Coastguard services recommend the public to:

Stay back. Do not touch or attempt to move the animal, whether it appears alive or dead.

Call for help immediately by phoning the Receiver of Wreck on 0203 817 2575 (HM Coastguard).

If the animal is alive and stranded, contact HM Coastguard for advice.
