Photo by Shutterstock\"\/><br \/>\nCapita taps Microsoft Copilot to dig it out from UK pensions backlog<br \/>\n<a href=\"https:\/\/www.theregister.com\/2026\/02\/17\/capita_microsoft_copilot_pensions\/\" rel=\"nofollow noopener\" target=\"_blank\">READ MORE<\/a><\/p>\n<p>The outsourcing biz added in a statement: &#8220;138 members either received personal ABS data belonging to other members and\/or had their personal data seen by other members.&#8221;<\/p>\n<p>Following identification of the mishap, ABS functionality was &#8220;immediately suspended&#8221; and Capita launched an investigation. &#8220;Whilst we fix the underlying cause of this issue, ABS request functionality on the portal remains offline.&#8221;<\/p>\n<p>All members impacted were informed, Capita said.<\/p>\n<p>The Cabinet Office told The Register it is taking the breach &#8220;extremely seriously&#8221; and &#8220;will consider further action as required.&#8221;<\/p>\n<p>&#8220;While only a very small number of members were affected, we are working with Capita to establish the facts and ensure appropriate measures are taken,&#8221; a spokesperson said in a statement.<\/p>\n<p>Privacy watchdog the Information Commissioner&#8217;s Office said it had received a report of the Capita error and is &#8220;assessing the information provided.&#8221; The Public and Commercial Services Union (PCS) said the March breach exposed members&#8217; information including names and addresses.<\/p>\n<p>Capita won the \u00a3239 million contract to build and run the civil service portal back in <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2023\/11\/21\/capita_wins_239m_contract_to\/\" rel=\"nofollow noopener\">November 2023<\/a>. It launched in December 2025 and problems began early on. Members trying to log in and retrieve account details <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/12\/03\/capita_civil_service_pension_portal\/\" rel=\"nofollow noopener\">encountered repeated errors and malfunctions<\/a>.<\/p>\n<p>The Public Accounts Committee, a government spending watchdog, said the pension portal <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2026\/03\/27\/capita_pension_portal_pac\/\" rel=\"nofollow noopener\">couldn&#8217;t handle the work, the volumes, or placeholder text<\/a>.<\/p>\n<p>Who did Capita turn to for help with the malfunctioning website? <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/12\/05\/capita_microsoft_pension_portal\/\" rel=\"nofollow noopener\">Microsoft<\/a>. Capita told civil servants to hang fire while <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2026\/01\/05\/capita_pension_portal_chatbots\/\" rel=\"nofollow noopener\">chatbots fixed the pension portal<\/a>. The <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2026\/01\/29\/capita_pension_portal_update\/\" rel=\"nofollow noopener\">Cabinet Office then invoked interim support measures<\/a> and pulled in a team of 150 additional civil servants to manage correspondence backlogs.<\/p>\n<p>CSPS supports 1.5 million former and current civil servants and Capita maintains it inherited a bigger backlog of cases than it expected to handle from the previous administrator \u2013 estimated to be 86,000 cases.<\/p>\n<p>The Public and Commercial Services Union (PCS) described the situation as a &#8220;fiasco&#8221; that has delayed payments of pensions to &#8220;8,500 newly retired civil servants.&#8221;<\/p>\n<p>The target is to clear the pensions backlog by the end of June but the PCS highlighted &#8220;growing doubts&#8221; about achieving this.<\/p>\n<p>The union said of the breach that &#8220;things go from bad to worse&#8221; for CSPS. Fran Heathcote, PCS general secretary, commented: &#8220;This is yet another hammer blow to members&#8217; confidence in the administration of their pensions.<\/p>\n<p>&#8220;This government came to office promising the biggest wave of insourcing in a generation.
