{"id":85817,"date":"2025-10-18T06:11:13","date_gmt":"2025-10-18T06:11:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/85817\/"},"modified":"2025-10-18T06:11:13","modified_gmt":"2025-10-18T06:11:13","slug":"chicago-park-pension-remains-underfunded-despite-reforms","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/85817\/","title":{"rendered":"Chicago park pension remains underfunded despite reforms"},"content":{"rendered":"<p class=\"intro\">&#13;<br \/>\n\t\t\t\tDespite a 2021 law meant to improve the funding ratio of Chicago\u2019s park pension, the amount of money the system has on hand to pay out benefits remains low. &#13;\n\t\t\t<\/p>\n<p class=\"p1\">Chicago\u2019s park workers\u2019 pension fund ended 2024 with only about <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">33 cents<\/a> on hand for every dollar it owes, highlighting how \u201cfixes\u201d will be slow to restore financial security.<\/p>\n<p class=\"p1\">The Park Employees\u2019 and Retirement Board Employees\u2019 Annuity and Benefit Fund reported an actuarial accrued liability of <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$1.31 billion<\/a> as of Dec. 31, 2024. Of that, $872 million remains unfunded, leaving the system just 33.25% funded.<\/p>\n<p class=\"p1\">In plain terms, for every dollar owed, the fund has only about 33 cents on hand. That\u2019s a slight decrease from the previous year\u2019s funding ratio of 33.34%. Pension experts say anything below <a href=\"https:\/\/www.pionline.com\/article\/20180111\/ONLINE\/180119998\/commentary-avoiding-the-pension-fund-event-horizon-how-close-is-close-enough\/\" rel=\"nofollow noopener\" target=\"_blank\">40% funding<\/a> is likely beyond hope.<\/p>\n<p class=\"p1\">While an improvement from its <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">28.74%<\/a> low in 2020, the system is down more than 10 percentage points from where it stood a decade ago. In 2020, the fund was projected to reach insolvency by <a href=\"https:\/\/www.civicfed.org\/blog\/recently-enacted-changes-chicago-park-districts-pension-funding-schedule\" rel=\"nofollow noopener\" target=\"_blank\">2028<\/a>. Luckily those projections inspired action.<\/p>\n<p class=\"p1\">In 2021, Gov. J.B. Pritzker signed <a href=\"https:\/\/www.civicfed.org\/blog\/recently-enacted-changes-chicago-park-districts-pension-funding-schedule\" rel=\"nofollow noopener\" target=\"_blank\">Public Act 102-0263<\/a>, which changed the Park District\u2019s funding schedule and created a Tier 3. New hires after 2022 fall under Tier 3, which requires workers to pay <a href=\"https:\/\/www.civicfed.org\/blog\/recently-enacted-changes-chicago-park-districts-pension-funding-schedule\" rel=\"nofollow noopener\" target=\"_blank\">11%<\/a> in contributions rather than the 9% mandated for previously hired workers.<\/p>\n<p class=\"p1\">Tier 3 allows them to retire slightly earlier than Tier 2 members \u2013 those hired between 2011 and 2021. Tier 2 members can choose to opt into Tier 3.<\/p>\n<p class=\"p1\">The law aims for full funding of the pension by 2057 and allowed the district to issue up to $250 million in pension obligation bonds, which the fund has not executed. It also implemented a new <a href=\"https:\/\/www.civicfed.org\/blog\/recently-enacted-changes-chicago-park-districts-pension-funding-schedule\" rel=\"nofollow noopener\" target=\"_blank\">funding ramp<\/a> to replace the flawed formula that had only required the district to pay 1.1 times what employee contributions had been two years prior, far below \u2013 sometimes only <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">half<\/a> \u2013 what actuaries said was needed. For example, in 2017 the actuarial determined contribution was $45 million, but the payment made was only <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$20 million<\/a>.<\/p>\n<p class=\"p1\">Still, the 2024 numbers demonstrate how hard it can be to dig a pension system out of insolvency once the ratio reaches too low a point. At the end of 2024, the fund reported <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$16.7 million<\/a> in unrecognized losses, which means the unfunded liability increased because investment returns fell short. This has been a <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">chronic<\/a> issue for the fund over the past 10 years.<\/p>\n<p class=\"p1\">Additionally, despite the changes made to Tier 2 and Tier 3 pensions to try to control costs, Tier 1 pensioners still working can continue to gain unsustainable retirement funds and those retired will continue to get their paychecks compounded by <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2022\/09\/2022-Principal-Provisions.pdf\" rel=\"nofollow noopener\" target=\"_blank\">3%<\/a> each year.<\/p>\n<p class=\"p1\">State legislators have been trying to enact legislation that will <a href=\"https:\/\/www.illinoispolicy.org\/chicago-pension-sweetener-would-add-11-1-billion-in-liabilities\/\" rel=\"nofollow noopener\" target=\"_blank\">spike<\/a> benefits back to Tier 1 levels, <a href=\"https:\/\/www.illinoispolicy.org\/watch-out-illinois-lawmakers-may-still-spike-pensions-this-session\/\" rel=\"nofollow noopener\" target=\"_blank\">arguing<\/a> benefits are not as good as Social Security. That\u2019s not true for the 2,097 Chicago parks retirees who received an average monthly benefit of <a href=\"https:\/\/www.chicagoparkpension.org\/wp-content\/uploads\/2025\/06\/Park-Employees-Annuity-and-Benefit-Fund-of-Chicago_Actuarial-Valuation-as-of-12.31.2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$2,840<\/a>. That equates to $34,080 per year, low compared to the high-paying police, fire, or municipal pensions in Chicago, but still $10,000 a year more than the average person receiving Social Security at <a href=\"https:\/\/www.illinoispolicy.org\/illinois-pensioners-earn-nearly-25k-more-retired-than-those-working-to-support-them\/#:~:text=That%2520person%2520will%2520only%2520collect%25C2%25A0about%2520%252422%252C344%2520a%2520year%2520from%2520Social%2520Security%2520benefits.\" rel=\"nofollow noopener\" target=\"_blank\">$22,344<\/a> per year.<\/p>\n<p class=\"p1\">The park pension will replace up to 80% of an employee\u2019s final average salary \u2013 their highest earning years. Social Security only replaces about <a href=\"https:\/\/www.cbpp.org\/research\/social-security\/top-ten-facts-about-social-security#:~:text=For%2520someone%2520with%2520average%2520earnings%2520who%2520retires%2520in%25202024%2520at%2520age%252065%252C%2520Social%2520Security%2520benefits%2520replace%2520about%252039%2520percent%2520of%2520past%2520earnings.%2520Social%2520Security%25E2%2580%2599s%2520%25E2%2580%259Creplacement%2520rate%25E2%2580%259D%2520fell%2520as%2520the%2520program%25E2%2580%2599s%2520full%2520retirement%2520age%2520gradually%2520rose%2520from%252065%2520in%25202000%2520to%252067%2520in%25202022.\" rel=\"nofollow noopener\" target=\"_blank\">40%<\/a> of your lifetime average earnings.<\/p>\n<p class=\"p1\">Rather than seeking to enhance benefits, Illinois lawmakers should preserve retirement security for public workers by seeking to control the costs that threaten the stability of pension funds.
