{"id":377178,"date":"2026-04-13T10:28:07","date_gmt":"2026-04-13T10:28:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/377178\/"},"modified":"2026-04-13T10:28:07","modified_gmt":"2026-04-13T10:28:07","slug":"northland-weather-more-states-of-emergencies-likely-as-storms-intensify","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/377178\/","title":{"rendered":"Northland weather: More states of emergencies likely as storms intensify"},"content":{"rendered":"<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Others believed in the \u201cbetter safe than sorry\u201d approach and said it\u2019s \u201cbetter prepared than left stranded\u201d.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Northland Civil Defence Emergency Management (CDEM) group chairman Colin Kitchen said local authorities would <a href=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/cyclone-vaianu-northland-roads-state-highway-closures-and-delays\/NKP3UY6O7ZFPHP6APIS5M2DAEY\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/cyclone-vaianu-northland-roads-state-highway-closures-and-delays\/NKP3UY6O7ZFPHP6APIS5M2DAEY\/\">continue responding as adverse weather<\/a> rolled in.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cThese adverse weather events just keep coming at us,\u201d Kitchen said.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cAnd we\u2019re getting more accurate information from Niwa and forecasters.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cJust acting on that, I\u2019m comfortable going into a declaration. It gives authorities more power.\u201d<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/cyclone-vaianu-northland-weather-warnings-upgraded-as-shoppers-stock-up\/B4MTOZGD3ZBEXGLY7UT6BJD6EY\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/cyclone-vaianu-northland-weather-warnings-upgraded-as-shoppers-stock-up\/B4MTOZGD3ZBEXGLY7UT6BJD6EY\/\">Northland was the first region<\/a> in the country to declare a state of emergency on April 10.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">The declaration was made after consultation with local councils and emergency services, and is in place for seven days.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">The following day, other regions declared states of emergency, including Waikato, Whakat\u0101ne, Tauranga, \u014cp\u014dtiki, Napier, Hastings and central and regional Hawke\u2019s Bay.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">However, <a href=\"https:\/\/www.nzherald.co.nz\/nz\/hawkes-bay-mayor-says-he-refused-state-of-emergency-for-cyclone-vaianu-calls-response-woke\/DEHAQUILVJEAVMLYANENKH3XJU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/hawkes-bay-mayor-says-he-refused-state-of-emergency-for-cyclone-vaianu-calls-response-woke\/DEHAQUILVJEAVMLYANENKH3XJU\/\">Wairoa Mayor Craig Little refused<\/a>, later calling his region\u2019s response \u201cwoke\u201d and saying: \u201cI think it takes away the importance of a state of emergency\u201d.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Kitchen, who spent 57 years in the fire service, said declarations weren\u2019t taken lightly.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cA declaration helps us out; we\u2019re more prepared.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cBut we\u2019re damned if we do and damned if we don\u2019t.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cIf that thing had have hit us, it could have been like [Cyclone] Bola, and people would have been saying you should have declared.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cAs chairperson, I made that declaration, and I would not hesitate to do it again.\u201d<\/p>\n<p>What is a state of emergency?<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/nz\/cyclone-vaianu-live-updates-states-of-emergency-continue-as-cyclone-moves-away-from-new-zealand\/6O2KIZK7CRCWPGCIDP2PA3SZ6I\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/cyclone-vaianu-live-updates-states-of-emergency-continue-as-cyclone-moves-away-from-new-zealand\/6O2KIZK7CRCWPGCIDP2PA3SZ6I\/\">A state of emergency<\/a> enables emergency services and Civil Defence staff access to additional powers to manage disasters that overwhelm normal emergency services, threatening life or property.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">The most commonly-used emergency powers include:<\/p>\n<p>evacuating premises and placesentering premisesclosing roads and public placesremoving aircraft, vessels, vehicles etc and requisitioning property, equipment, material or supplies. <\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Of these, enabling evacuations is often the key reason for an emergency declaration.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">The state of emergency is in place for an initial period of seven days but can be lifted earlier.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Northland Civil Defence Emergency Management Group spokesman Zachary Woods said region-wide emergency declarations were relatively rare in Northland.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWithout a state of emergency, we can suggest people evacuate, but we aren\u2019t able to make people leave.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cIt\u2019s putting the powers of preparation in place in case they\u2019re needed.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWe\u2019d rather have them and not need them &#8230; than need them and not have them.\u201d<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Woods said there was a strong case put forward by forecasters including MetService \u201cthat the cyclone could have a severe impact on our region\u201d.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cThere was definitely an imminent threat that was there.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWe\u2019ve had two red warnings this year, and the ground is saturated &#8230; to underestimate the impact could have had dangerous implications for our communities.\u201d<\/p>\n<p>Can we expect more states of emergency?<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Two states of emergency were declared in Northland in 2023; in January as a precautionary step ahead of severe weather, and in February as <a href=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/cyclone-gabrielle-one-year-on-how-northlands-recovery-is-tracking\/YHAMI2G4SBHZRH42BEAM2RBCYU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/cyclone-gabrielle-one-year-on-how-northlands-recovery-is-tracking\/YHAMI2G4SBHZRH42BEAM2RBCYU\/\">Cyclone Gabrielle<\/a> began to flood roads and damage properties.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Before that, the region had only had five since 1973.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Woods confirmed <a href=\"https:\/\/www.nzherald.co.nz\/topic\/northland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/topic\/northland\/\">Northland<\/a> had had more emergency declarations since Cyclone Gabrielle.<\/p>\n<p><img  alt=\"Northland has had more states of emergency declared since Cyclone Gabrielle in 2023.\" class=\"article-media__image responsively-lazy\" data-test-ui=\"article-media__image\"\/>Northland has had more states of emergency declared since Cyclone Gabrielle in 2023.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cIf we get more weather events that warrant them, then we\u2019ll get more [emergency declarations],\u201d Woods said.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cIt\u2019s not something we take lightly \u2013 it\u2019s something discussed at local and regional levels.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWe are seeing more impactful weather events more often.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWe also have more information available from forecasters that can better track systems and provide more forewarning.\u201d<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Woods acknowledged the declarations could be disruptive.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWe don\u2019t want these weather events either, but we don\u2019t have the luxury of taking an optimistic view.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cWe have to plan for the worst-case scenario and provide the public with the most up-to-date information around the potential threat so they can prepare.<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">\u201cDeclaring a state of emergency is one tool in our toolkit to support our communities, and we want to use every tool to be as effective as we can.\u201d<\/p>\n<p class=\"AxwMXWBswqbhpKS\" style=\"display:none\">Jenny Ling is a senior journalist at the Northern Advocate.
