{"id":65419,"date":"2025-10-08T11:48:09","date_gmt":"2025-10-08T11:48:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/65419\/"},"modified":"2025-10-08T11:48:09","modified_gmt":"2025-10-08T11:48:09","slug":"gisborne-council-candidate-was-twice-struck-off-medical-register","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/65419\/","title":{"rendered":"Gisborne council candidate was twice struck off medical register"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/10\/4JZUK30_9b92c45677e2d7e952e09665563f39d144349aa4_4032x3024_webp\" width=\"1050\" height=\"787\" alt=\"M\u0101ori Ward Candidate Raawiri Gilgen.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nM\u0101ori Ward Candidate Raawiri Gilgen.<br \/>\nPhoto: Zita Campbell\/Local Democracy Reporting\n<\/p>\n<p>A Gisborne District Council candidate, who has been struck off the medical register twice, says his story is &#8220;one of redemption and survival&#8221;.<\/p>\n<p>M\u0101ori ward candidate Raawiri Gilgen &#8211; professionally known as Dr David Gilgen &#8211; was first deregistered in 1989 for over-prescribing benzodiazepines, a type of depressant drug.<\/p>\n<p>In 2005, the Medical Council suspended Gilgen&#8217;s medical licence, after suspecting below-standard services, particularly with regard to his prescribing practices.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/09\/4KMHENG_LDR_logo_horizontal_DEFAULT_png\" width=\"576\" height=\"187\" alt=\"\"\/><\/p>\n<p>Then, in December 2007, the Health Practitioners Disciplinary Tribunal struck him off again. He was charged with professional misconduct, after he was found to have forged a colleague&#8217;s signature to supply anabolic steroids to sporting patients in 2006.<\/p>\n<p>Gilgen was also found to have ordered steroids online, while his medical licence was suspended. Both events took place in 2006, while he was a general practitioner at the Waahi Health Centre in Huntly.<\/p>\n<p>Gilgen told Local Democracy Reporting (LDR) he travelled to Australia after the 2007 hearing &#8220;to visit family and spend Christmas away from the ordeal of the previous [two] years&#8221;.<\/p>\n<p>&#8220;I was fairly traumatised and intellectually burnt out,&#8221; he said. &#8220;Forty-seven years old with  lost livelihood, three teenage children&#8230; I faced financial and professional ruin.&#8221;<\/p>\n<p>He intended to work in Australia, and return to New Zealand after six months and reapply to the medical register to get back to work as a general practitioner.<\/p>\n<p>&#8220;As it happened, in February 2008, I couldn&#8217;t locate my NZ passport. I applied for a replacement &#8211; this application was denied.&#8221;<\/p>\n<p>Gilgen said that was the case until July 2020, during the Covid pandemic. He eventually returned in September 2020 and was subject to Covid-19 quarantine.<\/p>\n<p>He told Local Democracy Reporting he had been falsely accused.<\/p>\n<p>Gilgen believes his past professional conduct has bearing on his suitability for the council, but on the positive side.<\/p>\n<p>&#8220;I am happy for voters to be aware of my professional history,&#8221; he said. &#8220;They were in 2004, when I successfully ran for membership on the Waikato DHB [District Health Board].<\/p>\n<p>&#8220;My past has never been secret.&#8221;<\/p>\n<p>When Gilgen was struck off the medical register for a second time, the Health Practitioners Disciplinary decision said mitigating factors were that Gilgen undoubtedly had &#8220;significant skills&#8221;, and it appeared he was &#8220;highly regarded by his patients and the M\u0101ori community&#8221;.<\/p>\n<p>&#8220;He has contributed significantly, it seems, to M\u0101ori health and to his local district health board,&#8221; the report said. &#8220;The tribunal considers that he has a lot of potential, but not as a medical practitioner at this time.&#8221;<\/p>\n<p>Gilgen, who lives in Tokomaru Bay, said he had yet to make a definitive decision on returning to his medical practice, but had &#8220;numerous offers to work&#8221;.<\/p>\n<p>&#8220;I have retired twice now and have enjoyed the lifestyle this has afforded &#8211; postgraduate studies, music performance and composition, kapa haka and Te Ataarangi te reo M\u0101ori learning.&#8221;<\/p>\n<p>He is currently completing a Master of Applied Indigenous Knowledge at Te W\u0101nanga O Aotearoa.<\/p>\n<p>If elected to the council, he wants to bring three points to the table &#8211; kia karakiatia (pray), kia murunga hara (forgive) and kia ng\u0101wari (be kind).<\/p>\n<p>&#8220;I think we&#8217;ve got to keep those things at the forefront of what we do in council.<\/p>\n<p>&#8220;Gisborne\/Tair\u0101whiti region needs to move as a community from a grievance mindset to one of gratitude, kia kotahi t\u0101tou.<\/p>\n<p>&#8220;That&#8217;s my message, regardless of the results on 11 October, 2025.&#8221;<\/p>\n<p>LDR is local body journalism co-funded by RNZ and NZ On Air.<\/p>\n","protected":false},"excerpt":{"rendered":"M\u0101ori Ward Candidate Raawiri Gilgen.
