{"id":455504,"date":"2026-06-01T13:51:08","date_gmt":"2026-06-01T13:51:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/455504\/"},"modified":"2026-06-01T13:51:08","modified_gmt":"2026-06-01T13:51:08","slug":"reeves-examines-using-private-sector-funds-to-speed-building-of-new-towns-housing","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/455504\/","title":{"rendered":"Reeves examines using private sector funds to speed building of new towns | Housing"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Rachel Reeves is examining how to attract funds from private investors to accelerate the government\u2019s development of new towns in England.<\/p>\n<p class=\"dcr-130mj7b\">The chancellor has begun talks with some of the UK\u2019s biggest banks and investment funds about building infrastructure for new towns based on public-private partnerships (PPP) \u2013 a successor to the <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jul\/11\/government-inheriting-poor-value-assets-due-to-bad-handling-of-pfi-contracts-watchdog-says\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">much-criticised Tony Blair-era private finance initiative (PFI)<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Treasury officials have commissioned a research paper from the British Infrastructure Taskforce, a group of leading investors, to establish how private contracts that are likely to be extensive, covering homes and amenities, can support new town developments.<\/p>\n<p class=\"dcr-130mj7b\">The move, first reported by the Telegraph, is expected to meet with opposition from many left-leaning Labour MPs who have criticised previous attempts to secure private funding for public infrastructure projects, especially hospitals and schools.<\/p>\n<p class=\"dcr-130mj7b\">Many private funders have also been sceptical of signing PPP deals since the <a href=\"https:\/\/www.theguardian.com\/business\/carillion\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">collapse of the building company Carillion<\/a>, which foundered in early 2018 after cost overruns on several hospital projects.<\/p>\n<p class=\"dcr-130mj7b\">Ministers have put forward <a href=\"https:\/\/www.theguardian.com\/society\/2026\/mar\/22\/ministers-confirm-locations-new-towns-england-housebuilding\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">seven sites for new towns<\/a>, many of which will be built on land on the outskirts of existing cities.<\/p>\n<p class=\"dcr-130mj7b\">They include Thamesmead in Greenwich, south London, Tempsford, a new town in Bedfordshire, and urban regeneration in parts of Leeds and Manchester. One of the seven, in Enfield, north London, appears unlikely to go ahead after the new Conservative-controlled council said <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/may\/28\/enfield-council-withdraws-from-governments-new-towns-programme\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">plans would be refused<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Ministers have found it difficult to make headway with the project, citing planning restrictions, the high cost of materials and shortages of skilled labour.<\/p>\n<p class=\"dcr-130mj7b\">Until now, PPP has only applied to <a href=\"https:\/\/www.theguardian.com\/society\/2025\/sep\/24\/fears-of-new-pfi-style-disaster-as-firms-handed-6m-to-advise-on-using-private-funds-for-nhs-clinics\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">neighbourhood health centres<\/a> and projects to decarbonise public buildings after Labour prevented further deals to build hospitals and schools.<\/p>\n<p class=\"dcr-130mj7b\">More recently, Reeves has highlighted how the Thames Tideway tunnel \u2013 a <a href=\"https:\/\/www.theguardian.com\/artanddesign\/2025\/aug\/12\/tideway-project-public-spaces-super-sewer-architecture\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u00a34.6bn \u201csuper sewer\u201d<\/a> running next to the River Thames \u2013 and the project to build the Sizewell C nuclear power station have been funded through a similar model known as regulated asset base (RAB).<\/p>\n<p class=\"dcr-130mj7b\">The highways (financing) bill, announced at the state opening of parliament in May, expanded the RAB funding model to include road infrastructure projects.<\/p>\n<p class=\"dcr-130mj7b\">Under RAB, a private consortium finances and operates a piece of infrastructure \u2013 such as a bridge or a tunnel \u2013 and recovers its investment through a regulated revenue stream.<\/p>\n<p class=\"dcr-130mj7b\">A Treasury spokesperson said: \u201cThe government is not bringing back the old PFI model.<\/p>\n<p class=\"dcr-130mj7b\">\u201cA generation of new towns is an exciting opportunity to create communities at scale, and transform the way that housebuilding is carried out in this country, unlocking economic growth.\u201d<\/p>\n<p class=\"dcr-130mj7b\">They added: \u201cWe will continue to consider the ways in which private finance can support the delivery of wider infrastructure ambitions including leveraging private finance to help deliver the next generation of new towns.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Under the Treasury\u2019s rules, announced in Reeves\u2019s first budget, officials can account for the overall financial returns on a project over its expected lifespan, offsetting the upfront cost and allowing for more public funds to be deployed.<\/p>\n<p class=\"dcr-130mj7b\">Last year, the Treasury set out plans to spend a minimum of \u00a3725bn over 10 years to improve UK-wide infrastructure and achieve a \u201cnational renewal\u201d, including \u00a316bn on new homes.<\/p>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/business\/2025\/oct\/12\/uk-ministers-take-control-of-10bn-lower-thames-crossing\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u00a310bn Lower Thames Crossing<\/a>, the UK\u2019s largest planned infrastructure project after HS2, needs more than \u00a36bn of private finance under a revised funding scheme agreed by the Treasury last year.
