{"id":507478,"date":"2026-07-03T06:44:10","date_gmt":"2026-07-03T06:44:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/507478\/"},"modified":"2026-07-03T06:44:10","modified_gmt":"2026-07-03T06:44:10","slug":"flood-risk-homes-defy-analysts-expectations-gain-value-faster-than-unaffected-properties-2","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/507478\/","title":{"rendered":"Flood-risk homes defy analysts\u2019 expectations, gain value faster than unaffected properties"},"content":{"rendered":"<p class=\"KGVqebHjEg\" style=\"display:none\">But buyers and those in the property industry said flood risk was just one of many factors to weigh up, with some saying a flood-zoned property could still be a safe purchase with the correct due diligence.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The data combined average monthly sale prices since 2020 with Cotality\u2019s flood score, which assigns each property in the country with a risk from zero (no risk) to five (high risk) based on property history, council data and other information.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cWe probably expected to see the properties at the highest risk of flooding having the lowest growth rate in the years following [the 2023 severe weather events],\u201d Dargusch said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Instead, the data showed the opposite.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Despite houses with high flood scores selling at a steady discount, their values had been increasing faster than properties with no risk at all since the severe weather events of 2023.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cI remember looking at it, going, I can\u2019t make any sense of it,\u201d Dargusch said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIt\u2019s counterintuitive \u2013 we\u2019re seeing in actual fact that the properties with the highest risk of flood had the highest rate of growth.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">That was true even in Auckland, where thousands of properties were damaged during the 2023 Anniversary Day floods, and in Hawke\u2019s Bay, at the epicentre of Cyclone Gabrielle.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The team compared houses in flood zones in both regions with unaffected properties in a 500m buffer.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">In Auckland, flood-zoned houses attracted a $70,000 to $100,000 discount, but had increased in value by 18% since 2020, compared to 13% for other properties.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cWe had to double-check it and then triple-check it to make sure that the data was right,\u201d Dargusch said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">In a way, what was happening was a rational market response, he said \u2013 people were seeing a window of opportunity and taking it.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cHousing affordability being as difficult as it is, they\u2019re likely pricing [the risk] and saying, that\u2019s okay, I accept that risk. I choose to have a home \u2026 and live with that risk versus an alternative approach.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Price growth would have to top out at some point, as it was unlikely that average house prices for flood-risk properties would exceed those not at risk.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cAll things equal you wouldn\u2019t typically see those lines cross &#8230; Is there a plateau ahead where they\u2019ve reached their maximum growth rate and then the growth rate flattens, prices flatten, and that\u2019s where it stays?\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">That had already happened in places like Lismore in New South Wales, which had suffered repeated and severe flooding, Dargusch said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cThe rate of growth may or may not be higher for a period of time, but the prices have been almost permanently reduced.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The results had concerned him \u201cquite greatly\u201d.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cI think about the families who are so excited to move into those houses, raise their kids, have a patch of land of their own,\u201d he said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cYou wonder how families live with that [risk] over time \u2013 do I get away with it? Will I have the luck? Will Mother Nature have a different future in store for me?\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The Government had already indicated the \u201csafety net\u201d of property buy-outs following severe weather events \u2013 as happened in Auckland and Hawke\u2019s Bay \u2013 would not continue indefinitely, he said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Without that, some very high-risk properties would eventually become \u201cnon-transactable\u201d.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">That would not be down to a lack of willing buyers. \u201cIt\u2019s about the property being deemed uninsurable.\u201d<\/p>\n<p>Flood maps not enough on their own<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Auckland woman Amy McDaid bought her Avondale house, which was located in a flood-prone area, with eyes wide open.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cI would always check the [council] flood maps, but the more I looked, the more I became aware that the flood maps weren\u2019t good enough in themselves to give me an idea,\u201d she said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">She still took the maps seriously, but actually visiting properties she was interested in let her get a better understanding of the risk.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIf it was down a long driveway and if it was at the bottom of a gully, what did the surrounding areas look like \u2013 did they look damp? Did they look like they were prone to water? Was there mould on adjacent homes?\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Other properties might show a flood hazard, but it was clear any water would run away from the house itself, McDaid said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Before putting in an offer on the house she eventually bought, she checked with insurers that they were happy to provide policies.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">She also spoke to her prospective neighbours about how their houses had come through the <a href=\"https:\/\/www.nzherald.co.nz\/nz\/auckland-anniversary-floods-one-year-on-could-the-city-cope-with-another-storm-like-january-27\/4X4TB4UDNRA7FOAKOBN2QPJ7FA\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/auckland-anniversary-floods-one-year-on-could-the-city-cope-with-another-storm-like-january-27\/4X4TB4UDNRA7FOAKOBN2QPJ7FA\/\">Anniversary Day flooding in 2023<\/a>.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cThey weren\u2019t even aware that they were in a flood plain. They reported some water pooling on their lawn that had disappeared within an hour of that major event of 2023.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Two years later, and after some heavy rain events, she did not feel at risk at all in her home.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIt is a property that\u2019s set very high \u2013 I felt like pretty much the whole of Auckland would be underwater if the water managed to meet this house.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">She encouraged other buyers to do their due diligence before ruling a flood-zoned house in or out.<\/p>\n<p>Property professionals notice behaviour changes<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Mortgage adviser Sarah Bloxham specialised in helping first-home buyers and said her clients were increasingly aware of natural hazards information.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIf it\u2019s got a hint of any sort of flood overlay, they\u2019re just not even offering.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">For buyers who were interested in a property that showed a flood risk, their first call should be to an insurer, Bloxham said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cI don\u2019t want them spending $1000 on a valuation, $750 on a builder\u2019s report and a lawyer if we\u2019re not even going to get insurance.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">West Auckland conveyancing practitioner Hilary Jenkins echoed the need for early due diligence but said there was more to it than what public flood maps showed.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cThere is such a fear about it now, and if people just look at the top level of the maps, it\u2019s not going to help them,\u201d she said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">It was important to dig further into the hazard information.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cJust because you\u2019re in a flood risk area doesn\u2019t mean the house is going to flood,\u201d she said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cWe would always advise definitely making sure that they query and get some confirmation that there has been no flood damage to a property when it\u2019s in a flood area.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Some buyers were concerned about resale value, and she had also noticed a change in awareness from sellers.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIf they\u2019re in a flood area, they have to be much more prepared about how they\u2019re marketing it and the information that they\u2019re giving people right from the beginning, whereas that was never really an issue before.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Sometimes people were choosing to move because they were sick of storms and flooding themselves, she said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cThey often are taking a bit of a hit on price because it\u2019s taking longer to sell and they just want to move on with their lives.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Plenty of people were still willing to buy those properties, though, she said.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIt\u2019s just taking longer and people want more information around them.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Insurance expert Bryce Davies said the choices prospective buyers made tended to be based on more traditional considerations.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIs it in the right school zone, has it got the right number of bedrooms, transport links? People have been making those trade-offs all the time, they know how to do that.\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Flood risk and other weather-related hazards, on the other hand, were a relatively new factor.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cIt comes back to the [risk] literacy problem\u2026 How do I now add this into how I think about the problem?\u201d<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Earlier this month, <a href=\"https:\/\/www.nzherald.co.nz\/business\/personal-finance\/iag-exposes-new-customers-to-bluntest-risk-based-pricing-as-new-ceo-wants-to-discourage-investment-in-flood-prone-property\/premium\/DLYUJX2LSFBP3EO6I4QUBXA2Y4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/business\/personal-finance\/iag-exposes-new-customers-to-bluntest-risk-based-pricing-as-new-ceo-wants-to-discourage-investment-in-flood-prone-property\/premium\/DLYUJX2LSFBP3EO6I4QUBXA2Y4\/\">IAG published a report labelling the country\u2019s approach to natural hazard risk \u201cad hoc and piecemeal\u201d.<\/a><\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">It identified dozens of gaps it said must be addressed over a 15-year timeframe, including what is built, where it is built, knowledge, resources and governance.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Climate Change Minister Simon Watts announced last year the Government would fund the creation of a National Flood Map, which would provide the public with comprehensive, consistent information about flood risk in their area.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">The first iteration of the map is due early next year.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">Craig Dargusch said he strongly supported the concept, but the best information in the world would only take people so far.<\/p>\n<p class=\"KGVqebHjEg\" style=\"display:none\">\u201cSupply and demand in the market will ultimately play a part even against scenarios \u2026 that with cool, rational logic you\u2019d say, that\u2019s a risk I\u2019m not willing to take.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"But buyers and those in the property industry said flood risk was just one of many factors to&hellip;\n","protected":false},"author":2,"featured_media":507479,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[2172,138,157090,28161,63059,252990,3014,6800,2517,111,78751,139,69,1356,131,90285,32561],"class_list":["post-507478","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","tag-analysts","tag-business","tag-defy","tag-expectations","tag-faster","tag-floodrisk","tag-gain","tag-homes","tag-kate","tag-new-zealand","tag-newton","tag-newzealand","tag-nz","tag-properties","tag-than","tag-unaffected","tag-value"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/507478","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/comments?post=507478"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/507478\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media\/507479"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media?parent=507478"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/categories?post=507478"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/tags?post=507478"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
