\u201cThat\u2019s really for Craig to speak to, but it is a resignation, which we\u2019ve accepted as council,\u201d Bech told the Waikato Herald.<\/p>\n
\u201cTraditionally there is a five-year fixed term appointment around CEs … so [the resignation] is partway through a term, which is slightly unusual, I guess.<\/p>\n
\u201cI would make the point that these are quite unusual times, as well. The reform tsunami that\u2019s hit us from central Government has been actually unprecedented.\u201d<\/p>\n
The council had an emergency meeting on Friday, from which the public was excluded.<\/p>\n
The council told the Waikato Herald at the time the emergency meeting was called to seek input from the wider group of elected members before Monday\u2019s Chief Executive Performance Review Committee meeting. <\/p>\n
The agenda for the public-excluded performance review meeting included a report on the \u201cchief executive\u2019s key performance indicators (KPIs) \u2013 approval of 2026\/27 KPIs and review of 2025\/26\u2033.<\/p>\n
Patterson and Bech said the resignation was discussed at Friday\u2019s meeting.<\/p>\n
\u201cIf you were to sort of try and think of a timeline, it absolutely demonstrates that these discussions were underway,\u201d Bech said.<\/p>\n
He said Hobbs\u2019 resignation came as the review of the council\u2019s organisational structure concluded.<\/p>\n
\u201cThat [review] actually lands today, and that\u2019s a major milestone, and having achieved that, Craig\u2019s felt that this was a right time to step aside.\u201d<\/p>\n
Bech said there will be an all-staff meeting this afternoon to inform them about the restructure.<\/p>\n

He would not say how many people would lose their jobs.<\/p>\n
\u201cThe announcement to staff is this afternoon, and I think it\u2019s fair that they hear that first and hear it directly.<\/p>\n
\u201cBut I think it\u2019s fair to say that the majority of change has actually already occurred.\u201d<\/p>\n
He said as the restructure progressed, \u201cpeople already made their decisions\u201d ahead of the announcement and confirmed there were voluntary redundancies a few months back.<\/p>\n
Bech said he did not know exactly how many people had already left this year, though it was \u201cin excess of 50\u2033.<\/p>\n
He said the council initially had 490 staff.<\/p>\n
\u201cIt will be a fairly small number that actually get affected this afternoon.\u201d<\/p>\n
Hobbs started as chief executive in February last year.<\/p>\n
He took over from Gavin Ion, who held the job for 20 years.<\/p>\n
At his p\u014dwhiri, Hobbs told Ion: \u201cI promise I won\u2019t break your legacy, and we [council] will carry on and grow\u201d.<\/p>\n
In today\u2019s statement announcing Hobbs\u2019 departure, the council said he arrived with \u201ca clear mandate for change\u201d.<\/p>\n
He instigated a full review of the council\u2019s operating model and \u201cestablished ways of working\u201d, aiming to strengthen the organisation.<\/p>\n
He also realised \u201csignificant\u201d contract savings and achieved an operating surplus of more than $26 million, the council said.<\/p>\n
It achieved 91% of its key performance indicators for 2025-26.<\/p>\n
\u201cI couldn\u2019t be prouder of what we\u2019ve achieved together,\u201d Hobbs said in the statement.<\/p>\n
Bech commended Hobbs\u2019 commitment to his work.<\/p>\n
\u201cCraig has achieved several important milestones, taken great care of our council whaanau and our communities and it\u2019s a shame to see him go,\u201d Bech said in the statement.<\/p>\n
The council said Hobbs would step down at the end of this month.<\/p>\n
He was previously the chief executive of Paralympics New Zealand, chief executive of the National Maritime Museum, chief executive of South Waikato District Council, and a member of the executive leadership team and director of regulatory services at Auckland Council.<\/p>\n
Waikato District Council said on its website that its offices, libraries and pounds will be closed from 1.45pm today, reopening as normal tomorrow.<\/p>\n
Waikato Herald has requested further comment from the council and Hobbs about his resignation, and about the restructure outcomes.<\/p>\n
