Mullins said the Government made changes to the curriculum in spite of the opposition of both M\u0101ori and the education sector and despite the lack of solid evidence that a knowledge-rich approach will reduce inequities.<\/p>\n
\u201cThe Minister of Education\u2019s approach has been essentially ideological, and she surrounded herself with supporters of that position in, for example, her Curriculum Ministerial Advisory Group \u2013 which has included members either unenthusiastic about or outwardly hostile to m\u0101tauranga M\u0101ori.\u201d<\/p>\n
The tribunal found the Crown, through its actions related to developing a \u201cknowledge-rich curriculum\u201d informed by the \u201cscience of learning\u201d, breached a number of Treaty principles.<\/p>\n
These included that the Crown breached the principle of partnership through its lack of meaningful engagement and consensus-building with M\u0101ori about the new draft national curriculum.<\/p>\n
And that it breached the principle of active protection by moving ahead with a knowledge-rich approach in the absence of evidence that it will reduce M\u0101ori inequities.<\/p>\n
The tribunal recommended the Crown recommit to working in partnership with M\u0101ori in education, and return to working with M\u0101ori on designing a truly indigenous M\u0101ori-medium and kaupapa M\u0101ori curriculum through Te Marautanga o Aotearoa.<\/p>\n
\u201cWe believe that partnership is the key to reducing inequity, not the imposition of an overseas model untested in Aotearoa New Zealand and so strongly opposed by M\u0101ori educators,\u201d Mullins wrote.<\/p>\n
