What can be done about it?"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">Two highly respected Australian economists have warned about &#8220;stagflation&#8221; in recent weeks.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Bob Gregory, a former Reserve Bank board member (from 1985 to 1995), said he thinks we&#8217;re already seeing the early stages of stagflation in Australia.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-03-22\/what-is-stagflation-and-what-can-we-do-about-it\/106472996\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">How a global energy crisis can lead to stagflation<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">As the Iran war dries up oil and gas supplies, should we prepare for stagflation?<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Martin Parkinson, a former Treasury Secretary (from 2011 to 2015), said while he doesn&#8217;t think we&#8217;re seeing stagflation yet, there&#8217;s a real risk of it occurring.<\/p>\n<p class=\"paragraph_paragraph___QITb\">They&#8217;re both pointing to the global oil crisis as the source of the problem.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">They say the war in the Middle East has damaged the world&#8217;s energy supplies, disrupted supply chains, and pushed inflation into the global system to such an extent that the fallout will be immense.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The forces that have been unleashed, and the consequences of this war, are going to have long-lasting effects,&#8221; Parkinson said last week.<\/p>\n<p>Stagflation is already happening<\/p>\n<p class=\"paragraph_paragraph___QITb\">Stagflation is a situation where your economy is stagnating and you&#8217;re dealing with high inflation (stagnation + inflation).<\/p>\n<p class=\"paragraph_paragraph___QITb\">It is a damaging phenomenon that can be accompanied by rising unemployment and recession and a whole host of other problems.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2022-06-12\/stagflation-big-differences-between-the-1970s-and-today\/101144570\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">If we&#8217;re hit by stagflation, it will be different this time<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The World Bank has warned the global economy will soon experience stagflation, but that doesn&#8217;t mean we&#8217;re returning to the 1970s, writes Gareth Hutchens.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In the 1970s, many economies around the world experienced stagflation simultaneously, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2022-06-12\/stagflation-big-differences-between-the-1970s-and-today\/101144570\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">including Australia<\/a>. It had many causes, but the oil price shock of 1973-74 was a major one.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Gregory participated in the policy debates in Australia in the 1970s.<\/p>\n<p class=\"paragraph_paragraph___QITb\">And a couple of weeks ago, the ABC&#8217;s Peter Martin invited Gregory onto his podcast, &#8220;The Economy, Stupid&#8221;, to talk about today&#8217;s oil crisis and the similarities with events in the 1970s.<\/p>\n<p class=\"paragraph_paragraph___QITb\">You can <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/listen\/programs\/the-economy-stupid\/the-economy,-stupid\/106409192\" data-component=\"Link\" data-uri=\"coremedia:\/\/audioepisode\/106527222\" rel=\"nofollow noopener\" target=\"_blank\">listen to it here<\/a>.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Could stagflation happen today?<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I think it will happen and it is happening,&#8221; Professor Gregory said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;What we&#8217;re going to see going ahead is inflation&#8217;s going to go up a little bit, and unemployment&#8217;s going to go up.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The question though is how big is stagflation going to be, and nobody at this point is thinking anything like the 1970s.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It all depends on how long this oil price increase lasts.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said if the war in the Middle East ends promptly and oil prices don&#8217;t stay elevated for too long, the Reserve Bank will prefer to let the coming wave of inflation work its way through the system without worrying about it too much.<\/p>\n<p><img decoding=\"async\" alt=\"ANU Professor Bob Gregory\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/04\/2268a854c97d8a3dccaf8e1dd06b5819.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Emeritus professor of economics Bob Gregory says stagflation is already happening, but no one thinks it will be as bad at the 1970s at this point. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">But if the war continues for a long time, and people have to adjust to much higher petrol prices for an extended period, that will be a different story, he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If you read the Treasurer\u2019s <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/ministers.treasury.gov.au\/ministers\/jim-chalmers-2022\/speeches\/address-australian-business-economists-melbourne\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106527364\" rel=\"nofollow noopener\" target=\"_blank\">speech [from 19 March]<\/a>, he&#8217;s sort of well aware of that,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;And they\u2019re doing model simulations in Treasury which give you both higher unemployment and higher inflation in the next two or three years.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;But so far the extent to which inflation is going up, and the extent to which unemployment is going up, are reasonably moderate. It all depends on how long this oil price increase lasts. That\u2019s the big judgement to be made now.\u201d<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Gregory made those comments two weeks ago.<\/p>\n<p class=\"paragraph_paragraph___QITb\">On Monday last week, former RBA assistant governor Luci Ellis \u2014 now Westpac&#8217;s chief economist \u2014 then <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.westpaciq.com.au\/economics\/2026\/03\/rba-update-30-march-2026\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106527668\" rel=\"nofollow noopener\" target=\"_blank\">circulated a note<\/a> to say that she thought the RBA would be lifting interest rates three more times from here: in May, June and August.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That will push the cash rate target up to 4.85 per cent (from 4.1 per cent currently).<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Ellis said the Albanese government&#8217;s decision to <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-30\/fuel-excise-halved-three-months-petrol-diesel\/106510432\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106510432\" rel=\"nofollow noopener\" target=\"_blank\">halve the fuel excise for three months<\/a> would probably reduce the near-term outlook for inflation in Australia, but headline inflation would still hit 5.4 per cent in the June quarter.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She also forecast unemployment would rise to 5 per cent (up from 4.3 per cent currently) as our economy weakens.<\/p>\n<p>The risk increases as the war continues<\/p>\n<p class=\"paragraph_paragraph___QITb\">Speaking at the National Press Club on Wednesday, Dr Parkinson said he was also concerned that Australia&#8217;s economy would experience stagflation but he hoped it could be avoided.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I don&#8217;t think we&#8217;re in a situation of stagflation today. But I do think there&#8217;s a risk, and I emphasise &#8216;risk&#8217;,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It&#8217;s not guaranteed that it&#8217;s going to happen, but there is a risk that we could find ourselves in that situation, and that risk goes up the longer the conflict goes on.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Martin Parkinson, outgoing head of the Department of Prime Minister and Cabinet. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said it was also impossible to know what the world&#8217;s energy and trade patterns would look like on the other side of this war, because it depended on how the conflict is resolved and what lessons countries learn from it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The forces that have been unleashed, and the consequences of this war, are going to have long-lasting effects,&#8221; he warned.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-03\/us-negotiator-in-iran-nuclear-deal-says-trump-delusional\/106527524\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Trump accused of deception<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Robert Malley, who negotiated the 2015 nuclear deal with Iran, says Donald Trump&#8217;s address to the US this week was designed to deceive.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The next day, on Thursday, US president Donald Trump then announced that his war against Iran had been won, but that it would probably last another couple of weeks, and that he also planned to bomb Iran back to the &#8220;stone ages&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He also said he wouldn&#8217;t bother trying to re-open the Strait of Hormuz to the passage of oil tankers because once the war ended the strait would simply open up &#8220;naturally.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">His rambling and confusing announcement sent Australia&#8217;s stock market tumbling into negative territory, and global oil prices higher.<\/p>\n<p>New crises, different ideas<\/p>\n<p class=\"paragraph_paragraph___QITb\">In economic crises, Australians often wonder if we can manage inflation with a variety of policies instead of always relying on the blunt instrument of interest rates.<\/p>\n<p class=\"paragraph_paragraph___QITb\">And truth is, policymakers do experiment during major crises \u2014 because major crises often have new and unfamiliar dynamics that demand novel solutions by necessity.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-03\/why-fuel-prices-could-go-much-higher-iran-conflict\/106526748\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Why fuel prices could go much higher<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Trying to guess exactly where the oil price tops out is fast becoming the chocolate wheel of choice among politicians, economists and oil experts.<\/p>\n<p class=\"paragraph_paragraph___QITb\">During stagflation in the 1970s, the Fraser Government (1975 to 1983) tried to eradicate high inflation in Australia by controlling the rate of growth of the money supply.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under the influence of Milton Friedman and &#8220;monetarism,&#8221; the federal Treasurer (supported by Treasury and the Reserve Bank) set annual growth targets for a monetary aggregate called &#8220;M3.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">That period of monetary targeting lasted for nearly nine years (from April 1976 to January 1985) <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.rba.gov.au\/publications\/confs\/1997\/pdf\/grenville.pdf\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106529866\" rel=\"nofollow noopener\" target=\"_blank\">before it was abandoned<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In 1975, when the British economist Joan Robinson visited Australia, she was asked how she thought Australia could escape stagflation.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said Australia would probably need a new industrial relations climate to generate <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/scispace.com\/pdf\/the-transition-from-keynesian-to-monetarist-economics-in-sc1h3vl66z.pdf\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106530570\" rel=\"nofollow noopener\" target=\"_blank\">cooperation between unions and employers<\/a> to stop wages and inflation chasing each other higher.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2023-02-12\/raising-interest-rates-reserve-and-bank-and-inflation-management\/101952926\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">A better way to manage inflation<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Instead of raising interest rates to kill spending, there are more creative ways to manage inflation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That type of &#8220;<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.elibrary.imf.org\/display\/book\/9780939934751\/ch001.xml#:~:text=Incomes%20policy%20is%20a%20set%20of%20measures,*%20**Restraint%20cost%20pressures%20in%20specific%20sectors**\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106530572\" rel=\"nofollow noopener\" target=\"_blank\">incomes policy<\/a>&#8221; was later adopted by the Hawke Labor government in the 1980s in the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/brucejchapman.com\/wp-content\/uploads\/2018\/12\/The-Accord-Background-Changes-and-Aggregate-Outcomes.pdf\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106530578\" rel=\"nofollow noopener\" target=\"_blank\">Prices and Incomes Accord<\/a> \u2014 and it was credited with helping to finally kill the long tail of stagflation in Australia.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Or go back further to the 1950s.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last week, the independent economist Saul Eslake <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/listen\/programs\/radionational-breakfast\/economists-answer-your-questions-about-iran-war\/106518866\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106529924\" rel=\"nofollow noopener\" target=\"_blank\">reminded ABC listeners<\/a> that Liberal Prime Minister Robert Menzies chose to tackle the extremely high inflation in 1951 and 1952 (which had been sparked by the &#8220;Korean War Boom&#8221;) by lifting taxes.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Menzies told parliament in 1951 that he planned to collect enough tax to produce a budget surplus (so he&#8217;d be taking more money out of the economy than he&#8217;d be spending into it)\u00a0in a deliberate effort to suck inflation out\u00a0of the economy.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He increased company tax, income tax, excise duty and sales tax, and he removed special depreciation allowances.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;A deficit budget in an inflationary period like this would be a scandal,&#8221; <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/pmtranscripts.pmc.gov.au\/release\/transcript-24\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/106529922\" rel=\"nofollow noopener\" target=\"_blank\">Menzies argued<\/a> at the time.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It would expose any government to the accusation that it did not care about inflation because it was prepared to pour 50,000,000 pounds of new money into the existing supplies and so aggravate the inflation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Should taxation be increased? [And] if it should, are the increases fairly distributed?
