{"id":534703,"date":"2026-07-20T06:20:09","date_gmt":"2026-07-20T06:20:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/534703\/"},"modified":"2026-07-20T06:20:09","modified_gmt":"2026-07-20T06:20:09","slug":"retired-uk-civil-servants-failed-by-pension-outsourcing-government-says-pensions-industry","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/534703\/","title":{"rendered":"Retired UK civil servants failed by pension outsourcing, government says | Pensions industry"},"content":{"rendered":"<p class=\"dcr-1s160rg\">Retired civil servants have been failed by the decision to outsource their pension scheme, the government has admitted, and the maladministration meant some were left <a href=\"https:\/\/www.theguardian.com\/money\/2026\/jan\/29\/civil-service-pension-scheme-csps-delays-loans-capita-mycsp\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">waiting up to a year <\/a>for payments.<\/p>\n<p class=\"dcr-1s160rg\">Multiple members of the civil service pension scheme, run by the private company <a href=\"https:\/\/www.theguardian.com\/business\/capitagroup\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Capita<\/a> since December, have come forward to say they are unable to afford rent and have been forced to use food banks after being left without an income.<\/p>\n<p class=\"dcr-1s160rg\">An estimated <a href=\"https:\/\/www.cspa.co.uk\/news\/parliamentary-scrutiny-intensifies-over-civil-service-pension-scheme-failures\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">17,000 relatives of deceased claimants<\/a> are also facing financial hardship as chaos at the scheme leads to delays in payments to them.<\/p>\n<p class=\"dcr-1s160rg\">The Cabinet Office has confirmed it is looking to take the scheme back in-house following \u201cunacceptable\u201d service levels.<\/p>\n<p class=\"dcr-1s160rg\">The Guardian <a href=\"https:\/\/www.theguardian.com\/money\/2025\/dec\/23\/civil-service-pension-scheme-mycsp-pensions-ombudsman\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">first flagged concerns in December<\/a> last year and MPs have repeatedly warned that Capita, which was already facing a backlog of cases when it took on the scheme from another private company, was ill-equipped for the scale of the task.<\/p>\n<p class=\"dcr-1s160rg\">The Guardian can reveal that among those struggling to get their money are a 98-year-old, who may require a bailout from her sons, and a young widow forced to claim universal credit to support herself and her daughter.<\/p>\n<p class=\"dcr-1s160rg\">The 98-year-old, who does not wish to be named, applied to the scheme when her husband, a retired civil servant, died last December.<\/p>\n<p class=\"dcr-1s160rg\">\u201cIt took three months just to establish what application forms CSPS [the civil service pension scheme] required and get the information to them in a form they would accept,\u201d said her son, Nick Hitch.<\/p>\n<p class=\"dcr-1s160rg\">\u201cMy mother has very few savings left and if CSPS continue to delay, my brother and I will have to support her financially within weeks. It is causing her a lot of worry, and stress is dangerous when you are 98.\u201d<\/p>\n<p class=\"dcr-1s160rg\">After the Guardian contacted Capita the claimant began to receive her payments, along with a lump sum for arrears.<\/p>\n<p class=\"dcr-1s160rg\">Sarah Colhill has been forced to claim universal credit because of delays in processing the \u00a386,000 lump sum death-in-service benefit due to her after her 57-year-old husband died last October. She is the sole carer for her disabled daughter and is living off her late husband\u2019s pension of \u00a3110 a month.<\/p>\n<p class=\"dcr-1s160rg\">\u201cNine months on, Capita now say they won\u2019t release the money without a letter of administration, despite the fact they are already paying me my husband\u2019s pension and had told me in February that they had all the paperwork they needed,\u201d she said. \u201cAs a direct result of these delays, I have been left in significant financial hardship and can no longer afford my rent.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Capita was awarded the \u00a3239m contract by the Cabinet Office, despite having been stripped of its contracts to run Teachers\u2019 <a href=\"https:\/\/www.theguardian.com\/money\/pensions\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Pensions<\/a> and the Royal Mail statutory pension scheme because of delays and backlogs.<\/p>\n<p class=\"dcr-1s160rg\">A report by parliament\u2019s public accounts committee had advised that the government should bring the scheme back in-house since Capita had missed key milestones during the two-year handover. It also accused the government of <a href=\"https:\/\/committees.parliament.uk\/committee\/127\/public-accounts-committee\/news\/209816\/civil-service-pensions-report-lays-out-successive-govt-failures-in-scheme-administration\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">failing to intervene<\/a> when service standards plummeted under the previous administrator, Equiniti.<\/p>\n<p class=\"dcr-1s160rg\">The government said Capita had spent the transition period improving its technology and staffing levels and pressed ahead with the contract.<\/p>\n<p class=\"dcr-1s160rg\">In January, the Cabinet Office said it was confident that Capita would deliver an improved service for pensioners and taxpayers. Six months on, it has conceded that the company repeatedly missed targets to improve its performance.<\/p>\n<p class=\"dcr-1s160rg\"><a href=\"https:\/\/hansard.parliament.uk\/commons\/2026-07-06\/debates\/EC515563-D629-487F-A273-95E10BB646C6\/CivilServicePensions\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Earlier this month<\/a>, the Cabinet Office minister, Nick Thomas-Symonds, told parliament the scheme could be a \u201cprime candidate for insourcing in the future\u201d.<\/p>\n<p class=\"dcr-1s160rg\">In a statement, a Cabinet Office spokesperson confirmed the move: \u201cCapita has failed to meet their critical end of June deadline [to meet agreed service standards], repeatedly missing recovery targets and delivering a service that is completely unacceptable to both members and taxpayers.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-18\" class=\"dcr-76akua\">skip past newsletter promotion<\/a>Free newsletter | Every weekday<\/p>\n<p class=\"dcr-vf9hps\">Sign up to Business Today<\/p>\n<p class=\"dcr-1r7my33\">Get set for the working day \u2013 we&#8217;ll point you to all the business news and analysis you need every morning<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/06\/1782306309_592_500.jpg\" alt=\"\" loading=\"lazy\" decoding=\"async\" class=\"dcr-xiq31o\"\/><\/p>\n<p id=\"EmailSignup-skip-link-18\" tabindex=\"0\" aria-label=\"after newsletter promotion\" role=\"note\" class=\"dcr-76akua\">after newsletter promotion<\/p>\n<p class=\"dcr-1s160rg\">\u201cThis government is now drawing a line in the sand. While we will continue to apply robust commercial levers, including withholding payments, to hold them firmly to account, we are looking beyond short-term fixes. We have set out our intention to advance the biggest wave of insourcing in a generation, and we are now actively shaping a long-term strategy to bring this pension scheme back in-house.\u201d<\/p>\n<p class=\"dcr-1s160rg\">The maladministration has caused financial and emotional hardship to thousands, according to the Public and Commercial Services Union.<\/p>\n<p class=\"dcr-1s160rg\">\u201cCapita has missed deadline after deadline, yet civil servants and pension scheme members continue to pay the price for those failures,\u201d said the union\u2019s general secretary, Fran Heathcote. \u201cBehind every delayed case is a real person dealing with uncertainty, stress and financial worry.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Sally McEnhill and Christine Chalker* lost their husbands last November and immediately submitted claims for their pension entitlements. Five months later, both were still waiting for confirmation of their entitlements.<\/p>\n<p class=\"dcr-1s160rg\">\u201cEach time I called I was told delays were due to \u2018data migration\u2019,\u201d said Chalker. \u201cThen, weeks after being assured that all the information was in the system, I was told that no forms had been received. I sent new forms but received no acknowledgment or update.<\/p>\n<p class=\"dcr-1s160rg\">\u201cLosing your partner is one of the most difficult experiences anyone can go through. The lack of clarity, communication and basic administrative handling from CSPS has made it considerably worse.\u201d<\/p>\n<p class=\"dcr-1s160rg\">McEnhill began receiving her pension, worth \u00a32,500 a month, as soon as the Guardian contacted Capita; but, two months on, Chalker is still waiting for an update.<\/p>\n<p class=\"dcr-1s160rg\">Capita said it could not comment on individual cases.
