European Union and United Kingdom officials are expected to participate in upcoming Ukraine peace talks in Geneva alongside representatives from the United States and Ukraine, according to The Washington Post and Politico.
The European delegation, which includes officials from France, Germany, and the UK, has drafted a counterproposal to the 28-point peace plan advanced by the United States. The US proposal has drawn criticism from European capitals for failing to address key Ukrainian security concerns.
According to The Washington Post, EU leaders presented their alternative plan during meetings on the sidelines of the G20 summit in Johannesburg.

Their proposal affirms Ukraine’s right to military operations without external restrictions and calls for the restoration of Ukrainian control over several strategic assets, including the Zaporizhzhia Nuclear Power Plant, the Kakhovka Hydroelectric Station, and navigation routes along the Dnipro River.
It also demands Ukrainian access to the Kinburn Spit, a strategically important landform near the Black Sea. Territorial issues beyond these points, the European plan suggests, should be addressed after a ceasefire is established.
Sources cited by Politico said the EU delegation to Geneva will include Björn Seibert, chief of staff to European Commission President Ursula von der Leyen. On the US side, participants will include Secretary of State Marco Rubio, Army Secretary Dan Driscoll, and Trump’s special envoy Steve Witkoff.

The Geneva meeting, scheduled for November 23, is seen as part of broader international efforts to influence the shape of a potential peace agreement between Ukraine and Russia. Both The Washington Post and Politico reported that Trump’s team also plans to meet with Russian representatives in the days following the Geneva talks.
While the contents of the US peace plan have not been officially disclosed in full, The Wall Street Journal previously reported that it includes recognition of Russian control over Crimea, Donetsk, and Luhansk, raising concerns among European allies about legitimizing territorial occupation.
The European counterproposal appears aimed at limiting such concessions and reinforcing Ukrainian sovereignty over key infrastructure.
Earlier, Secretary of State Marco Rubio said the 28-point peace plan was drafted in Washington, though lawmakers like Senator Mike Rounds stressed it was not official US policy.
