At the time, this prompted the East Coast iwi to declare a settlement under the coalition Government was \u201cincreasingly unlikely\u201d<\/a> and the parties were at a stalemate. <\/p>\n

Today, Goldsmith said including a similar clause in a settlement with Ng\u0101puhi would not be the Government\u2019s preference. <\/p>\n

\u201cThat is something that we have not agreed to in the past, so we have very clear ideas about that,\u201d he said.<\/p>\n

\u201cBut that is very much part of the discussion we are going to be having over the next couple of years.\u201d<\/p>\n

The Government has signalled its preference for a single commercial settlement with Ng\u0101puhi that would umbrella a number of smaller cultural settlements. Goldsmith has not directly supported NZ First Minister Shane Jones member\u2019s bill, which if passed would force the iwi down this path by law<\/a>. <\/p>\n

Goldsmith said during the hearing that settlement discussions were often emotional and difficult conversations that \u201ccannot be forced\u201d.<\/p>\n

\u201cThe Government approach at the moment, it\u2019s not hard and fast, because it is a point of negotiation,\u201d Goldsmith said. <\/p>\n

\u201cOur goal would be to have a single commercial settlement and a series of cultural settlements alongside that.\u201d<\/p>\n
