Either way, change is coming.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Whang\u0101rei Mayor Ken Couper, who is chairman of the elected member steering group for Northland local government reform, said <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/govt-tells-councils-to-submit-radical-reform-plans-in-next-three-months-or-we-will-do-it-for-you\/D7LCGRUZZRCBFIX43D5C37FWNE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/govt-tells-councils-to-submit-radical-reform-plans-in-next-three-months-or-we-will-do-it-for-you\/D7LCGRUZZRCBFIX43D5C37FWNE\/\">the announcement<\/a> supported Northland councils leading reform in ways that reflected the region\u2019s needs. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cThis really is about shaping change for Northland, by Northland, so being grounded in local knowledge, local priorities, and solutions that genuinely work for all.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Watts said proposals should focus on creating larger, more efficient unitary authorities that streamlined functions, reduced duplication and improved decision-making.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cWe\u2019re giving councils real flexibility. Proposals don\u2019t need to cover an entire region, but they must show clear support, strong leadership, and real benefits for communities.\u201d <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Northland\u2019s four councils have been working for six months on a proposal to implement the Government\u2019s plans, which were signalled in November.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">They met Watts before Waitangi Day to show their desire to engage early and proactively rather than wait for directives from Wellington.<\/p>\n<p><img  alt=\"Local Government Minister Simon Watts (left) and RMA Reform Minister Chris Bishop announcing the Government\u2019s local government reform proposals last year. Photo \/ Mark Mitchell<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Couper signalled one or two unitary authorities for Northland at a business meeting in Whang\u0101rei in March.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Far North Mayor Moko Tepania said the Government\u2019s fast-track option for councils to reorganise themselves confirmed that Northland councils could continue with the reform programme they had already outlined to Watts and the Department of Internal Affairs. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cWe welcome the Government providing clear options.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Tepania said the clarity allowed Northland to continue the work the councils had jointly proposed.<\/p>\n<p><img  alt=\"Far North Kahika (Mayor) Moko Tepania. Photo \/ NZME<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cThis will put pressure on our councils over the next three months, so how we work through the programme quickly and take our communities with us is going to be really important.\u201d<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">He was confident the councils could formulate a plan that served all of Te Tai Tokerau.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Northland Regional Council chairman Pita Tipene said the Government announcement recognised the value of regional collaboration and good governance. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cNorthland councils have already committed to working together across district and regional boundaries.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cThis approach enables us to reduce duplication, strengthen decision-making and ensure regional issues are addressed in a co-ordinated way.\u201d<\/p>\n<p><img  alt=\"Northland Regional Council chairman Pita Tipene.\" class=\"article-media__image responsively-lazy\" data-test-ui=\"article-media__image\"\/>Northland Regional Council chairman Pita Tipene.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Far North District Council, Northland Regional Council and Whang\u0101rei District Council have agreed to establish a governance framework that includes the elected member steering group. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/government-works-with-kaipara-council-amid-uncertainty-over-northland-reform-programme\/FDEJL2MNXZCBZDBPARLPVHP7OE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/government-works-with-kaipara-council-amid-uncertainty-over-northland-reform-programme\/FDEJL2MNXZCBZDBPARLPVHP7OE\/\">Kaipara District Council will consider its involvement<\/a> at a meeting later this month. <\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">The Government\u2019s plans will bring about New Zealand\u2019s biggest local government changes in almost 40 years.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">Bishop said the restructuring was an essential part of the Government\u2019s Resource Management Act reforms.<\/p>\n<p class=\"wrLLDwyWye\" style=\"display:none\">\u201cThese reforms are tightly linked.
