The friend, who was not named in a coroner\u2019s report into Scarrow\u2019s death, lost his balance and fell from the raft into the fast-flowing Mohaka River in Hawke\u2019s Bay. <\/p>\n

He later told the coroner that by that stage, Scarrow had sunk lower into the water and \u201cdid not look like he was fighting any more\u201d.<\/p>\n

The two other members of the party had already been washed downstream. <\/p>\n

When the third friend reached them and told them Scarrow had become stuck, they all ran upstream but could not find a safe place to re-enter the water.<\/p>\n

Scarrow\u2019s body was later recovered by emergency services.<\/p>\n

Coroner Ruth Thomas said in a findings report released today that Scarrow drowned in the river after his foot became entrapped in a rope.<\/p>\n

She said a \u201clack of situational awareness\u201d of the rock hazard, the lack of access to a knife and the group\u2019s decision to drink alcohol while rafting were all factors that compounded and contributed to his death.<\/p>\n

Swift water rescue expert Steve Glassey reviewed evidence about Scarrow\u2019s death for the coroner.<\/p>\n

He drafted and proposed a recreational rafting safety code, which Coroner Thomas included in her report, with a recommendation that organisations involved in rafting consider it. <\/p>\n

A \u2018brilliant man\u2019<\/p>\n

Community tributes<\/a> posted after Scarrow\u2019s death described him as \u201ca brilliant man with a huge characteristic personality\u201d.<\/p>\n

A stalwart of the Te P\u014dhue Volunteer Rural Fire Brigade in inland Hawke\u2019s Bay, he had supported many in the community through Cyclone Gabrielle<\/a>.<\/p>\n

Fellow firefighters formed a guard of honour outside the Te P\u014dhue fire station for his funeral.<\/p>\n

\"AlexAlex Scarrow (inset), who died on the Mohaka River, was a volunteer firefighter who helped the Te P\u014dhue community through Cyclone Gabrielle. <\/p>\n

Scarrow, 31, who worked on a farm, loved the outdoors and had been rafting for about 10 years, including previous trips on the Mohaka River.<\/p>\n

On December 16, 2023, he and his friends launched a borrowed raft on the river. <\/p>\n

They all wore personal flotation devices (PFDs) and put a locator beacon and a knife in a blue plastic barrel to keep them dry.<\/p>\n

The group had a box of mixed bourbon drinks but one member of the group said they were not intoxicated and \u201cwe were just enjoying the good weather and a day off work\u201d.<\/p>\n

Blood tests found Scarrow had 130mg of alcohol per 100ml of blood in his system. The legal blood alcohol limit for driving is 50mg per 100ml. <\/p>\n

Investigations found the \u201cwell-constructed\u201d raft, paddles and the PFDs were in good condition.<\/p>\n

However, the blue barrel containing the locator beacon and the knife had been ripped open by the water flow and its contents were lost.<\/p>\n

\u201cThe one knife that had been taken on the trip had been washed away,\u201d Coroner Thomas said. \u201cThe group were left with no effective cutting tool.\u201d<\/p>\n

Glassey\u2019s report said that had a knife been carried on the PFD of at least one crew member, it was more likely that the rope could have been cut before Scarrow\u2019s entanglement became \u201cunrecoverable\u201d.<\/p>\n

Coroner Thomas recommended that knives be included in official lists of safety equipment for river rafting and kayaking. <\/p>\n

She also recommended consultation within the river rafting sector about Glassey\u2019s proposed safety code. <\/p>\n
