{"id":368389,"date":"2026-04-07T20:30:08","date_gmt":"2026-04-07T20:30:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/368389\/"},"modified":"2026-04-07T20:30:08","modified_gmt":"2026-04-07T20:30:08","slug":"rotorua-lakes-council-apologises-after-retailers-incorrectly-told-they-had-to-close-on-easter-sunday","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/368389\/","title":{"rendered":"Rotorua Lakes Council apologises after retailers incorrectly told they had to close on Easter Sunday"},"content":{"rendered":"<p class=\"jfCtLXHy\" style=\"display:none\">Fredrick said the guardians pointed to information on the <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/topic\/rotorua-lakes-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/topic\/rotorua-lakes-council\/\">council<\/a>\u2019s website saying retailers could not trade. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">They warned she could be fined up to $1000.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Fredrick contacted the Max head office. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">She said they didn\u2019t want to risk a fine and decided \u201cthere was just no point in arguing\u201d.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Fredrick and another staff member went home. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">She said they were \u201cnot very happy\u201d.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cI had people lining up, wanting to come into store, and I had to shut my doors,\u201d Fredrick said. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cI lost a lot of money on Sunday.\u201d <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">She said the Rotorua CBD was \u201cpacked\u201d, with Easter weekend \u201cabsolutely\u201d one of the busiest times of year \u2013 second only to Christmas.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">She said there would be a significant \u201cripple effect\u201d from having to close. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Lost sales had to be made up, adding pressure on staff and the business for the rest of the month.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cIt\u2019s not good for Rotorua \u2026 the economy\u2019s tough enough as it is.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cWe don\u2019t want to be one of these empty stores around here,\u201d she said. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Fredrick said the guardians saw \u201cevery single retailer\u201d in the CBD. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">She said most closed. \u201cWe all suffered.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">A few doors down, Toyworld stayed open.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Store manager Mark Sherman said staff were approached about 11am.<\/p>\n<p><img  alt=\" Toyworld Rotorua store manager Mark Sherman says mixed messaging led them to \u201cwing it\u201d and stay open. It showed they could be open. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said they thought, \u201cWe\u2019re 95% sure \u2026 we\u2019ll just wing it and stay open.&#8221;<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Sherman said the rules were \u201cextremely confusing\u201d, with council messaging not matching what was written in law.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cThere\u2019s conflict in information \u2026 every year it\u2019s the same problem.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cIt\u2019s a stupid system.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said they had the same issue last year.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Sherman said he called the council on Sunday to confirm. They checked and told him the store should be closed.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Clearer communication was needed before Easter each year so businesses knew what to do, he said. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Toyworld\u2019s Sunday duty manager Reuben Hagger said he noticed a couple of other stores remained open but \u201ceverywhere else\u201d closed.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">In response to questions from the Rotorua Daily Post, Rotorua Lakes Council chief executive Andrew Moraes said the Safe City Guardians had incorrect information.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cOur Safe City Guardians visited stores on Sunday as part of overall efforts to keep the inner city hospitable, [and] spoke with some operators, mistakenly believing shops were not permitted to be open on Easter Sunday. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cThey were not instructed to do this but were using their initiative to protect business from potential fines.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Moraes said the <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/easter-sunday-trading-gets-green-light\/SRWFIXKNY3YQUAOF6C56I2HB5M\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/easter-sunday-trading-gets-green-light\/SRWFIXKNY3YQUAOF6C56I2HB5M\/\">Rotorua Lakes Council Easter Sunday Shop Trading Policy<\/a> had been in place since 2017. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">It permits stores to be open for trading on Easter Sunday.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The policy \u201cspecifically aims to meet demand for goods and services on Easter Sunday to cater for locals and visitors\u201d, Moraes said.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cUnfortunately, our Guardians were unaware of this policy and we sincerely apologise to those retailers who were spoken to and given the wrong information, particularly those who acted on that information and closed.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cWhile the Guardians\u2019 actions were well-intended, the information they had was incorrect and we will ensure this does not happen again in future.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Rotorua\u2019s Safe City Guardians team is a council-run community safety patrol. The council\u2019s website says its Safe City Guardians work as a roving link between the council, CBD businesses and visitors. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/business\/easter-trading-rules-what-you-need-to-know\/PA5J3DMG2RH7BA6FBCOGMH27CQ\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/business\/easter-trading-rules-what-you-need-to-know\/PA5J3DMG2RH7BA6FBCOGMH27CQ\/\">Easter Sunday is a restricted trading day<\/a> in New Zealand, meaning, in general, stores must close.
