Will you be able to afford it next year, what is the risk going forward for a given town [or] farming community &#8230; how much can they buffer themselves from that risk?\u201d<\/p>\n<p class=\"KYZkfFLMYZDtBgBwd\" style=\"display:none\">\u201cThe plan is pretty much completed now.
