The New Zealand Initiative is pleased with the government’s plan to slash nearly 9000 public sector roles<\/a> over the next three years.<\/p>\n

The changes will see public service jobs<\/a> slashed by about 14 percent by 2029, in a shake-up the government says will deliver $2.4 billion of savings.<\/p>\n

There are currently just over 63,000 full-time public servants, which is a slight decrease under this coalition government from the high of approximately 65,000 in the 2024\/25 year.<\/p>\n

Oliver Hartwich, executive director of the public policy think tank, told RNZ it’s the right move.<\/p>\n

“The substance of the announcement is precisely right,” Hartwich said.<\/p>\n

“We have a public service that is way too complicated – we have 43 government departments and ministries, we have 82 ministerial portfolios and there is simply too much duplication in the system,” he said.<\/p>\n

Hartwich said job cuts to the public sector were well overdue and once achieved, there should also be a reform of ministerial portfolios.<\/p>\n

“In the end, the principle should be, as in practically every other country, there should be one minister with one ministerial portfolio, responsible for one government department,” he said.<\/p>\n

But Public Service Association national secretary Duane Leo called the plans an “act of wilful destruction” which would decimate crucial services.<\/p>\n

He called for the government to make clear which public services which serve New Zealanders every day would be cut as a result.<\/p>\n

He said AI could help support workers but rejected that AI could ever replace the human element of these services.<\/p>\n

“You can’t automate a social worker visiting a vulnerable child. You cannot replace a biosecurity officer inspecting cargo at the border with a chatbot.”<\/p>\n

He accused the minister of using AI as a justification for job losses.<\/p>\n

“It’s not genuine in terms of improving services.”<\/p>\n

He hit out at the plans calling them “chaos dressed as strategy”.<\/p>\n

He argued a merger would delay critical work, cost money and scare skilled workers overseas.<\/p>\n

On the streets of Wellington, some told RNZ the cuts were for the greater good.<\/p>\n

Gary Murdock said the government needed to make the cuts.<\/p>\n

“I do think it will help the economy. Its much better, I think, that people find more productive private sector work rather than being just paid by the government.”<\/p>\n

Michael Phelps – not the swimmer – also felt it was a sacrifice the country needed.<\/p>\n

“We probably have to have some cuts because the country just can’t afford to keep going the way it is.”<\/p>\n

He believed previous governments had employed too many public servants.<\/p>\n

“If we can’t afford to have the public servants that we’ve got, then we’ve got to cut back on some of them.”<\/p>\n

Others were worried about the cuts and the impact they could have.<\/p>\n

Martin Brown said: “I’m quite disappointed with this government’s attitude to cutting a service without thinking about any of the ramifications.”<\/p>\n

He felt the government hadn’t thought the decision through, questioning how it will create jobs for these people.<\/p>\n

“They just chuck them all out and then see what happens.”<\/p>\n

Wellington mayor Andrew Little said the cuts were “naturally” going to cause anxiety for Wellingtonians<\/a>.<\/p>\n

Little said it was important to wait for more details to come out to learn the significance of the cuts.<\/p>\n

Although he remained optimistic given the rest of Willis’ announcement centred on the government’s plans to use tech – and AI – more.<\/p>\n

Little said Wellington had a strong tech sector and if the government wanted to partner with tech companies – Wellington was the city for it.<\/p>\n

Victoria University senior lecturer in artificial intelligence Dr Andrew Lensen told Checkpoint that in it’s current form there was no way AI could replace thousands of public servants, and it was naive of the government to see it as a silver bullet.<\/p>\n

“If we want to use AI in the public sector, then we have to do some really good investigations into how to use it and do some good testing. We can’t simply drop it in and hope it solves our issues.”<\/p>\n

There were a variety of tasks AI could take on, such as document management, better searching and indexing, ways to help people find information in their jobs, and automating some decisions, Lensen said.<\/p>\n

A well thought out strategic implementation would come at a cost, he said.<\/p>\n

“You have to find the right tools. You can’t simply just turn Copilot on and call it a day, we have to look at how it’s used, and that may involve more bespoke solutions, different types of AI.<\/p>\n

“It’s a lot more complex than I think the Minister’s been making out.”<\/p>\n

He disputed the finance minister’s claim that New Zealand was lagging behind on AI.<\/p>\n

“I think we are a pragmatic country and we can see that a lot of the hype around AI has been driven by offshore interests and may not actually benefit us entirely in its current form.<\/p>\n

“I think being cautious is a better way of framing it because if we want to see the benefits of technology, we can’t simply just gung-ho deploy it and hope for the best, we need to be a lot more conscious and learn from the mistakes we’ve seen overseas so that we get the best out of it.”<\/p>\n

More research, time and investment was needed, he said.<\/p>\n

“We need to have an environment that allows people to experiment and see what works without compromising public safety or the public service itself.<\/p>\n

“It will take time, but I think it’s better to be a little bit slower and make sure that we are doing the best for New Zealanders than to rush into it to save a few bucks.”<\/p>\n

He said AI was not able to emulate human decision making, and aside from issues such as unconscious bias, he did not think it was appropriate for a “purely mechanistic approach to decision making when it comes to the very things that pull us together as a nation.”<\/p>\n
