\/\">Auckland Future Fund<\/a> was pursuing \u201csimilar\u201d protections.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">Drysdale said changing the structure alone \u201cdoes not give you any further protection than there is today\u201d.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">Legislative protection was \u201cthe next step if you truly want to protect it as a taonga for the region\u201d.<\/p>\n<p><img  alt=\"Bay of Plenty Regional Council chairwoman Matemoana McDonald.\" class=\"article-media__image responsively-lazy\" data-test-ui=\"article-media__image\"\/>Bay of Plenty Regional Council chairwoman Matemoana McDonald.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">In a statement, regional council chairwoman Matemoana McDonald said the council could not comment on submissions because they were intended to inform its decision-making on the proposals.<\/p>\n<p class=\"sYHrSxRJWo\" style=\"display:none\">This stage of the consultation process had not yet taken place.
