{"id":58273,"date":"2025-10-03T13:07:11","date_gmt":"2025-10-03T13:07:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/58273\/"},"modified":"2025-10-03T13:07:11","modified_gmt":"2025-10-03T13:07:11","slug":"stranded-aged-care-or-disability-patients-occupy-up-to-one-in-10-hospital-beds-in-australia-report-finds-health","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/58273\/","title":{"rendered":"\u2018Stranded\u2019 aged care or disability patients occupy up to one in 10 hospital beds in Australia, report finds | Health"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Up to one in 10 public hospital beds are taken by \u201cstranded\u201d patients awaiting alternative accommodation in aged care and supported disability accommodation, a new report shows \u2013 bolstering calls for more federal health funding.<\/p>\n<p class=\"dcr-130mj7b\">The report <a href=\"https:\/\/www.treasury.sa.gov.au\/__data\/assets\/pdf_file\/0006\/1191165\/Duckett-Report-Growth-Drivers-Australian-Public-Hospital-Costs-Prices.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">on the drivers of public hospital costs<\/a> was commissioned by state and territory treasurers to inform negotiations on the next national health reform agreement (NHRA) with the commonwealth government.<\/p>\n<p class=\"dcr-130mj7b\">Its release on Friday comes as state and territory leaders have this week accused the commonwealth of \u201cgoing backwards\u201d on its funding commitments to public hospitals.<\/p>\n<p class=\"dcr-130mj7b\">The report, by Prof Stephen Duckett together with Create <a href=\"https:\/\/www.theguardian.com\/australia-news\/health\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Health<\/a> Advisory, found four main drivers increasing public hospital costs: a high-inflation environment; workforce shortages; increasing complexity of patients; and a growing cohort of \u201cstranded\u201d patients who cannot be discharged because alternative supported accommodation is not available.<\/p>\n<p class=\"dcr-130mj7b\">The report said these factors \u201clargely fall outside the control of states and territories\u201d and recommended reforms to modernise the public hospital pricing framework.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sign up: AU Breaking News email<\/a><\/p>\n<p class=\"dcr-130mj7b\">Jurisdictions reported that 8-10% of public hospital beds are now occupied by patients awaiting discharge to another setting \u2013 most often residential aged care facilities, specialist disability accommodation or other community-based services.<\/p>\n<p class=\"dcr-130mj7b\">The report highlighted Productivity Commission data which showed a \u201csharp rise\u201d in the number of beds occupied by long-stay patients awaiting aged care placement in all jurisdictions except Victoria, which has historically invested in a significant network of public sector aged care beds.<\/p>\n<p class=\"dcr-130mj7b\">The report suggested the \u201ccommonwealth must take greater responsibility \u2013through both funding and system stewardship \u2013 for ensuring timely access to aged care, disability supports and other non-hospital services\u201d which fall under its responsibilities.<\/p>\n<p class=\"dcr-130mj7b\">The federal health minister, Mark Butler, on Friday said the commonwealth had \u201cput a very generous hospital funding offer on the table amounting to about $215bn, which is $20bn more than they would usually get\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere\u2019s not yet been a meeting of ministers or first ministers. We\u2019ve seen some media over the course of the last 24 hours from premiers, obviously. I\u2019m not going to conduct negotiations through media myself,\u201d Butler said.<\/p>\n<p class=\"dcr-130mj7b\">However, the Council for the Australian Federation claims the federal offer falls \u201ctens of billions of dollars\u201d short of what was promised.<\/p>\n<p class=\"dcr-130mj7b\">States and territories remain committed to the deal struck in December 2023 in which the commonwealth committed to fund 42.5% of public hospitals costs by 2030 and 45% by 2035, <a href=\"https:\/\/www.treasury.sa.gov.au\/__data\/assets\/pdf_file\/0005\/1191164\/BOT-Communique-Duckett-report-3-Oct-2025.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the council said in statement.<\/a><\/p>\n<p class=\"dcr-130mj7b\">Under the new arrangement proposed by the commonwealth, the statement claimed, the actual share of funding will be closer to 35%, \u201cfalling tens of billions of dollars short of what is needed\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The NSW premier, Chris Minns, on Thursday said patients would have to be turned away from emergency departments because the federal government was not stepping up to its responsibilities.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe commonwealth\u2019s responsibility is aged care in <a href=\"https:\/\/www.theguardian.com\/australia-news\/new-south-wales\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">New South Wales<\/a> and Australia across every jurisdiction, and they can\u2019t have it both ways,\u201d Minns said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe can\u2019t have hundreds of patients who are in New South Wales public hospitals that should be discharged and, at the same time, see a net reduction in the amount of money that the commonwealth is prepared to give the states.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Up to one in 10 public hospital beds are taken by \u201cstranded\u201d patients awaiting alternative accommodation in aged&hellip;\n","protected":false},"author":2,"featured_media":58274,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[34],"tags":[134,527,111,139,69],"class_list":["post-58273","post","type-post","status-publish","format-standard","has-post-thumbnail","category-healthcare","tag-health","tag-healthcare","tag-new-zealand","tag-newzealand","tag-nz"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/58273","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/comments?post=58273"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/58273\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media\/58274"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media?parent=58273"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/categories?post=58273"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/tags?post=58273"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
