{"id":367227,"date":"2026-04-07T03:40:09","date_gmt":"2026-04-07T03:40:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/367227\/"},"modified":"2026-04-07T03:40:09","modified_gmt":"2026-04-07T03:40:09","slug":"biggest-nz-dam-since-clyde-gets-18m-govt-loan-to-test-viability","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/367227\/","title":{"rendered":"Biggest NZ dam since Clyde gets $18m Govt loan to test viability"},"content":{"rendered":"<p class=\"body-paragraph articleLinkText  [&amp;_p]:tit-sub-xl tit-sub-xl md:[&amp;_p]:d-tit-sub-xl md:d-tit-sub-xl mb-[1.3rem]\">The Government is giving an $18 million loan to the backers of a massive and once-controversial dam in Central Hawke\u2019s Bay to test if it truly is viable.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">By Linda Hall, Local Democracy Reporter<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Associate Minister for Regional Development Mark Patterson announced the loan to the Tukituki Water Security Project (TWSP) from the Government\u2019s Regional Infrastructure Fund (RIF) on Tuesday morning.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The site of <a href=\"https:\/\/www.1news.co.nz\/2025\/09\/06\/the-contentious-dam-hanging-over-central-hawkes-bay-elections\/\" target=\"_blank\" rel=\"nofollow noopener\">its proposed dam<\/a> is in the headwaters of the Makaroro River on the same footprint as the ill-fated Ruataniwha Dam concept, which was first mooted about 13 years ago.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Various attempts to get the dam off the ground have been <a href=\"https:\/\/www.1news.co.nz\/2024\/10\/18\/proposed-hawkes-bay-dam-project-sparks-protest\/\" rel=\"nofollow noopener\" target=\"_blank\">mired in controversy<\/a> since it was first supported with $20m of Hawke\u2019s Bay Regional Council (HBRC) funding.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The council abandoned it in 2018 after a Supreme Court finding against the flooding of Department of Conservation land required by the dam, which had protected conservation status.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">It would be the largest capital project ever undertaken in Hawke\u2019s Bay, and the largest water storage project built in New Zealand since Clyde was completed by the Government in 1993.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The work will include completion of detailed design, engineering and confirm construction costs and overall commercial viability.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The water security project has access to the intellectual property purchased by Water Holdings Hawke\u2019s Bay for the old Ruataniwha water storage scheme, including consents, and has now secured the $18m loan for engineering, environmental and commercial work to help decide if the facility is viable.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">If the dam goes ahead, the Tukituki project says its modelling suggests it would create 200 to 300 jobs during construction. Once built, it would increase Hawke\u2019s Bay\u2019s GDP by up to $693m and support more than 1800 new permanent jobs \u2013 the equivalent of lifting total regional employment by more than 2%, it says.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">It says over the project\u2019s lifetime, the total economic benefit ranged from $1 billion to $5b depending on the extent of land-use change, with up to $195m a year in additional Government revenue.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Project chairman Mike Petersen said those involved were grateful for the Government\u2019s continued confidence in the project and in Hawke\u2019s Bay as a region.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cWe are equally grateful to mana whenua, iwi and to the more than 60 visionary local businesses and water users who have backed this project, demonstrating clearly that Hawke\u2019s Bay wants to secure its own future.\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Petersen said the case for water storage in Hawke\u2019s Bay was urgent and well-evidenced.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cThis announcement moves us from asking whether this project is feasible to answering whether it is viable,\u201d he said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cIt\u2019s about making sure the design is right, understanding the cost of water and user demand. All this has to be done properly before we think about any building work.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cThe Hawke\u2019s Bay Regional Water Assessment report concluded that even with significant improvements in water use, efficiency and conservation, by 2040 the region could experience a shortfall between demand and supply of freshwater of nearly 25 million cubic metres.\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">He said water scarcity was already preventing businesses from investing and growing in the region, while climate projections point to reduced river flows and worsening droughts, particularly in spring and El Ni\u00f1o summers.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cWater storage is not a silver bullet when it comes to solving water security, however, it must be part of the solution alongside other water efficiency measures.\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Patterson said Hawke\u2019s Bay was a key food-producing region and had the potential for expansion with reliable long-term water supplies.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cThis project will support land uses such as horticulture, seed production and high-value pastoral farming,\u201d he said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cIt represents an important investment in Hawkes Bay\u2019s future, helping protect water security while enabling economic development and long\u2011term regional resilience. I look forward to seeing continued progress.\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Up to 20% of stored water would be used to improve and restore the health of the Tukituki River and other waterways with higher low flows, he said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Communities would benefit from additional urban water supply and new recreational facilities at and around the reservoir.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Wise Water Use Hawke\u2019s Bay, a pressure group that has been opposed to the dam\u2019s construction and critical of both its environmental footprint and its business case, called the announcement \u201ccrony capitalism on steroids\u201d.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cMark Patterson\u2019s $18 million announcement shows there\u2019s no end of public money this coalition Government will splash on their pet projects \u2013 this is crony capitalism on steroids,\u201d Le Lievre said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">He said the loan, combined with the public money already committed, brought the total amount of money thrown at the project to $48m \u201cwithout a sod of earth being turned\u201d.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cTaxpayers should fasten their seatbelts and secure their wallets because they\u2019ve just signed on for a hell of a ride,\u201d Le Lievre said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">A final investment decision is to be made in 2028.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cWe are under no illusions about the significance of what we are proposing,\u201d Petersen said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cWater storage is not new to New Zealand, but it is new to Hawke\u2019s Bay. This will be a game-changer for our region.\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">MP for Tukituki Catherine Wedd said it was \u201camazing news\u201d for Hawke\u2019s Bay.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cIt unleashes so much economic potential and will create more jobs and opportunities.
