Photo \/ Jason Dorday<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cFixing the planning system while leaving local government untouched would just lock in the same problems,\u201d Bishop said.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">The restructure proposals must come from two or more city or district councils, and can include neighbours across regional borders. Regional councils cannot make proposals.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Western Bay of Plenty Mayor James Denyer said he was emailed a letter from Watts at 12.30pm on Tuesday. This was the same time the press release embargo lifted.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Denyer said the email \u201cwas a surprise\u201d, as he had expected an update once the Simplifying Local Government legislation was finalised.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">He told Local Democracy Reporting on Wednesday that councillors had not yet had the opportunity to discuss the proposal, nor had any formal briefings or guidance on the head start criteria.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">It was too early to say if Western Bay would pursue making a proposal, he said.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Internal discussions and conversations with neighbouring councils were being arranged.<\/p>\n<p><img  alt=\" Western Bay of Plenty Mayor James Denyer. Photo \/ Alisha Evans<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Denyer said the community would want to have input, but it was unclear if or how this would be incorporated within the timeline.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">He said Western Bay was not a small council, ranking within the top 20 territorial authorities in New Zealand by population.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cThere is always a trade-off between achieving potential economies of scale and effective local representation and provision of service,\u201d Denyer said.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Tauranga Mayor Mah\u00e9 Drysdale has been a prominent advocate for <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-mayor-mahe-drysdale-pushes-for-tough-amalgamation-discussions-in-bay-of-plenty\/IZGRMIWYERHUZP4ONRVD4JNB2Q\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/tauranga-mayor-mahe-drysdale-pushes-for-tough-amalgamation-discussions-in-bay-of-plenty\/IZGRMIWYERHUZP4ONRVD4JNB2Q\/\">amalgamation between councils<\/a>.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">He said he knew change was coming and welcomed the Government\u2019s proactive approach.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cLocal councils now have an opportunity to lead that change, or this will be done to us.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Drysdale said reform was needed to improve efficiency, reduce costs and deliver better outcomes for communities.<\/p>\n<p><img  alt=\" Tauranga Mayor Mah\u00e9 Drysdale. Photo \/ Brydie Thompson<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">He said elected members had been voted in to represent people and make decisions.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cOur communities expect us to step up and work through the options in the best long-term interests of our region,\u201d he said.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cFor me, that means keeping local decision\u2011making and representation at the forefront and being proactive about how we shape that future.&#8221;<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">He said the challenge would be achieving efficiencies without compromising local representation. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Collaboration across the region would be critical given the tight timeframe, Drysdale said.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cI\u2019ll be advocating with my colleagues from across the region that we act with urgency and consider how we move forward together to get the best possible outcomes for our people and the region.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Tauranga and Western Bay have already made a tense agreement to form a shared <a href=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/western-bay-councillors-narrowly-approve-tauranga-water-partnership-amid-trust-fears\/WNE2YZTFABDHDJKI25V5XJZRWI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/bay-of-plenty-times\/news\/western-bay-councillors-narrowly-approve-tauranga-water-partnership-amid-trust-fears\/WNE2YZTFABDHDJKI25V5XJZRWI\/\">water services<\/a> organisation.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Bay of Plenty Regional Council chairwoman Matemoana McDonald said on Tuesday that early discussions between councils had already started since the announcement, though no firm position had been taken.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cWe have been working primarily through the Bay of Plenty Mayoral Forum, and the focus is on better understanding local government functions and improving shared services,\u201d she said.<\/p>\n<p><img  alt=\"Matemoana McDonald, Bay of Plenty Regional Council chairwoman. Photo \/ Alex Cairns<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">McDonald said the council was taking a \u201cfunction before form\u201d approach, focusing on what services need to be delivered before deciding on structure.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">She said the reform process carried significant risks if not managed carefully, particularly around environmental oversight and community safety.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cNo one would want to see the safety of communities and the environment compromised by local government reform,\u201d she said.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">McDonald said the council\u2019s core responsibilities would continue to function throughout any transition.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cEnsuring these are well planned for and continue to be delivered effectively will remain a priority.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">She also acknowledged uncertainty among staff during this \u201cunsettling time\u201d, but said employees \u201cremain focused\u201d on delivering for communities.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cAt this stage, many details, including potential impacts on staff, are still unknown.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Rotorua Mayor Tania Tapsell told Local Democracy Reporting Rotorua an urgent online meeting of Bay of Plenty mayors and McDonald was held on Wednesday night.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">The ministers\u2019 statement said officials would assess proposals from councils against criteria including feasibility, alignment with the new planning system, simplicity, value for money and community representation.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Cabinet would decide which proposals to progress later this year. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">These would be developed in detail and signed off next year, with changes implemented ahead of the 2028 local government elections. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">For councils that did not participate, the Government would implement a standardised backstop process to ensure reform still occurred nationwide within the same timeframe.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u2013 Additional reporting by Mathew Nash, Local Democracy Reporting<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u2013 LDR is local body journalism co-funded by RNZ and NZ On Air.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/author\/ayla-yeoman\/\" rel=\"nofollow noopener\" target=\"_blank\">Ayla Yeoman<\/a> is a Local Democracy Reporting journalist based in Tauranga.
