Scenario three included capacity through the strait at 10% of normal levels through Q2 and Q3, pushing the price per barrel to US$180 and \u201clong-lasting damage and flows do not recover for four or five years\u201d.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis stressed these were scenarios, not Treasury\u2019s forecasts. <\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis also stressed her confidence in a rejuvenated economic recovery for the country.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">She made the comments in an economic update from Parliament this afternoon amid warnings from the Reserve Bank that ongoing geopolitical instability is expected to increase inflation and weaken economic recovery. <\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis\u2019 update comes weeks before the Budget, which is <a href=\"https:\/\/www.nzherald.co.nz\/nz\/nicola-willis-sets-budget-day-date-promises-cost-cutting-focus\/K3XE326K7ZHX5HPSY2NOYZICHM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/nicola-willis-sets-budget-day-date-promises-cost-cutting-focus\/K3XE326K7ZHX5HPSY2NOYZICHM\/\">to be delivered on May 28<\/a>.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">She told those gathered: \u201cEconomic recovery is delayed but not derailed.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cI am very conscious that many New Zealanders would like to see us splashing the cash right now, and I would love to ease the pressure that many people are feeling.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cWe simply can\u2019t do that responsibly as a country right now because we cannot just keep spending more and borrowing more, as some have suggested.\u201d<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis said \u201cthe choice is really clear\u201d.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">New Zealanders could either opt for a Government that had fiscal discipline and \u201ccares about your future and your kids\u2019 future\u201d, or support politicians she claimed \u201cwant to pull the wool over your eyes and tell you that the answer is just spending more\u201d.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis shared the three scenarios Treasury had prepared over the ongoing Iran conflict and the impact it could have on the economy.<\/p>\n<p><img  alt=\"A widening conflict in the Middle East has led to dramatic swings and surges in the price of fuel for ships, prompting distributors in Singapore, the world's top bunkering hub, to cut back their purchases. Photo \/ Getty Images<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cScenario one looks the most likely,\u201d she said.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">She said in that scenario, the worst predicted quarter for growth is the second quarter of the year, which we\u2019re in now.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cWe would expect to see unemployment recovering in the future,\u201d she said.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis said of the scenarios: \u201cWhat it does show you is that while we face significant short-term challenges and heightened medium to long-term risks, we also hold out the hope that oil will gradually resume flowing through the Strait of Hormuz in the second half of this year. We obviously can\u2019t take that for granted.\u201d<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis said there is still a huge amount of uncertainty about the ceasefire between America and Iran.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/business\/personal-finance\/interest-rates\/ocr-decision-day-all-eyes-on-reserve-bank-as-it-weighs-oil-shock-risks\/FPTZBUAWYBBWNPKWJ55SIRMLGI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/business\/personal-finance\/interest-rates\/ocr-decision-day-all-eyes-on-reserve-bank-as-it-weighs-oil-shock-risks\/FPTZBUAWYBBWNPKWJ55SIRMLGI\/\">In the latest Official Cash Rate (OCR) monetary policy update<\/a>, the Reserve Bank opted to keep the rate on hold, saying that it balanced the benefits of responding pre-emptively with the cost of unnecessarily stifling the economic recovery. <\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cIn the near term, inflation is expected to increase and the economic recovery to weaken,\u201d the Reserve Bank said. <\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Conflict in Iran had disrupted global supply chains, prompting oil and fuel prices to increase significantly.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis said it was important to be \u201copen and transparent\u201d and not fudge around the fact that if oil prices got \u201creally high\u201d, that inflation could \u201cget really bad here\u201d.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">But Willis said in terms of future orders, fuel importing companies are telling the Government that their orders are secure through until the end of May.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">She said these companies have told them that they are not having challenges placing future orders into June.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">In addition, New Zealand\u2019s Consumers Price Index increased 3.1% in the 12 months to the March 2026 quarter, according to figures released by Stats NZ on Tuesday. Photo \/ New Zealand Herald composite image<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Yesterday, rating agency Moody\u2019s downgraded New Zealand\u2019s financial outlook to negative, although affirmed New Zealand\u2019s AAA credit rating.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis said New Zealand\u2019s economic recovery had been harder than what had been forecast a few years ago.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cThe impact of that has been not only to New Zealanders and their jobs and livelihoods, but also to government books.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cAnd so, what Moody\u2019s is saying is it\u2019s really important you stick to those goals of getting the books in balance and bending the debt curve down,\u201d she said.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cI think that what they worry is that future politicians will take their eye off those really important targets,\u201d Willis said.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">She said some people, amid the ongoing economic turmoil, might call for the reduction of funds going into new hospital developments.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">But Willis said: \u201cI have to look the New Zealanders in the eye who are waiting for hip operations, who need cancer treatment, and tell them there\u2019s not more money for the hospitals. I\u2019m not prepared to do that.\u201d<\/p>\n<p>Budget warning: Economist wary of pending package<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Infometrics\u2019 principal economist Brad Olsen warned that  Willis\u2019 Budget next month was not \u201cgoing to look great\u201d and believed the country\u2019s much-promised return to surplus could be pushed out by another year.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">\u201cInflation pressures also persist, including fuel price increases, stubborn non-tradeable housing costs and utility prices, and higher electricity costs,\u201d the agency said in its report late yesterday.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">In March, ratings agency Fitch also downgraded New Zealand\u2019s outlook from stable to negative, citing debt reduction concerns.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Willis has already said <a href=\"https:\/\/www.nzherald.co.nz\/nz\/nicola-willis-sets-budget-day-date-promises-cost-cutting-focus\/K3XE326K7ZHX5HPSY2NOYZICHM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/nicola-willis-sets-budget-day-date-promises-cost-cutting-focus\/K3XE326K7ZHX5HPSY2NOYZICHM\/\">this year\u2019s Budget<\/a> would be \u201cresponsible\u201d where there would be \u201cno splashing of cash\u201d.<\/p>\n<p class=\"npuzLaxKHxgCDhG\" style=\"display:none\">Julia Gabel is a Wellington-based political reporter.
