What are the sector\u2019s problems? <\/p>\n
The review identified multiple problems with how the sector was regulated, including businesses having to provide the same information multiple times, often to the same regulator.<\/p>\n
Seymour said businesses sometimes had little certainty about timeframes, with some decisions taking \u201ctoo long\u201d.<\/p>\n
He said it was found that alcohol licensing and renewal processes could be inefficient, disproportionate to risk, and ineffective in some cases.<\/p>\n
The review also found licensing and registration fees were too high for some businesses, not always transparent, and did not cover regulators\u2019 costs.<\/p>\n

Food safety requirements and checks were found to be sometimes ineffective, inefficient, or not proportionate to risk.<\/p>\n
Disproportionate regulatory barriers that affected the provision of transport services were also identified.<\/p>\n
Seymour said building consent and planning requirements were also found to create unnecessary costs and delays for temporary structures such as marquees. <\/p>\n
\u201cNow, we\u2019re fixing those problems. In the coming weeks, Ministers will be deciding which recommendations to accept, and the next steps,\u201d he said. <\/p>\n
After the announcement, the Brewers Association of New Zealand welcomed the alcohol licensing reforms and the Government\u2019s commitment to developing a Hospitality Action Plan.<\/p>\n

\u201cStreamlining renewals, simplifying the first-time application process, and recalibrating fees so businesses are not paying annual charges regardless of risk or performance are sensible, practical changes,\u201d Firth said. <\/p>\n
\u201cThey will free up time and money that brewers and hospitality operators can put back into their businesses and their people.\u201d<\/p>\n

\u201cAs several of the recommendations highlight, hospitality issues often span multiple portfolios and agencies. That is why I will develop a Hospitality Action Plan to provide a co-ordinated framework for priority hospitality initiatives across government.\u201d<\/p>\n
