Tests on samples from the seabed off the Caribbean island\u2019s south coast earlier this year <a href=\"https:\/\/polaris.brighterir.com\/public\/united_oil_and_gas\/news\/rns\/story\/wk1o4or\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">identified hydrocarbons<\/a>, which suggest the presence of crude oil below ground.<\/p>\n<p class=\"dcr-130mj7b\">Jamaica imports all its fuel, <a href=\"https:\/\/www.youtube.com\/watch?v=x8WFM5LOtwU&amp;t=6s\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">which costs about $1.5-2bn (\u00a31.1bn-1.5bn) annually<\/a>, depending on global oil prices. It is a persistent drag on an economy that generated <a href=\"https:\/\/www.ncbcapitalmarkets.com\/research\/latestnews\/6590-jamaica-earns-us-4-3bn-from-tourism-in-2024\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">$4.3bn from tourism, its biggest earner, in 2024<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">United <a href=\"https:\/\/www.theguardian.com\/business\/oil\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Oil<\/a> &amp; Gas, a UK-based company, holds an exclusive exploration licence for the Walton-Morant basin, a 22,400sq km (8,650 sq mile) block off the island\u2019s southern coast. In <a href=\"https:\/\/www.instagram.com\/reel\/DXMqtc_Dewd\/?igsh=MTA3bjEwejJ4eDBndw%3D%3D\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a public statement<\/a>, Daryl Vaz, the energy minister, calls the results \u201cvery positive\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey haven\u2019t seen or touched the real deal, but [the results] are still important,\u201d he says. \u201cI am cautiously optimistic and praying very hard \u2026 because of what the impact of any discovery would be.\u201d<\/p>\n<p>double quotation markIf we want to have any kind of moral high ground \u2026 we cannot be considering expanding the fossil fuel industryTheresa Rodriguez-Moodie, environmentalist<\/p>\n<p class=\"dcr-130mj7b\">If oil is confirmed within its territorial waters, the island will join <a href=\"https:\/\/www.theguardian.com\/global-development\/article\/2024\/jul\/08\/guyana-banks-on-future-as-a-latin-qatar-in-high-stakes-gamble-over-oil-production\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Guyana and Suriname<\/a> as the newest fossil fuel-producing states in the region. About half of the countries across Latin America and the Caribbean are in a race to find oil, <a href=\"https:\/\/www.theguardian.com\/global-development\/2026\/apr\/03\/brazil-amazon-oil-rush-indigenous-consultation\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">after Brazil discovered deep-water reserves<\/a> in the Atlantic in the 2000s.<\/p>\n<p class=\"dcr-130mj7b\">Since then, prospecting has continued onshore and offshore, from <a href=\"https:\/\/www.theguardian.com\/global-development\/2025\/aug\/08\/argentina-patagonia-valdes-peninsula-oil-vaca-muerta-whales-wildlife-spills-coast\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Argentina<\/a> to <a href=\"https:\/\/www.theguardian.com\/global-development\/2025\/sep\/19\/trinidad-tobago-economy-oil-gas-fossil-fuels-climate-green-transition\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Caribbean islands<\/a>, despite the climate crisis and the global push for a green energy transition.<\/p>\n<p class=\"dcr-130mj7b\">Jamaica is still recovering from the Covid pandemic\u2019s fallout and Hurricane Melissa, one of the most intense <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/27\/jamaicans-take-shelter-as-hurricane-melissa-bears-down-as-category-5-storm\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Atlantic hurricanes on record<\/a>, which made landfall last October. Photograph: Ricardo Makyn\/AFP\/Getty<\/p>\n<p class=\"dcr-130mj7b\">Radhika Bansal, vice-president of Latin American oil and gas research at Rystad Energy, an independent research company, is prudent about the significance of the discovery. \u201cJamaica is closer than it ever has been to a drill decision. But it is still very early days,\u201d she says. \u201cEven with a positive outcome, it would not be expected to yield or result in volumes [of oil] until the mid-2030s.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Theresa Rodriguez-Moodie, head of the <a href=\"https:\/\/jamentrust.org\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Jamaica Environment Trust<\/a>, is astounded that oil drilling is being considered, given that Jamaica is experiencing the harshest effects of the climate crisis.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe are <a href=\"https:\/\/www.theguardian.com\/news\/2026\/mar\/29\/hurricane-melissa-aftermath-jamaica\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">on the heels of Hurricane Melissa<\/a>,\u201d she says. \u201cYou drive through sections of western Jamaica and there is still devastation \u2026 We have a <a href=\"https:\/\/jis.gov.jm\/total-loss-and-damage-from-hurricane-melissa-estimated-at-1-952-trillion\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">$12bn bill for damage<\/a> and we\u2019re happy to talk about fossil fuel exploration. This is a big contradiction.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIf we want to have any kind of moral high ground to stand up and even ask for assistance for [climate] loss and damage, and for adaptation and mitigation, we cannot be considering exploring and expanding the fossil fuel industry.\u201d<\/p>\n<p>United Oil &amp; Gas holds the exploration licence for the Walton-Morant basin. Photograph: United Oil &amp; Gas<\/p>\n<p class=\"dcr-130mj7b\">In 2017, Jamaica ratified the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Paris agreement<\/a>, the international treaty on climate change adopted by 194 states and the European Union in 2015. In 2024, the government called on other states to negotiate <a href=\"https:\/\/www.fossilfueltreaty.org\/castries-kingston\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a fossil fuel non-proliferation treaty<\/a>, a bold proposal that aims to phase out oil, gas and coal, which are responsible for 86% of emissions in the past decade. Last year, it committed itself to ambitious targets for the conservation and <a href=\"https:\/\/www.pew.org\/en\/research-and-analysis\/articles\/2025\/11\/10\/jamaicas-new-climate-commitments-recognize-conservation-value-of-coastal-wetlands\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">restoration of mangroves and seagrass on its coastal wetlands<\/a>.<\/p>\n<p>double quotation markWe don\u2019t have the luxury of saying, \u2018We don\u2019t want to contribute to this issue of climate change\u2019 \u2026 we are talking about a bread-and-butter issueCourtney Lindsay, ODI<\/p>\n<p class=\"dcr-130mj7b\">The Walton-Morant basin is located near some of Jamaica\u2019s most productive fishing areas. Along the island\u2019s south coast is Portland Bight \u2013 a protected area including mangroves, limestone forests and coral reefs \u2013 while Black River is home to the largest wetlands in the English-speaking Caribbean. Campaigners fear the impact of an oil spill on the <a href=\"https:\/\/rsis.ramsar.org\/?__goaway_challenge=meta-refresh&amp;__goaway_id=084945118a6e21fc7f80ec02dd235443&amp;__goaway_referer=https%3A%2F%2Fwww.ramsar.org%2F&amp;f[0]=country_en_s%3AJamaica&amp;language=en\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Ramsar-listed sites<\/a> would be catastrophic.<\/p>\n<p class=\"dcr-130mj7b\">Jamaica is also <a href=\"https:\/\/treaties.un.org\/pages\/viewdetails.aspx?src=treaty&amp;mtdsg_no=xxvii-18&amp;chapter=27&amp;clang=_en\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a signatory to the Escaz\u00fa agreement<\/a> \u2013 an environmental treaty for Latin America and the Caribbean that guarantees everyone\u2019s right to a healthy environment. Under the treaty, a development decision such as fossil fuel exploration requires a transparent discussion with citizens, says Nicole Leotaud, director of the <a href=\"https:\/\/canari.org\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Caribbean Natural Resources Institute<\/a>.<\/p>\n<p>A snowy egret in mangroves on the Black River. Photograph: Andres Leighton\/AP<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere is a lot of concern in the region that, while we have environmental impact assessment laws and regulations, there are implementation gaps,\u201d Leotaud says. \u201cThe information released is complex and scientific, so local frontline communities who are most impacted can\u2019t fully engage in discussions.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPeriods for consultation are very short and discussions are often not held in local communities,\u201d she says.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe Caribbean small island developing states have been very vocal on the global stage, <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/17\/this-is-survival-jamaica-leads-calls-from-vulnerable-nations-at-cop30\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">calling for the commitment to 1.5C<\/a> [(2.7F) above preindustrial levels] in terms of transitioning away from fossil fuels.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey have to balance that voice with the need for energy security and economic development. However, the tourism sector in the <a href=\"https:\/\/www.theguardian.com\/world\/caribbean\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Caribbean<\/a> is the largest economic sector, so you don\u2019t want to do anything that would compromise that,\u201d she adds.<\/p>\n<p class=\"dcr-130mj7b\">Courtney Lindsay, an expert on the Caribbean at ODI Global, an independent thinktank, believes Jamaica cannot ignore the prospect of oil reserves.<\/p>\n<p class=\"dcr-130mj7b\">\u201c[Talking about the climate crisis] is a first-world problem,\u201d he says. \u201cWe don\u2019t have the luxury of saying, \u2018We don\u2019t want to contribute to this issue of climate change\u2019 because we are talking about a bread-and-butter issue.\u201d<\/p>\n<p class=\"dcr-130mj7b\">While there are renewable energy sources on the island, such as solar, hydropower and wind, they only account for about <a href=\"https:\/\/juniperpublishers.com\/ijesnr\/IJESNR.MS.ID.556385.php\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">13% of electricity generation<\/a>. Jamaica has set an ambitious target of generating 50% of its electricity from renewable sources by 2030, but this requires significant investment.<\/p>\n<p class=\"dcr-130mj7b\">While Jamaica is doing well fiscally, and in terms of jobs and reducing crime, no \u201cJamaican policymaker would even think about forgoing capitalising on oil revenue,\u201d says Lindsay. \u201cWe are still in a dire situation.\u201d<\/p>\n<p class=\"dcr-130mj7b\">\u201c<a href=\"https:\/\/www.imf.org\/en\/publications\/fandd\/issues\/2026\/03\/debt-reduction-lessons-from-jamaica\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Reducing our debt<\/a> came at a high social cost. Education is in a shambles; healthcare is in a shambles. Welfare is pretty much nonexistent.
