{"id":374521,"date":"2026-04-11T12:34:12","date_gmt":"2026-04-11T12:34:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/374521\/"},"modified":"2026-04-11T12:34:12","modified_gmt":"2026-04-11T12:34:12","slug":"tauranga-housing-crisis-housing-register-up-30-since-the-2017-state-housing-sell-off","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/374521\/","title":{"rendered":"Tauranga housing crisis: Housing register up 30% since the 2017 state housing sell-off"},"content":{"rendered":"<p class=\"jfCtLXHy\" style=\"display:none\">Most of Tauranga\u2019s state houses were transferred from Housing New Zealand (now part of K\u0101inga Ora) to the community housing provider Accessible Properties under a National Party policy in 2017. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Tauranga City Council head of city planning and growth Andrew Mead said an NZ Institute of Economic Research assessment showed Tauranga was short of an estimated 4950 to 5950 dwellings as of 2024.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">However, the council had enabled more development capacity through rezoning land for higher-density housing, such as Tauriko West.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The high cost of infrastructure was the council\u2019s \u201cmost significant challenge\u201d in allowing urban development, Mead said.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cIn some cases, we haven\u2019t had sufficient fiscal capacity to include this infrastructure in our current 10-year plan. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cThis is the case for <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-council-keeps-road-options-open-for-te-tumu-development\/YUV732URYNBPNLWMNNNIFFAK4A\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-council-keeps-road-options-open-for-te-tumu-development\/YUV732URYNBPNLWMNNNIFFAK4A\/\">large future growth areas such as Te Tumu<\/a>.&#8221;<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Mead said the infrastructure costs that developers must meet, directly or indirectly, could be so high that projects were not financially viable.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cSome growth areas are also dependent on infrastructure investment by other agencies that have not yet been confirmed.\u201d<\/p>\n<p><img  alt=\"An aerial shot of Te Tumu, P\u0101p\u0101moa, that is set to be developed into housing. Photo \/ SmartGrowth<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Meanwhile, the Government <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/government-to-deliver-300-more-social-homes-in-tauranga-te-puke-and-rotorua\/AHG5E3XPEZAQNCBRZUSQ7HQJHI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/government-to-deliver-300-more-social-homes-in-tauranga-te-puke-and-rotorua\/AHG5E3XPEZAQNCBRZUSQ7HQJHI\/\">expected to deliver 300 new social homes in the Bay of Plenty<\/a>.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Of these, 85% would be one or two-bedroom homes.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">They would be delivered by community housing providers Accessible Properties and Emerge Aotearoa.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Ministry of Housing and Urban Development data recorded 1856 public homes in Tauranga as of February 2026.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The ministry said the four suburbs with the highest concentration of tenants were Gate P\u0101, Parkvale, Tauranga South and Welcome Bay.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">There were 154 transitional housing places in Tauranga as of February 2026.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">K\u0101inga Ora regional director for Waikato and Bay of Plenty Mark Rawson said the agency had 684 homes in Tauranga.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">This included state homes that it owned but were managed by another provider. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/kainga-ora-tauriko-west-land-sale-developer-says-agency-will-lose-money\/XQOOGSBEVBCXPAK2C37RJLGR2A\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/kainga-ora-tauriko-west-land-sale-developer-says-agency-will-lose-money\/XQOOGSBEVBCXPAK2C37RJLGR2A\/\">K\u0101inga Ora<\/a> owned a total of 2646 Bay of Plenty homes. Of these, 1084 were two-bedroom, while 873 had three bedrooms, and 332 had one bedroom. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Rawson said the agency would provide 115 new homes across the Bay of Plenty by the end of June.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Nineteen would be in Tauranga.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The agency expected to deliver 48 new homes, including six in Tauranga, by the end of the 2027 financial year.<\/p>\n<p><img  alt=\"K\u0101inga Ora's regional director for Waikato and Bay of Plenty, Mark Rawson. Photo \/ K\u0101inga Ora<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Accessible Properties had 1123 homes in its Tauranga social housing portfolio and 130 in Te Puke.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Nigel Smith, its general manager of acquisitions, development and leasing, said 5% were one-bedrooms and 95% had two or more bedrooms.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The availability of suitable sections and the needs of those on the housing register determined where new homes were built.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">There were 29 units being built in Tauranga.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Construction would begin on 19 more in the next three months, plus 19 in Te Puke.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">These new builds would mean <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/accessible-properties-tauranga-eleven-tenants-move-out-after-structural-issues-found\/CAEQATBKJBFQFIVAXH4EEQOBRM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/accessible-properties-tauranga-eleven-tenants-move-out-after-structural-issues-found\/CAEQATBKJBFQFIVAXH4EEQOBRM\/\">Accessible Properties <\/a>had delivered 174 new homes in Tauranga and Te Puke since 2019.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Of these, 94 were accessible for tenants with mobility or accessibility needs.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cOur focus is on smaller, targeted projects rather than large-scale initiatives in Tauranga.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said the proposed large-scale <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/pukehinahina-project-to-develop-hundreds-of-tauranga-homes-and-apartments-in-gate-pa-stalls-after-funding-fai\/DT5ROZUEZNDNVMUYJ3KWMCZDVI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/pukehinahina-project-to-develop-hundreds-of-tauranga-homes-and-apartments-in-gate-pa-stalls-after-funding-fai\/DT5ROZUEZNDNVMUYJ3KWMCZDVI\/\">Pukehinahina redevelopment project<\/a> in Gate P\u0101 stalled because of financial risk.<\/p>\n<p><img  alt=\"An image depicting Accessible Properties' discontinued Pukehinahina Project in Gate P\u0101. Image \/ Supplied<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The Bay of Plenty Housing Equity Fund, <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/housing-equity-fund-to-enable-65-homes-across-tauranga\/GTYDCRC325DQ5IZOWTAKXNVH44\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/housing-equity-fund-to-enable-65-homes-across-tauranga\/GTYDCRC325DQ5IZOWTAKXNVH44\/\">launched in 2024 to provide affordable and sustainable housing<\/a>, was delivering 218 homes across 11 housing projects.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Of these homes, 105 were in Tauranga.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Managing director Roy Thompson said 83% were one or two-bedroom homes. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cHalf of these are currently under construction, with the balance being in planning and consenting.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said the fund had committed about 60% of available capital.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The fund\u2019s focus was on delivering homes for the households  that needed them most.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The fund had committed to buying 21 units in the <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-hapu-disappointed-by-sale-of-smiths-farm-land-to-developer\/75VQHBVNERGAVDQXOTO4R432HE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-hapu-disappointed-by-sale-of-smiths-farm-land-to-developer\/75VQHBVNERGAVDQXOTO4R432HE\/\">Smiths Farm housing development<\/a>, previously owned by Tauranga City Council, but sold to Venture Developments in 2024.<\/p>\n<p><img  alt=\"Bay of Plenty Housing Equity Fund manager Roy Thompson.\" class=\"article-media__image responsively-lazy\" data-test-ui=\"article-media__image\"\/>Bay of Plenty Housing Equity Fund manager Roy Thompson.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said the fund focused on the households that fell between the cracks \u2013 \u201cthose who earn too much to qualify for social housing but not enough to comfortably afford market rents\u201d.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Housing Minister<a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/auckland-housing-plan-cut-again-from-2-million-to-16-million-to-14-million\/EWIZYMWO5ND5ZF7CDAC2RUXTZ4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/auckland-housing-plan-cut-again-from-2-million-to-16-million-to-14-million\/EWIZYMWO5ND5ZF7CDAC2RUXTZ4\/\"> Chris Bishop <\/a>said the Tauranga housing register increased by more than 630 people under the previous Government.<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cThe approach of the previous Government was to give K\u0101inga Ora more money and hope for the best.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Its focus was now on looking after tenants and building and maintaining houses affordably.<\/p>\n<p><img  alt=\"Housing Minister Chris Bishop. Photo \/ Mark Mitchell<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said 158 new homes had been built by K\u0101inga Ora in Tauranga under the current Government. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">The Government had also funded an additional 128 social housing places to be built by June 30, 2027. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">These would be delivered by Autism Charitable Trust, Tauranga Community Housing Trust, Accessible Properties and Emerge Aotearoa. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">Labour\u2019s housing, infrastructure and public investment spokesman, Kieran McAnulty, said K\u0101inga Ora homes were going backwards under the current Government. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">He said fewer builds had cost thousands of jobs in the construction sector, homelessness was increasing, and people were being denied emergency housing. <\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\">\u201cThe Government promised they\u2019d fix it, but they\u2019ve made things worse.\u201d<\/p>\n<p class=\"jfCtLXHy\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/author\/bijou--johnson\/\" rel=\"nofollow noopener\" target=\"_blank\">Bijou Johnson<\/a> is a multimedia journalist based in the Bay of Plenty.
