The police are in contact with the EOC [emergency operations centre] and leading this operation,\u201d Little responded in an email.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Later that day, the mayor received a text message from Police Inspector Dean Silvester, saying he wanted to speak with Little regarding Chung\u2019s behaviour.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cI\u2019ve been advised that councillor Chung had made a nuisance of himself in relation to the search and rescue efforts in Karori. This has included the spreading of misinformation and inappropriate contact with emergency services and the missing person[s] family,\u201d Silvester\u2019s message said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">It later became clear Chung had not been in contact with the family, but was communicating with a third party who claimed to know the family.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">It is unclear what misinformation Chung was accused of spreading.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The following day, April 22, the mayor met with Chung and later informed him he was concerned Chung had breached the council\u2019s code of conduct, and would be referring the matter to the council\u2019s chief executive.<\/p>\n<p><img  alt=\"Under-fire Wellington City councillor Ray Chung said his \u201cestimation of Andrew has dropped\u201d amid the fallout. Photo \/ Mark Mitchell<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">In a draft letter to the chief executive, Little described Chung\u2019s account of the events as \u201cshifting, evasive, and fundamentally contradictory\u201d, and said his actions had \u201cfallen seriously short of the expectations the public should have of elected members in an emergency\u201d.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Chung responded to Little\u2019s draft code of conduct referral, highlighting what he considered \u201cserious inaccuracies\u201d, saying no evidence of \u201cmisinformation\u201d or \u201cinappropriate contact\u201d with the officer had been provided.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIt is disappointing that you have decided not to believe me and to take action against me based on unsubstantiated claims,\u201d Chung later wrote to Little.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">In a decision letter, Little said he had lost confidence in Chung and he intended to remove him from his subcommittee chair role, but first gave him the opportunity to respond.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">In response, a partner for law firm McBride Davenport James emailed the mayor a seven-page letter on behalf of Chung which said the councillor was being honest and disputed the claims made against him.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201c[Chung] is concerned that your advancing incorrect claims will unnecessarily drag the family back into the media spotlight, for what might appear to be political reasons,\u201d the lawyer wrote.<\/p>\n<p>\u2018My estimation of Andrew has dropped\u2019, Chung tells contact<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Messages between Chung and a contact whose details have been withheld show Chung complained \u201cAndrew is still determined to proceed\u201d with the disciplinary process.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cHe really is that guy isn\u2019t he. Causing stress after a grief,\u201d they wrote back to Chung.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Chung later said his \u201cestimation of Andrew has dropped\u201d.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The contact, who appeared to be assisting Chung with the ordeal, later suggested he take a defamation case against media for suggesting he resigned.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cI really loathe politics!\u201d Chung later said, \u201cWhy can\u2019t we all just care for people and try to help all Wellingtonians.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Chung has not responded to the Herald\u2019s request for comment.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Little said as far as he was concerned, the matter was settled when Chung stepped down from the subcommittee chair role.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/author\/ethan-manera\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/author\/ethan-manera\/\">Ethan Manera<\/a> is a Wellington-based journalist covering Wellington issues, local politics and business in the capital.
