{"id":515319,"date":"2026-07-08T05:45:15","date_gmt":"2026-07-08T05:45:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/515319\/"},"modified":"2026-07-08T05:45:15","modified_gmt":"2026-07-08T05:45:15","slug":"auckland-council-orders-clean-up-at-heart-of-the-city-auditor-appointed","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/515319\/","title":{"rendered":"Auckland Council orders clean-up at Heart of the City, auditor appointed"},"content":{"rendered":"<p class=\"gngXgPCjmfo\" style=\"display:none\">The Herald understands council chief executive Phil Wilson met with Beck earlier this week.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">The council has since clarified its requirements of the organisation, particularly the requirement for the membership roll to be audited. <\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">The council has oversight of the business organisation under the Auckland Council Business Improvement District policy.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">HOTC receives slightly more than $5 million in funding through a targeted rate under the policy.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">The council <a href=\"https:\/\/www.nzherald.co.nz\/nz\/auckland-council-may-cut-funding-to-troubled-heart-of-the-city-group-as-investigations-continue\/DU3H23MSYFEGFCRF6LRWUJKLXI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/auckland-council-may-cut-funding-to-troubled-heart-of-the-city-group-as-investigations-continue\/DU3H23MSYFEGFCRF6LRWUJKLXI\/\">has been considering its options<\/a>, including whether to cut some or all of that funding.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">It\u2019s understood the council wants to ensure funding continues for some of the key roles HOTC plays, including central city security patrols.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">The resignation of board members came <a href=\"https:\/\/www.nzherald.co.nz\/nz\/auckland\/heart-of-the-city-chief-executive-viv-beck-stood-down-from-role\/6H5NPSS6CJAJFIZTQG4SKMP5UY\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/auckland\/heart-of-the-city-chief-executive-viv-beck-stood-down-from-role\/6H5NPSS6CJAJFIZTQG4SKMP5UY\/\" target=\"_blank\">after Beck was suspended from her role in March.<\/a><\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">HOTC then <a href=\"https:\/\/www.nzherald.co.nz\/nz\/viv-beck-wins-legal-battle-to-be-reinstated-as-heart-of-the-city-ceo-after-being-unjustifiably-suspended\/YC5UHKPI4ZDEXJYCJ7NFXG4RSQ\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/viv-beck-wins-legal-battle-to-be-reinstated-as-heart-of-the-city-ceo-after-being-unjustifiably-suspended\/YC5UHKPI4ZDEXJYCJ7NFXG4RSQ\/\" target=\"_blank\">engaged lawyers, beefed up its \u201cfinancial oversight\u201d and agreed to launch a governance review<\/a>. Photo \/ NZME<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">Beck was <a href=\"https:\/\/www.nzherald.co.nz\/nz\/auckland\/viv-beck-delighted-with-legal-win-over-heart-of-the-city-amid-a-call-for-entire-board-to-resign\/2I3CRYIKYRGVPLEA5GY7IKMVKM\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/auckland\/viv-beck-delighted-with-legal-win-over-heart-of-the-city-amid-a-call-for-entire-board-to-resign\/2I3CRYIKYRGVPLEA5GY7IKMVKM\/\" target=\"_blank\">later reinstated<\/a> after an Employment Relations Authority finding.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">Auckland\u2019s provisional regional GDP is about $165 billion, according to Infometrics.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">The city centre generates $35b of that, about 21% of Auckland\u2019s total and 7% of nationwide GDP.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">Among concerns raised with the Herald about the ongoing saga is reputational damage the controversy is doing.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">\u201cAuckland\u2019s CBD is the front door for so many people&#8230; this kind of carry on just does no good for the city,\u201d one council insider told the Herald.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">Some of the trouble began <a href=\"https:\/\/www.nzherald.co.nz\/nz\/heart-of-the-city-survey-auckland-business-owners-slate-cbd-as-lawless-unclean-hit-out-at-drug-use-begging\/EHUSLVP7SNCQ3LIEKDHPMOOQFU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/heart-of-the-city-survey-auckland-business-owners-slate-cbd-as-lawless-unclean-hit-out-at-drug-use-begging\/EHUSLVP7SNCQ3LIEKDHPMOOQFU\/\">when a survey was released<\/a> last year claiming anti-social behaviour was crippling businesses.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">It\u2019s understood members of the business community and some politicians were frustrated with the negative sentiment Beck was pushing and that led to tensions that boiled over.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">For new board members to be reappointed, a special general meeting needs to be called with at least two weeks\u2019 notice.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">The council hopes the audit can be carried out reasonably quickly and an SGM held early next month.<\/p>\n<p class=\"gngXgPCjmfo\" style=\"display:none\">Katie Bradford is a Senior Correspondent at the Herald.
