Photo \/ Pool, RNZ<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">His is one of a string of deaths on the capital\u2019s waterfront, with a previous coronial ruling criticising Wellington City Council\u2019s handling of known safety issues in the area.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">During an inquest into the <a href=\"https:\/\/www.nzherald.co.nz\/nz\/sandy-calkin-inquest-council-says-theres-a-waterfront-fatality-in-wellington-every-17-years\/OHTGIDF2F5DEHJPUBPNJFEKLHE\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/sandy-calkin-inquest-council-says-theres-a-waterfront-fatality-in-wellington-every-17-years\/OHTGIDF2F5DEHJPUBPNJFEKLHE\/\">waterfront death of 30-year-old Sandy Calkin in 2021<\/a>, the council said there was a waterfront fatality every 1.7 years. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">The council\u2019s former waterfront and city parks manager, Shane Binnie, today told the coroner part of his role focused on making the waterfront safe and welcoming, which he took \u201cseriously\u201d.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">The waterfront was a \u201clarge, dynamic and challenging area to manage\u201d and was \u201cperceived to be a safe space\u201d because there was an absence of cars, he said. <\/p>\n<p><img  alt=\" Wellington City Council\u2019s former waterfront and city parks manager Shane Binnie. Photo \/ Wellington City Council<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">It is the second-busiest commuter area in the capital after Lambton Quay. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">When Binnie came into the role in 2023, he saw historic reports into waterfront safety that \u201cdid not make for comfortable reading\u201d.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">A report from 2005 addressed the importance of helping people feel safe on the waterfront through the use of lighting, but did not want this to happen at the expense of masking nighttime views of the harbour.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Binnie said these reports put \u201caesthetic\u201d design choices over health and safety priorities. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">He said technology had now vastly improved and lights could be directed to illuminate specific areas without risking \u201cover-lighting\u201d. <\/p>\n<p><img  alt=\"Tributes for Isaac Levings, including a basketball with \u201cyou were the most wonderful teacher, we will all miss you\u201d written on it, piled up outside his classroom door at Elmwood Normal School.\" class=\"article-media__image responsively-lazy\" data-test-ui=\"article-media__image\"\/>Tributes for Isaac Levings, including a basketball with \u201cyou were the most wonderful teacher, we will all miss you\u201d written on it, piled up outside his classroom door at Elmwood Normal School.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Binnie said the council knew the lighting in the Te Papa Promenade where Levings fell into the water was \u201cinefficient\u201d, \u201cnot consistent\u201d and \u201cdid not meet current modern standards for lighting in such a prominent location\u201d.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">The last 14 minutes of Levings\u2019 life were captured on CCTV cameras and shown in court yesterday.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">The footage showed Levings swaying as he left concert venue TSB Arena at 10.34pm, zig-zagging and stumbling along the waterfront with an unsteady gait.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">He meandered through many areas that were poorly lit and had no barriers between the walking path and the harbour.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">At 10.48pm, a camera caught a shadowy splash in the waterfront near Te Papa, with ripples in the water showing where Levings fell and drowned.<\/p>\n<p><img  alt=\"Isaac (from left), Margaret, Charles and James Levings.\" class=\"article-media__image responsively-lazy\" data-test-ui=\"article-media__image\"\/>Isaac (from left), Margaret, Charles and James Levings.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Two days later, police divers retrieved his body, which had sunk 10m into the harbour.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Levings\u2019 autopsy report confirmed the cause of his death was drowning but that being drunk contributed to his death.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">No recreational drugs were found in his system and he had no reported history of mental health problems.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">At the time of his death, Binnie said the inground lighting near the edge of the promenade was not operational, but also said he believed these had aesthetic value and were not safety lights.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">After Levings died, the council invested in replacing that lighting. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Binnie also acknowledged that balustrading around the waterfront was sporadic. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">There was no balustrading where Levings fell. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">After Levings\u2019 death, which he said was \u201cthe last straw\u201d, Binnie installed temporary fencing.<\/p>\n<p><img  alt=\"Temporary fencing was put up along the Wellington waterfront after Isaac Levings' death but it was taken down late last year. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">The temporary fencing proved controversial with people inside the council and members of the public, and was taken down in October 2025.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Two months later, Binnie was made redundant. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Prior to this, he said he had been \u201csidelined\u201d in decision-making processes, which included being excluded from meetings after he gave evidence at the Calkin inquest. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">He said he and others were removed from a council working group by the council\u2019s chief operating officer James Roberts with no explanation.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">An evidential statement from Roberts read out in the inquest said Binnie was acting like an \u201cadvocate\u201d and was not behaving objectively enough.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Binnie said it seemed the council wanted to find any solution that was not erecting balustrades. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">After Levings\u2019 death, the council said it was <a href=\"https:\/\/www.nzherald.co.nz\/nz\/council-investigating-more-fencing-at-wellington-waterfront-after-tragic-harbour-deaths\/MTFB2T4QJBDJRJ5FMM4VWKCKSU\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/council-investigating-more-fencing-at-wellington-waterfront-after-tragic-harbour-deaths\/MTFB2T4QJBDJRJ5FMM4VWKCKSU\/\">investigating enhanced edge definition and further fencing<\/a> to deter people from accessing the wharf edge. <\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Binnie said he was disappointed the coroner\u2019s found in the water near Queens Wharf in July 2021.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Calkin\u2019s father advocated at the time for balustrades to be installed along the most dangerous parts of the wharf area.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">A coroner\u2019s report released last year into that case found the drowning might have been prevented if the council had investigated previous deaths and accidents at the waterfront, kept accurate records and heeded experts\u2019 advice.<\/p>\n<p class=\"GVVHMTqjHdqyH\" style=\"display:none\">Coroner Katharine Greig said in that finding it was clear the council knew about identified safety risks at the waterfront but failed to act on them.<\/p>\n<p class=\"GVVHMTqjHdqyH\"
