{"id":38157,"date":"2025-09-23T06:34:08","date_gmt":"2025-09-23T06:34:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/38157\/"},"modified":"2025-09-23T06:34:08","modified_gmt":"2025-09-23T06:34:08","slug":"councils-tackle-slum-like-beach-camp-in-kaiapoi-canterbury","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/38157\/","title":{"rendered":"Councils tackle &#8216;slum-like&#8217; beach camp in Kaiapoi, Canterbury"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/09\/4P1Y4QA_copyright_image_58519\" width=\"1050\" height=\"686\" alt=\"Kairaki Beach\"\/><\/p>\n<p class=\"photo-captioned__information\">\nKairaki Beach in 2022.<br \/>\nPhoto: RNZ \/ Cosmo Kentish-Barnes\n<\/p>\n<p>A Christchurch resident says he had &#8221;a culture shock&#8221; during a recent visit to Kairaki Beach, witnessing what he described as &#8221;a ramshackle slum-like camp&#8221;.<\/p>\n<p>The resident, who LDR agreed not to name, said the behaviour of some campers and whitebaiters at the beach, near Kaiapoi, was concerning.<\/p>\n<p>A Waimakariri District Council spokesperson said staff were aware of the concerns and were monitoring the site alongside Environment Canterbury (ECan).<\/p>\n<p>&#8221;Council and ECan staff have visited Kairaki Beach several times over the last week and have spoken to about a dozen campers and several whitebaiters, who were not camping.<\/p>\n<p>&#8221;These numbers are in line with what we see most years.<\/p>\n<p>&#8221;There have been instances of antisocial and threatening behaviour, which we have shared with police. They are keen to see this diffused.&#8221;<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/09\/4KMHENG_LDR_logo_horizontal_DEFAULT_png\" width=\"576\" height=\"187\" alt=\"\"\/><\/p>\n<p>Monitoring whitebaiting is a joint agency approach, with the Department of Conservation (DOC) responsible for the enforcement of fishing gear and catch limits.<\/p>\n<p>The Waimakariri District Council&#8217;s role is to monitor the Pegasus Bay area in line with the council&#8217;s Northern Pegasus Bay Bylaw.<\/p>\n<p>Under the bylaw, freedom and overnight camping on the beach and sand dunes is not permitted.<\/p>\n<p>The council prefers to educate beach users, rather than taking enforcement action, the spokesperson said.<\/p>\n<p>&#8221;This is to minimise any negative effects on Pegasus Bay, such as toileting, dogs, fires, litter and anti-social behaviour.&#8221;<\/p>\n<p>The three agencies will continue to monitor the area and involve police when needed, the spokesperson said.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/09\/4K0MD2V_Hur1164LDRwhitebait_JPG\" width=\"1050\" height=\"700\" alt=\"Council staff have been monitoring a whitebaiting site near Kaiapoi.\"\/><\/p>\n<p class=\"photo-captioned__information\">\n<p>Photo: Supplied\/Allied Media\/LDR\n<\/p>\n<p>The <a href=\"https:\/\/www.rnz.co.nz\/life\/food\/whitebait-season-annual-hunt-for-white-gold-underway\" rel=\"nofollow noopener\" target=\"_blank\">whitebait season<\/a> runs from September 1 to October 30.<\/p>\n<p>An ECan spokesperson said the council had been liaising with Waimakariri District Council.<\/p>\n<p>&#8221;We are aware of the issue.&#8221;<\/p>\n<p>ECan&#8217;s role is limited to communicating information about access to regional parks and supporting protocols for Ng\u0101i Tahu&#8217;s customary fishing rights.<\/p>\n<p>Canterbury police rural area commander Inspector Peter Cooper said police had been investigating reports of &#8220;anti-social and threatening behaviour&#8221; at Kaiapoi&#8217;s beaches over the last month.<\/p>\n<p>&#8220;We encourage everyone that uses the area for whitebaiting or other activities to respect one another.&#8221;<\/p>\n<p>Anyone who sees unlawful behaviour at the beaches is encouraged to call 111.<\/p>\n<p>DOC has been contacted for comment.<\/p>\n<p>LDR is local body journalism co-funded by RNZ and NZ On Air.<\/p>\n","protected":false},"excerpt":{"rendered":"Kairaki Beach in 2022.
