{"id":89014,"date":"2025-10-20T00:34:12","date_gmt":"2025-10-20T00:34:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/89014\/"},"modified":"2025-10-20T00:34:12","modified_gmt":"2025-10-20T00:34:12","slug":"labour-reveals-first-major-policy-for-next-election","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/89014\/","title":{"rendered":"Labour reveals first major policy for next election"},"content":{"rendered":"<p class=\"body-paragraph articleLinkText  [&amp;_p]:tit-sub-xl tit-sub-xl md:[&amp;_p]:d-tit-sub-xl md:d-tit-sub-xl mb-[1.3rem]\">Labour has revealed that it will create another future fund if it wins next year\u2019s election.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">It&#8217;s the party&#8217;s first major policy release <a href=\"https:\/\/www.1news.co.nz\/2025\/08\/12\/john-campbell-please-national-and-labour-do-something-anything\/\" target=\"_blank\" rel=\"nofollow noopener\">in two years<\/a>.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The fund would exist alongside the Super Fund, but Labour said a greater amount of investment would be made in New Zealand, compared to just 11% currently from the Super Fund.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Leader Chris Hipkins said \u201cNew Zealanders are inventive and resourceful, but years of underinvestment have left too many great Kiwi ideas without support, while the wealth we create flows offshore\u201d.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">When the Super Fund was set up in 2003 by then Finance Minister Michael Cullen, $2.4 billion was invested. (Source: Getty)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The first withdrawal of $32 million dollars is set to be made in 2028, with withdrawals of $1 billion plus expected to come from 2036.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Labour said the new Future Fund would operate in a similar manner, with its primary focus being infrastructure and business.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The party&#8217;s information pack said it would allow &#8220;the next Trade Me, Xero or Rocket Lab [to] grow and thrive here&#8221;.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">It would be handled independently by the Guardians of the NZ Super Fund with the Minister of Finance as the sole shareholder.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The Minister of Finance would set a broad letter of expectations, but wouldn&#8217;t have the power to direct individual investments.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Hipkins believed this was their alternative to the Government&#8217;s economic plan.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;Christopher Luxon has no plan for our economy \u2013 he is relying on house prices, the Reserve Bank and foreign investors. (Source: istock.com)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">They said there would also be seed capital from a small number of Crown assets, with the dividends being ring-fenced.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Labour added the party would also use the fund to protect the seeded assets.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Any asset that sits within the fund would be prevented from being sold in legislation.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Assets not within the fund would require explicit ministerial approval before being sold.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Hipkins believed the fund would give more opportunities for people <a href=\"https:\/\/www.1news.co.nz\/2025\/07\/10\/net-migration-loss-of-30000-from-nz-to-australia-in-a-year\/\" target=\"_blank\" rel=\"nofollow noopener\">to stay in New Zealand<\/a>.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;Right now, more than 200 New Zealanders are leaving every day. National has no plan to grow the economy and keep people here. But it doesn\u2019t have to be like that. (Source: Getty)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Labour&#8217;s Finance spokesperson Barbara Edmonds said: \u201cFor too long great Kiwi ideas have struggled to get the investment they need. That ends with the Future Fund, which will turn innovation into real businesses and real jobs here at home.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;Labour will partner with business, iwi, unions and communities to build the industries of the future and keep more wealth in Kiwi hands. The Future Fund is the first step,&#8221; she said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Labour also outlined what they say will be the first term priorities if they get back into government next year.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">They say they want to &#8220;make and keep more wealth in New Zealand,&#8221; and also referred to wanting to create a tax system that rewards work and investment over speculation.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The party has indicated that it will release its tax policy before the end of the year. <a href=\"https:\/\/www.1news.co.nz\/2025\/03\/09\/hipkins-no-position-yet-on-cgt-but-will-campaign-on-tax-reform\/\" target=\"_blank\" rel=\"nofollow noopener\">A capital gains tax<\/a> remains as the widely rumoured option.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Other focuses included clean and affordable energy, where the party said it would upgrade the grid.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Skills and tech adoptions, improving faster access to quality and affordable public services as well as modern and resilient infrastructure were also focuses.<\/p>\n","protected":false},"excerpt":{"rendered":"Labour has revealed that it will create another future fund if it wins next year\u2019s election.
