The European Commission is inviting citizens, businesses, regional authorities, and all stakeholders to take part in a new public consultation on climate resilience. This is a unique chance to influence the EU’s future policies and determine how Europe prepares for and responds to climate change.
Europe faces growing damages and costs from extreme weather events. From heatwaves to floods, the impacts affect health, livelihoods, infrastructure, and the economy. The European Climate Risk Assessment shows that without urgent action, these risks could reach catastrophic levels by the end of the century. Even if the worst is avoided, we still need to shape our cities, towns and rural areas for a different climate in the future.
The future EU framework on climate resilience will follow up on the Commission’s Communication on Managing Climate Risks in Europe, which highlights the need for a stronger and more coordinated EU approach to climate preparedness and resilience.
Set for adoption in late 2026, the framework is designed to make Europe stronger, safer, and ready for the challenges of a changing climate. It aims to:

An open call for evidence in summer 2025 showed strong support for bold action, with participants calling for ‘resilience by design’ in our policies, harmonised climate risk assessments, nature-based solutions as a first line of defence, stable long-term adaptation funding, and consideration of climate-related health impacts.

All stakeholders and citizens are encouraged to participate in the online consultation on the Have Your Say portal. The feedback period is open until 23 February 2026.
