{"id":424472,"date":"2026-05-12T21:03:11","date_gmt":"2026-05-12T21:03:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/424472\/"},"modified":"2026-05-12T21:03:11","modified_gmt":"2026-05-12T21:03:11","slug":"a-deep-ocean-climate-plan-wins-rare-epa-approval-but-is-sinking-plants-in-the-sea-the-answer","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/424472\/","title":{"rendered":"A deep-ocean climate plan wins rare EPA approval, but is sinking plants in the sea the answer?"},"content":{"rendered":"<p>Innovators who are working on ways to pull carbon dioxide out of the atmosphere to fight climate change are having a tough time lately.<\/p>\n<p>Their biggest supporter, Microsoft, recently began <a href=\"https:\/\/www.nytimes.com\/2026\/04\/16\/climate\/microsoft-carbon-removal.html\" rel=\"nofollow noopener\" target=\"_blank\">telling partners<\/a> that it is <a href=\"https:\/\/heatmap.news\/carbon-removal\/microsoft-carbon-removal-pause\" rel=\"nofollow noopener\" target=\"_blank\">pausing its carbon removal purchases<\/a>. To get a sense of how big of a deal this is, look at the numbers: The tech company alone has purchased approximately 80% of the <a href=\"https:\/\/www.linkedin.com\/pulse\/stop-relying-kindness-strangers-carbon-dioxide-removal-wil-burns-zodfc\/\" rel=\"nofollow noopener\" target=\"_blank\">contracted cumulative volume of carbon removals to date<\/a>. Its retrenchment is viewed as potentially <a href=\"https:\/\/www.nytimes.com\/2026\/04\/16\/climate\/microsoft-carbon-removal.html\" rel=\"nofollow noopener\" target=\"_blank\">a major blow<\/a> to the sector.<\/p>\n<p>However, there may be a bright spot for this industry, and it comes from an unexpected source: The U.S. Environmental Protection Agency quietly <a href=\"https:\/\/www.epa.gov\/marine-protection-permitting\/mprsa-research-permit-carboniferous-inc-research-project\" rel=\"nofollow noopener\" target=\"_blank\">decided in March<\/a> to grant a research permit under the <a href=\"https:\/\/www.epa.gov\/enforcement\/marine-protection-research-and-sanctuaries-act-mprsa-and-federal-facilities\" rel=\"nofollow noopener\" target=\"_blank\">Marine Protection, Research, and Sanctuaries Act<\/a> to a Houston-based carbon removal startup.<\/p>\n<p>The company, <a href=\"https:\/\/www.carboniferous.co\/\" rel=\"nofollow noopener\" target=\"_blank\">Carboniferous<\/a>, aims to assess the potential to durably lock up greenhouse gases by harvesting plants that took in carbon dioxide on land and sinking them to the bottom of the ocean.<\/p>\n<p>This approach is often called \u201c<a href=\"https:\/\/drawdown.org\/explorer\/deploy-ocean-biomass-sinking\" rel=\"nofollow noopener\" target=\"_blank\">ocean biomass sinking<\/a>,\u201d or <a href=\"https:\/\/puro.earth\/our-blog\/359-the-path-towards-safe-and-effective-carbon-removal-by-marine-anoxic-carbon-storage\" rel=\"nofollow noopener\" target=\"_blank\">marine anoxic carbon storage<\/a>.<\/p>\n<p>Ocean biomass sinking is one of several carbon removal approaches involving the ocean known as \u201c<a href=\"https:\/\/oceanvisions.org\/ocean-based-carbon-dioxide-removal\/\" rel=\"nofollow noopener\" target=\"_blank\">marine carbon dioxide removal<\/a>.\u201d Other marine approaches include <a href=\"https:\/\/doi.org\/10.1016\/j.oneear.2020.07.016\" rel=\"nofollow noopener\" target=\"_blank\">adding alkaline materials that react with seawater<\/a> to increase the uptake of carbon dioxide, seeding oceans with iron to stimulate the growth of phytoplankton <a href=\"https:\/\/www.whoi.edu\/ocean-learning-hub\/ocean-topics\/climate-weather\/ocean-based-climate-solutions\/iron-fertilization\/\" rel=\"nofollow noopener\" target=\"_blank\">that can take up carbon dioxide<\/a>, and <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/2022-10\/Carbon%20Sequestration%20by%20Seaweed.pdf\" rel=\"nofollow noopener\" target=\"_blank\">farming seaweed<\/a> to also take up carbon dioxide and sink it.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/734870\/original\/file-20260510-57-mhow7i.png?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A crane on a ship hoists large bales.\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/05\/file-20260510-57-mhow7i.png\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              In the Mediterranean Sea, the Israeli company Rewind has a pilot project that buries biomass bundles beneath seafloor sediments, where the lack of oxygen slows decomposition.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.rewind.earth\/projects\" rel=\"nofollow noopener\" target=\"_blank\">Used with permissions from Rewind<\/a><\/p>\n<p>The Intergovernmental Panel on Climate Change, which compiles research on climate change from scientists around the world, calls carbon dioxide removal \u201c<a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg3\/resources\/spm-headline-statements\/\" rel=\"nofollow noopener\" target=\"_blank\">unavoidable<\/a>\u201d if the world hopes to keep rising temperatures in check and achieving the targets of the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\" rel=\"nofollow noopener\" target=\"_blank\">Paris climate agreement<\/a>.<\/p>\n<p>But is sinking biomass in the ocean the answer? <\/p>\n<p>I am the <a href=\"https:\/\/scholar.google.com\/citations?user=AT7oJx8AAAAJ&amp;hl=en\" rel=\"nofollow noopener\" target=\"_blank\">co-founding director<\/a> of the <a href=\"https:\/\/www.american.edu\/sis\/centers\/carbon-removal\/\" rel=\"nofollow noopener\" target=\"_blank\">Institute for Responsible Carbon Removal<\/a> at American University, and I have reviewed several of these projects. I see both pros and cons to ocean carbon removal techniques.<\/p>\n<p>How ocean biomass sinking works<\/p>\n<p>Carboniferous plans to carry out its field experiment in the Orca Basin off the coast of Louisiana. The basin is anoxic, meaning devoid of oxygen, and has a higher concentration of salt that most seawater. The EPA permit lets the company sink 20 burlap sacks <a href=\"https:\/\/www.epa.gov\/marine-protection-permitting\/mprsa-research-permit-carboniferous-inc-research-project\" rel=\"nofollow noopener\" target=\"_blank\">containing sugarcane residue and monitoring equipment<\/a> to the bottom of the sea there to study what happens.<\/p>\n<p>Globally, land vegetation, including trees and crops, sequesters <a href=\"https:\/\/doi.org\/10.1186\/1750-0680-3-1\" rel=\"nofollow noopener\" target=\"_blank\">approximately 60 billion tons of carbon per year<\/a>. However, a large portion of this carbon is quickly released back into the atmosphere \u2013 <a href=\"https:\/\/illuminem.com\/illuminemvoices\/marine-biomass-carbon-removal-and-storage-sink-it-and-forget-it\" rel=\"nofollow noopener\" target=\"_blank\">often within months to years<\/a> \u2013 when the vegetation dies and decomposes, or is burned.<\/p>\n<p>Ocean biomass sinking aims to lock up that carbon on the ocean floor in low-oxygen areas, where decomposition is much slower. Anaerobic processes, such as fermentation, <a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000393817\" rel=\"nofollow noopener\" target=\"_blank\">may leave the biomass largely intact for centuries or millennia<\/a>. <a href=\"https:\/\/www.bryceenergyservices.com\/2024\/09\/20\/carbon-\" rel=\"nofollow noopener\" target=\"_blank\">Colder water environments<\/a> can also slow the rate of biomass decay.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/734389\/original\/file-20260506-57-h2i52s.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"An illustration of carbon storage.\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/05\/file-20260506-57-h2i52s.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Plant residue can be sunk into oxic and anoxic regions of the seafloor, with different results. Both become dissolved inorganic carbon (DIC), methane (CH4) and dissolved organic matter (DOM). This carbon eventually reaches the ocean surface and atmosphere, but the process can take hundreds of years from anoxic environments, which lack oxygen (O2).<br \/>\n              <a class=\"source\" href=\"https:\/\/doi.org\/10.1029\/2023AV000950\" rel=\"nofollow noopener\" target=\"_blank\">M. Raven, et al., 2024<\/a>, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by\/4.0\/\" rel=\"nofollow noopener\" target=\"_blank\">CC BY<\/a><\/p>\n<p>The concerns<\/p>\n<p>Two questions that arise are whether this approach would be effective at the scale needed and what risks it might pose to ocean ecosystems.<\/p>\n<p>Recent studies have estimated that ocean biomass storage projects <a href=\"https:\/\/drawdown.org\/cluster-2025\/biomass-carbon-removal-storage\" rel=\"nofollow noopener\" target=\"_blank\">could durably store<\/a> somewhere <a href=\"https:\/\/ambrook.com\/offrange\/sustainability\/just-throw-it-in-the-ocean\" rel=\"nofollow noopener\" target=\"_blank\">between 0.1 and 1 gigatons of carbon dioxide annually<\/a>. That sounds like a lot, but humanity may need to remove <a href=\"https:\/\/www.climate.gov\/news-features\/understanding-climate\/carbon-dioxide-removal-noaa-state-science-factsheet\" rel=\"nofollow noopener\" target=\"_blank\">7 to 9 gigatons of carbon dioxide each year<\/a> from the atmosphere by the middle of the century and <a href=\"https:\/\/www.c2es.org\/content\/carbon-dioxide-removal\/\" rel=\"nofollow noopener\" target=\"_blank\">up to 20 gigatons per year by 2100<\/a> to meet global climate goals and avoid dangerously high temperatures.<\/p>\n<p>A bigger concern is that substantially increasing organic matter in deep ocean environments might stimulate the growth of anaerobic bacteria, which <a href=\"https:\/\/www.bryceenergyservices.com\/2024\/09\/20\/carbon-\" rel=\"nofollow noopener\" target=\"_blank\">can produce methane<\/a>, a potent greenhouse gas that could offset much of the benefits of this approach. <\/p>\n<p>Proponents of ocean biomass storage counter that the <a href=\"https:\/\/www.canarymedia.com\/articles\/carbon-capture\/can-we-fight-climate-change-by-sinking-carbon-into-the-sea\" rel=\"nofollow noopener\" target=\"_blank\">absence of vertical mixing among the water layers in ocean ecosystems<\/a> would prevent any additional methane releases from ultimately escaping to the atmosphere. Further research is clearly required to know the risks.<\/p>\n<p>Ocean biomass storage might also pose environmental and economic risks. As biomass descends in the water column, it has the potential to release particulates or organic matter, which could alter the activities of microbes as well as <a href=\"https:\/\/doi.org\/10.1126\/science.ade7521\" rel=\"nofollow noopener\" target=\"_blank\">the food supply and oxygen<\/a> in the ocean <a href=\"https:\/\/www.whoi.edu\/ocean-learning-hub\/ocean-topics\/how-the-ocean-works\/ocean-zones\/twilight-zone\/\" rel=\"nofollow noopener\" target=\"_blank\">mesopelagic zone<\/a>. The zone is a busy region of <a href=\"https:\/\/www.frontiersin.org\/journals\/climate\/articles\/10.3389\/fclim.2023.1169665\/full\" rel=\"nofollow noopener\" target=\"_blank\">high productivity and home to a million undescribed species<\/a>. The result could harm <a href=\"https:\/\/illuminem.com\/illuminemvoices\/marine-biomass-carbon-removal-and-storage-sink-it-and-forget-it\" rel=\"nofollow noopener\" target=\"_blank\">commercial fisheries<\/a> and other species.<\/p>\n<p>It\u2019s also unclear how <a href=\"https:\/\/doi.org\/10.1023\/A:1010765013104\" rel=\"nofollow noopener\" target=\"_blank\">seafloor communities<\/a>, such as bacteria, other microbes and fungi, might respond to the introduction of massive amounts of biomass.<\/p>\n<p>And the introduction of large amounts of additional biomass in deep-ocean regions might attract <a href=\"https:\/\/doi.org\/10.1002\/bies.201400100\" rel=\"nofollow noopener\" target=\"_blank\">species that feed on dead plant material<\/a>, or their predators, <a href=\"https:\/\/www-science-org.libproxy.berkeley.edu\/doi\/epdf\/10.1126\/science.ade7521\" rel=\"nofollow noopener\" target=\"_blank\">which could alter species interactions<\/a> in ecosystems that scientists know very little about. Those effects could be further exacerbated by decaying biomass reducing oxygen in seafloor environments and potentially increasing the release of <a href=\"https:\/\/link.springer.com\/article\/10.1023\/A:1016136202309\" rel=\"nofollow noopener\" target=\"_blank\">hydrogen sulfide, methane, nitrous oxide and nitrogen and phosphorus compounds<\/a>.<\/p>\n<p>            Sinking seaweed in the ocean to store carbon.<\/p>\n<p>Other ways to store carbon in the oceans<\/p>\n<p>Carboniferous is not the only company focused on ocean biomass storage. <a href=\"https:\/\/www.rewind.earth\/\" rel=\"nofollow noopener\" target=\"_blank\">Israel-based Rewind<\/a> is currently experimenting with burying waste plant matter from farms and cities <a href=\"https:\/\/www.rewind.earth\/projects\/project-macs-romania\" rel=\"nofollow noopener\" target=\"_blank\">in an anoxic Black Sea region off the coast of Romania<\/a>, as well as beneath seabed sediments in the Mediterranean Sea <a href=\"https:\/\/www.rewind.earth\/projects\/project-macs-med-sea\" rel=\"nofollow noopener\" target=\"_blank\">off the coast of Haifa in Israel<\/a>. The company believes that it could sink <a href=\"https:\/\/www.rewind.earth\/faq\" rel=\"nofollow noopener\" target=\"_blank\">1 million tons of biomass residue<\/a> annually by 2030.<\/p>\n<p>Another Israeli company, <a href=\"https:\/\/bluegreenwatertech.com\/\" rel=\"nofollow noopener\" target=\"_blank\">BlueGreen Water Technologies<\/a>, takes a very different approach. Instead of collecting biomass from terrestrial sources, <a href=\"https:\/\/bluegreenwatertech.com\/net-blue\" rel=\"nofollow noopener\" target=\"_blank\">it uses a solution of hydrogen peroxide<\/a> to kill, and ultimately sink, toxic harmful algal blooms made up of cyanobacteria, also known as blue-green algae. This approach may also <a href=\"https:\/\/www.canarymedia.com\/articles\/carbon-capture\/can-we-fight-climate-change-by-sinking-carbon-into-the-sea\" rel=\"nofollow noopener\" target=\"_blank\">eliminate blooms<\/a> that can devastate aquatic environments by creating low-oxygen dead zones. And because algae sequester substantial amounts of carbon, the company claims that this approach could also <a href=\"https:\/\/bluegreenwatertech.com\/net-blue\" rel=\"nofollow noopener\" target=\"_blank\">remove billions of tons of carbon from the atmosphere in ocean and freshwater ecosystems<\/a>.<\/p>\n<p>The world\u2019s oceans are by far Earth\u2019s largest carbon sink, storing roughly <a href=\"https:\/\/ocean-climate.org\/en\/awareness\/the-ocean-a-carbon-sink\/\" rel=\"nofollow noopener\" target=\"_blank\">50 times more carbon than the atmosphere<\/a> and <a href=\"https:\/\/www.weforum.org\/stories\/2023\/07\/carbon-sinks-fight-climate-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">20 times more than terrestrial forests and soils<\/a> combined. This provides a compelling case to explore marine carbon removal options.<\/p>\n<p>However, as is the case with all marine-based approaches, ocean biomass storage raises an array of questions that need to be resolved before the world can consider deploying it on a large scale.
