{"id":63869,"date":"2025-10-07T18:15:07","date_gmt":"2025-10-07T18:15:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/63869\/"},"modified":"2025-10-07T18:15:07","modified_gmt":"2025-10-07T18:15:07","slug":"gisborne-iwi-commits-5m-from-future-treaty-settlement-for-kaitiakitanga","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/63869\/","title":{"rendered":"Gisborne iwi commits $5m from future Treaty settlement for kaitiakitanga"},"content":{"rendered":"<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Te Aho said any land passing through the district council had to be bought and they were considering establishing the endowment fund to care for the resources.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\"><a href=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/gisborne-council-to-investigate-return-of-ancestral-land-to-ngati-oneone\/OBVRXYE5QJG7LOSMHJ3ATEWWFI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/gisborne-council-to-investigate-return-of-ancestral-land-to-ngati-oneone\/OBVRXYE5QJG7LOSMHJ3ATEWWFI\/\">Ng\u0101ti Oneone\u2019s movement \u201creclamation of whenua\u201d has called on the council<\/a>, Trust Tair\u0101whiti and Eastland Port <a href=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/tairawhiti-hapu-ngati-oneone-six-weeks-into-protest-seeking-lands-return\/AVSZ5GEMJBAI3HBLWUZTOQ7MIU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/tairawhiti-hapu-ngati-oneone-six-weeks-into-protest-seeking-lands-return\/AVSZ5GEMJBAI3HBLWUZTOQ7MIU\/\">to return ancestral lands not used for core business<\/a>.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">As part of the movement, <a href=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/gisborne-protest-ngati-oneone-calls-for-return-of-ancestral-land\/5ULJY5G2TNBWHHJT5N4BXK5TXQ\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/gisborne-protest-ngati-oneone-calls-for-return-of-ancestral-land\/5ULJY5G2TNBWHHJT5N4BXK5TXQ\/\">the hap\u016b has kept a fire burning for more than 150 days<\/a> and its online petition had gained 5939 signatures as of Monday afternoon.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">At an August council meeting, <a href=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/ngati-oneone-land-return-plan-approved-by-gisborne-council\/J2S76WSYAVEBTKYKJTOL3JSGH4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/ngati-oneone-land-return-plan-approved-by-gisborne-council\/J2S76WSYAVEBTKYKJTOL3JSGH4\/\">councillors unanimously agreed to adopt a statement of intent<\/a> that identified eight parcels of land prioritised by the hap\u016b for potential return.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">The statement committed the council to investigate the land parcels in partnership with the hap\u016b, explore options such as transfers, vesting, leases, or co-governance, and ensure that wider manu whenua interests were engaged and aligned with the council\u2019s statutory obligations.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">The eight parcels of land span less than 10ha in the Kaiti area and include three lots opposite the marae on Ranfurly St (designated as a recreation reserve), <a href=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/gisborne-yacht-club-lease-cut-by-16-years-after-ngati-oneone-objection\/U7MPASV44BBDZCBGD246VONEHI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/gisborne-herald\/news\/gisborne-yacht-club-lease-cut-by-16-years-after-ngati-oneone-objection\/U7MPASV44BBDZCBGD246VONEHI\/\">Gisborne Yacht Club<\/a> at 8 Titirangi Drive and three lots on Cambridge Tce (designated as a recreation reserve), a council report said. <\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Te Aho said, looking at the eight pieces of land in the context of the over 300 council-owned parcels in Ng\u0101ti Oneone\u2019s area of interest, they had only gone for the titles that had significant importance to the marae and people.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">At a council meeting on Thursday, Te Aho said: \u201cWe\u2019re not in here to say, \u2018the council should foot this\u2019. We are here to say we want to look at co-investment because we care about the moana, we care about the maunga.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">\u201cOur chairman of Te Aitanga-a-M\u0101haki has said, with the support of Te Wh\u0101nau-a-iwi, that we will work on our settlement to ensure that there is funding to fulfil our kaitiaki responsibilities going forward.\u201d<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Before the council adopted the statement of intent, a Ng\u0101i T\u0101whiri representative told the council that within the area there were acknowledged interests of Ng\u0101ti Oneone, Ng\u0101i T\u0101whiri (of Rongowhakaata) and Te Wh\u0101nau-a-iwi (of Te Aitanga-a-M\u0101haki), with the mana whenua being held in Kaiti by Ng\u0101ti Oneone.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Thursday\u2019s meeting report said it was important to understand this position was agreed to by the parties and legally reflected in the Rongowhakaata deed of settlement, which included Ng\u0101i T\u0101whiri.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Ng\u0101ti Oneone had engaged with both hap\u016b through their mandated entities and conversations had progressed well, the report read.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">In the interest of working in \u201cgenuine partnership\u201d, Ng\u0101ti Oneone had sought \u201csupport for all council titles and Eastland Port titles that have been purchased and agreed to be vested in Te Poho o Rawiri Marae Reservation Incorporation\u201d.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">They had also sought agreement in principle to change the charter of Te Poho o Rawiri Marae Reservation Incorporation, according to the report.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">The changes would include having three representatives from Ng\u0101ti Oneone, one representative appointed by Te R\u016bnanganui o Ng\u0101ti Porou and confirmed by Ng\u0101ti Oneone (through the Rohenga Tipuna 7 representatives), one representative appointed from Te Aitanga-a-M\u0101haki Trust and confirmed by Te Wh\u0101nau-a-iwi, one representative appointed by T\u0101manuhiri Tutu Poroporo Trust, and one representative appointed by Rongowhakaata Iwi Trust and confirmed by Ng\u0101i T\u0101whiri.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">At the meeting, Te Aho said: \u201cSo when people note that this could be contested, it is going into a corporation that the property must be held with the common use and benefit of all those groups.\u201d<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Additionally, the meeting report said co-management arrangements were sought by Ng\u0101ti Oneone through a Roopu Tiaki Moana for the harbour in conjunction with Trust Tair\u0101whiti.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">They also sought a T\u012btirangi Ropu Tiaki for T\u012btirangi Maunga in conjunction with the council, with representatives from Ng\u0101ti Oneone, Ng\u0101i T\u0101whiri and Te Wh\u0101nau-a-iwi.<\/p>\n<p class=\"ZvdWdQYcssNemOdDbi\" style=\"display:none\">Ng\u0101ti Oneone also wanted co-development opportunities, which would mean if Trust Tair\u0101whiti offered Ng\u0101ti Oneone any joint development opportunities to invest in or redevelop any of their property, the offer would be extended to Te Wh\u0101nau-a-iwi and Ng\u0101i T\u0101whiri, according to the
