This is not an argument for preserving organisational structures for their own sake. Communities care about outcomes, not legal entities.

If a merged model can maintain, or even strengthen, cultural delivery, it deserves serious consideration. Most people recognise that resources are constrained.

The challenge is ensuring that the outcomes communities value remain the focus, even in the face of financial pressure.

If exhibition space is consolidated, how much room will remain for each programme?

If future financial pressures emerge, which activities will take priority and which may be reduced?

These are not criticisms of the proposed merger. They are reasonable questions that deserve answers before decisions become difficult to reverse.

Jaenine Parkinson is chief executive of Museums Aotearoa.

Communities are entitled to understand how exhibition space will be allocated, what programming capacity will be retained and how success will be measured. Public funding is not provided simply to keep buildings open.

It is provided to deliver public outcomes.

The issue is therefore not whether consolidation saves money. The issue is whether the cultural and community benefits currently being funded will continue to exist in meaningful form once the merger is complete.

The situation also raises a broader national question about cultural infrastructure.

While the circumstances may be unique to Whangārei, the underlying challenge is not.

Governments have often been willing to support the creation of major cultural assets, bringing together community effort, philanthropy, iwi, local government and central government investment.

The harder question comes after the ribbon-cutting. Who pays to sustain those institutions over the next 20, 30 or 50 years? The Hundertwasser Art Centre illustrates this dilemma.

Central government supported its development through the Provincial Growth Fund because it was seen as an asset with significance beyond Whangārei.

Yet when operational pressures emerge, responsibility largely returns to local councils, local trusts and local ratepayers. No one is suggesting that a capital contribution creates an obligation for indefinite government subsidies.

However, there is a significant difference between perpetual dependence and the complete absence of a national framework for supporting institutions whose value clearly extends beyond local boundaries.

The consequences of central government’s retreat from partnership in cultural infrastructure are often revealed in proposals such as the one now under consideration.

Faced with affordability pressures and constrained funding options, communities are left making difficult choices between cultural objectives that were never intended to compete with one another.

Perhaps the merger will ultimately strengthen public access and engagement with art and secure the future of all three entities under one roof.

If so, those making the case should be able to clearly demonstrate how that outcome will be achieved.

Before the process moves further, the public deserves a transparent account of what functions will be retained, how resources will be allocated and how the purposes of the Whangārei Art Museum, the Hundertwasser Art Centre and the Wairau Māori Art Gallery will continue to be protected.

The question is not simply whether the books balance. It is whether the cultural outcomes that communities value today will still be delivered tomorrow, and whether New Zealand is prepared to accept shared responsibility for sustaining the cultural infrastructure it has invested in, celebrates, and has a responsibility to ensure can continue.

The critical question is not whether three cultural entities can operate from the same building.
