They are also not vulnerable to supply shocks, such as the current <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/24\/global-oil-crisis-changed-fossil-fuel-industry-for-ever-iea-chief-fatih-birol\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">oil crisis caused by the US-Israel war<\/a> on Iran and the soaring <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/24\/global-oil-crisis-changed-fossil-fuel-industry-for-ever-iea-chief-fatih-birol\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">gas prices that followed Russia\u2019s invasion of Ukraine<\/a> in 2022.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe are dealing with a far more complex threat landscape than we\u2019ve ever dealt with before. That\u2019s true in the UK, it\u2019s true across Europe,\u201d Shanks said. \u201cBuilding a decentralised power system with a whole series of assets is less of a risk of physical attack than large-scale power stations. <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2026\/apr\/21\/labours-green-energy-plan-legacy-nhs-ed-miliband\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Moving towards clean power<\/a> is the best way to deliver our energy security in an increasingly uncertain world.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The Conservatives and Reform UK have <a href=\"https:\/\/www.theguardian.com\/business\/2026\/apr\/01\/would-more-north-sea-drilling-mean-lower-energy-prices-uk-consumers-explainer\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">pushed for more drilling in the North Sea<\/a>, rather than renewables. But those arguments received a heavy blow last week when the Guardian revealed that Fatih Birol, the executive director of the International Energy Agency and the world\u2019s leading energy economist, advised against new exploration licences on a commercial basis and said potential new fields already within the licensing system, such as Rosebank and Jackdaw, would make <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/24\/global-oil-crisis-changed-fossil-fuel-industry-for-ever-iea-chief-fatih-birol\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">little difference to the UK\u2019s energy security<\/a> or energy prices.<\/p>\n<p class=\"dcr-130mj7b\">Military experts have also called for investment in wind farms and solar panels to bolster the UK\u2019s national security against potential aggression or sabotage. Several former military chiefs have <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/23\/renewable-energy-investment-should-come-from-defence-budgets-say-retired-military-leaders\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">written to governments to urge them to pursue renewables<\/a>. Retired Lt Gen Richard Nugee has previously said investing in renewable energy would make the UK more resilient. \u201cTo have a strong military deterrence, we need a resilient homeland. If we want to build a resilient country, low-carbon energy is a very important component,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Shanks was speaking from Ukraine, where over the weekend he visited energy projects that the UK helped to fund. \u201cIt\u2019s a really important visit for me to see firsthand the impact that Russia\u2019s attacks on energy infrastructure have had and are having in Ukraine, and meet those who are helping to rebuild that infrastructure and <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/may\/28\/ukraine-built-more-onshore-wind-turbines-last-year-than-england\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">build even greater resilience into the Ukrainian energy system<\/a>,\u201d he said.<\/p>\n<p>Michael Shanks (third from right) at a thermal power plant in the Kyiv region. Photograph: Dept of Energy Security &amp; Net Zero<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe can learn a huge amount in the UK from what <a href=\"https:\/\/www.theguardian.com\/world\/ukraine\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine<\/a> is doing. They are building decarbonised infrastructure across the country because solar and wind and batteries are much harder to target than large scale power stations. They\u2019re doing it at a pace I\u2019d like to be doing it at in the UK as well.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Cybersecurity is another area Shanks is interested in. \u201cWe\u2019re responding to [the increase in threats] with a national plan for how we deal with our energy security,\u201d Shanks said. \u201cWe\u2019re also working on how we build resilience at every single part of the energy system, from the grid to individual projects, both cybersecurity and physical security.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Action has also been taken to <a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/apr\/09\/uk-navy-russian-submarines-undersea-cables-north-atlantic\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">secure the UK\u2019s undersea cables<\/a> to offshore wind farms after suspicions that Russian submarines might have been scouting them or could target the UK\u2019s energy interconnectors to other countries.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe\u2019ve been doing a lot of work, making sure that our undersea cables are as resilient as possible and are protected from attack,\u201d Shanks said. \u201cWe were aware of that move by <a href=\"https:\/\/www.theguardian.com\/world\/russia\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Russia<\/a> [and] there\u2019s no doubt that highlights how serious the threat is. We need to redouble our efforts around that. But we do have a very robust plan in place for ensuring their security and working collectively across Europe on this.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The potential for attacks on atomic power stations has also led to fears that <a href=\"https:\/\/www.theguardian.com\/news\/ng-interactive\/2026\/apr\/25\/chornobyl-power-plant-at-risk-amid-russia-war-ukraine\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine\u2019s nuclear reactors<\/a> could be damaged by Russia. But the UK had a highly secure nuclear estate, Shanks said. \u201cNuclear is a critical part of how we get off fossil fuels. With the small modular reactors, we will deliver on that. Security is right at the heart of our consideration for nuclear, as it has always been.\u201d<\/p>\n<p class=\"dcr-130mj7b\">This week, <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/17\/colombia-convenes-climate-coalition-of-the-willing-to-break-global-fossil-fuel-deadlock\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">governments from at least 56 countries are meeting in Colombia for the world\u2019s first conference on transitioning away from fossil fuels<\/a>. The UK\u2019s climate envoy, Rachel Kyte, is attending.
