Photo \/ NZME<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">It initially said it was investigating whether there was a wider problem, but told RNZ it had dropped plans for an internal inquiry in light of the Ombudsman\u2019s investigation.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Three of the sources confirmed they would contact the Ombudsman to make a protected disclosure and others said they were likely to do so.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">A 10th person \u2013 former ministry staff member Claire Coleman \u2013 told RNZ she had already offered to participate in the Ombudsman\u2019s investigation.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">This week, Chief Ombudsman John Allen said he had formally notified the ministry of the investigation.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cI will be looking at various practices, including whether the ministry\u2019s curriculum centre staff have either deliberately failed to make records or have been told not to do so,\u201d he said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cMy investigation will concentrate on administrative conduct, and whether the Ministry has met its legal obligations under the Official Information Act and the Public Records Act.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cI will not be considering any substantive advice or decision making relating to the curriculum itself.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Coleman, who has been a strong critic of the Government\u2019s approach to the curriculum rewrite, said she hoped the Ombudsman \u201cmight get to the truth of things\u201d.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cI hope we can hold some people responsible and any future processes are transparent.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Coleman also hoped the Ombudsman\u2019s work might lead to a wider inquiry into the curriculum rewrite.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThere were far too many things that were done in a secretive and unethical way,\u201d she said. \u201cToo many financial interests that have no business in that space.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Coleman previously claimed that work on the curriculum was heavily politicised and several of the ministry insiders who contacted RNZ made similar allegations.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">One source told RNZ the new curriculums felt like a step back in time.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cIt felt like I was taken right back to the 80s of \u2018we don\u2019t let brown people have any rights\u2019 and \u2018we\u2019re going to whitewash everything\u2019 and \u2018we\u2019re going to make sure that this is back to how things should be\u2019,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">They said the curriculum was too directive of what teachers must teach.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cSome of the prescribed nature is needed, in order to be consistent and to make sure that children have all got equity wherever they are,\u201d they said. \u201cI get that, but not to the extreme this is.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cNew Zealand is innovative, creative &#8230; yet we\u2019re just throwing it all down the tubes.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another source said schools could teach the new curriculums with resources left over from 20 years ago.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cIt misses how young people learn today and it misses what\u2019s important for young people today,\u201d she said. \u201cIt\u2019s such a missed opportunity for what a good curriculum could look like.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cIt\u2019s devastating, actually.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another source said: \u201cI think the public deserve to know, in no uncertain terms, that the quality of primary and secondary education in this country is being directly compromised and coloured by the government\u2019s ideological position, that the people responsible are consciously aware of it and that the minister, ministry and related parties have taken steps to circumvent proper protocol, and intentionally obscure the truth about how they have been operating\u201d.<\/p>\n<p>Foreign influence<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Several of the nine whistleblowers said the Australian firm Learning First had a major hand in curriculum drafts and some ministry staff were flown to Melbourne to work with the company.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">One said the primary school maths curriculum was completely rewritten by Learning First and other learning areas were heavily influenced by the company.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThe general feeling amongst internal staff was that the work being produced by Learning First was bad and unnecessary,\u201d they said. \u201cThere was a lot of confusion about why they were involved at all.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another said Learning First wrote a lot of curriculum content, but ministry staff were told not to imply or say that the ministry was not the author of the curriculum.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cLearning First replaced everything we had done,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">They also said Learning First\u2019s understanding of the Treaty of Waitangi was \u201ccompletely wrong\u201d.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">A third source said Learning First provided a lot of content for some curriculums, but not for others, and ministry staff rewrote much of it.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cA lot of it was wrong, literally wrong,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">However, Learning First chief executive Ben Jensen denied the allegations.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">He said the claim Learning First wrote most of the content for several curriculum drafts was not true.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cWe did lots of research, benchmarking, provided advice and so on, but this is just completely false,\u201d he said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Jensen said his company did not write the revised version of the maths curriculum.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cWe provided comparisons with other systems and made suggestions,\u201d he said. \u201cWe do a lot of work on how to sequence foundational learning in maths and what this means for the curriculum, but as above, we were not even doing this work when the draft was written.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cA lot of the feedback we provided was rejected by the ministry, so the idea that we wrote most of it is simply not true.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cWhen we finished, a lot of writing was still taking place, so just don\u2019t know how people can say it was mainly written by us.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Jensen said he was not aware of Learning First content being rewritten due to errors and the company was up front about not having expertise on local knowledge and history, such as the Treaty.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">The Education Ministry also defended the process and said it was responsible for all final content and decisions.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cCharacterisations of the curriculum process based on individual recollections or particular examples do not necessarily reflect the full context of how curriculum content was developed, reviewed, and finalised,\u201d it said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThe ministry develops and writes the curriculum, drawing on input from teachers, subject matter experts, stakeholders and external advisers throughout the process.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cAs previously outlined publicly, including during the Education and Workforce Select Committee scrutiny examination, external advisers may contribute specialist expertise and international perspectives.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cFor example, ministry officials have previously explained that Learning First helped identify relevant international curriculum content, while the curriculum itself was written by the ministry.\u201d<\/p>\n<p>No written records<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">The Ombudsman\u2019s investigation was sparked by a video showing a principal seconded to the ministry to lead work on the secondary school curriculum, warning staff not to mention in writing feedback from the Education Minister\u2019s office.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">The source of that video said they were outraged by the attempt to circumvent the proper processes for recording and providing information.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThese rigorous processes are put in there exactly to serve the children and to serve the schools, and us bypassing them is not okay,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">They said they heard similar requests almost once a month.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Other sources who contacted RNZ shared similar stories.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cVerbal instructions were given for changes that were controversial and come directly from the minister\u2019s office,\u201d one ministry insider told RNZ.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another source said the comments made by the ministry manager in the leaked video were not an isolated case.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThis was a routine and extensive problem before she was seconded,\u201d they said. \u201cThe problem did not walk in the door with her.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another ministry insider told RNZ: \u201cWe have been told many times not to write things Photo \/ Newstalk ZB<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">As RNZ reported last week, a person present at a ministry-run curriculum hui said ministry staff were present to take notes and one of those staffers revealed that they had been told to be very careful about what they wrote down.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThe things that they weren\u2019t writing down were pretty obviously things that they didn\u2019t want to be recorded as part of the feedback we were giving.\u201d <\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">She said that, later at the same hui, a ministry manager instructed their staff to stop recording what was being said, because it was beyond the scope of the meeting and because it could be discovered through the OIA.<\/p>\n<p>An established culture<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Several sources told RNZ they witnessed repeated attempts to keep information off the record prior to the change of government in late 2023, but it became worse after the election.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">One said ministry managers would respond to complaints or potentially critical queries with face-to-face meetings, a tactic that appeared aimed at avoiding a written email response.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThe whole \u2018have meetings, keep things off paper\u2019 is deliberate,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">The source said there were frequent meetings where nothing was written down.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cIt didn\u2019t feel like there was any integrity.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">A separate source said they commonly heard \u201cthat you shouldn\u2019t write things down, because they would then be OIA-able\u201d prior to the 2023 election.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cRecording discussions and notes was sometimes discouraged, with people encouraged to have conversations instead,\u201d they told RNZ.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another source said that, before the change in government, reminders about the OIA and putting things in writing were light in tone and emphasis, but after the election, the term \u201cOIA-able\u201d was frequently used and, in 2024 meetings, became the preferred mode of communication.<\/p>\n<p>Banned words<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Most of the sources told RNZ they were told to remove M\u0101ori words from curriculum documents or noticed that others had done so.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">They said the word \u201cAotearoa\u201d was used as a synonym for or alongside New Zealand in original curriculum drafts, but was later removed.<\/p>\n<p><img  alt=\"At the Marae. Photo \/ Ministry of Education<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThis instruction was never written down and, in some cases, senior staff made the changes themselves, rather than relay this change to the writing teams,\u201d one source said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another said Aotearoa New Zealand was the blanket term used in the curriculum, often shortened to ANZ, but proofreaders and editors were told to replace it with New Zealand.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">One source said the push to remove M\u0101ori words began before the coalition Government had even taken office, with some managers indicating they wanted to make the change because \u201cit was in the pipeline\u201d.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Two other sources said some English words were also apparently unwelcome, with instructions to remove words including \u201cculture\u201d, \u201cidentity\u201d and \u201cwellbeing\u201d.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">The Education Ministry had previously denied that it sought to remove M\u0101ori language from the curriculum.<\/p>\n<p>Bullying and fear<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">The source of the video said ministry staff were being asked to behave dishonestly.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cWe\u2019re public servants and we\u2019re being bullied, which I would say strongly, we are being bullied,\u201d they said. \u201cThe majority of people in the ministry are under a toxic environment.\u201d<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">They said nobody felt safe to complain.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cIf you speak up and ask a professional, polite question of \u2018is this okay?\u2019, you very quickly have your fixed-term contract ended,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">Another ministry insider said staff felt they had to comply with Government demands or lose their jobs.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">\u201cThere was a lot of fear within the ministry that our jobs were now at risk, due to the change in government, and this contributed to what I experienced as an overall feeling that we had to say yes to everything and not question whether proper process was being followed,\u201d they said.<\/p>\n<p class=\"RteWPFVmeByCaDvyM\" style=\"display:none\">A report published last week showed staff in the ministry\u2019s curriculum division were unhappy about favouritism, workplace behaviour and application of public sector values.<\/p>\n","protected":false},"excerpt":{"rendered":"Others said that a culture of secrecy and avoidance of written records was common in other parts of&hellip;\n","protected":false},"author":2,"featured_media":620495,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3],"tags":[1884,84,44248,42,5126,28874,43,13692,28758,61,40,38,41,39,305361],"class_list":["post-620494","post","type-post","status-publish","format-standard","has-post-thumbnail","category-headlines","tag-aid","tag-education","tag-gerritsen","tag-headlines","tag-john","tag-ministry","tag-news","tag-offer","tag-probe","tag-to","tag-top-news","tag-top-stories","tag-topnews","tag-topstories","tag-whistleblowers"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/620494","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/comments?post=620494"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/posts\/620494\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media\/620495"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/media?parent=620494"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/categories?post=620494"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/nz\/wp-json\/wp\/v2\/tags?post=620494"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
