The 21-year-old has signed a four-and-a-half year contract, with an additional one year club option, for an undisclosed fee, believed to be an initial £2.6m with a potential £700,000 in add ons.

Toure travelled to England on Saturday to undergo a medical and finalise personal terms to become City’s fourth signing of the January transfer window.

Norwich were in the market for a forward to add to Philippe Clement’s squad with Josh Sargent currently in a transfer stand-off with the Canaries after interest from Toronto FC.

Toure was on a shortlist that included Bodo Glimt’s Kasper Høgh, who looks set to stay with the Norwegian club to spearhead their Champions League play-off ties against Inter Milan later this month.

“I’ve known the club for a very long time and I’m excited to get started,” he said, speaking the club’s official site. “I’m here to learn and develop, and I’ve heard that Philippe Clement has had a big influence on the players and has brought out the best in them.

“It’s an environment I want to be in and I want to improve under him. I love to work hard – every time I’m on the pitch, I try my best for the badge.”

Toure will wear the number 37 shirt and sporting director, Ben Knapper revealed City have tracked his progress for a number of years.

“Mohamed is a really exciting player and someone we have followed closely since he first moved to Europe back in 2022,” he said.

“Since then, he has developed significantly in all aspects of his game. He has a high ceiling and, for someone of a young age, he already has plenty of experience in a number of different countries and leagues, as well as on the international stage.

“We’re all incredibly excited to welcome him to Norwich City and we’re looking forward to seeing him further develop and help contribute to our goals in both the short and long term.”

Toure was left out of Randers FC’s mid-winter break warm up game on Friday against Rosenborg in Portgual, with negotiations between the clubs at an advanced stage.

Randers FC football director, Søren Pedersen, is not surprised Toure has made a move to England.

“Mohamed came to us as a very exciting talent with great development potential,” he told his club’s official site. “We were convinced that we could develop him athletically here at Randers FC, but also that in the long term he could become a really good business for the club. Mohamed has fulfilled that to a great extent.

“It has long been a question of when and where Toure would take the next step – and it has now become a very nice move to the second-best league in England. In the last winter transfer window, we sold Tammer Bany in a record deal to another Championship club, and the sale of Mohamed Toure is close in price to that deal.”

Born a Liberian refugee in Guinea, Toure began his career with South Australian based side Croydon Kings before joining A League side Adelaide United in 2020. He made his senior debut in February of that year in a 2-1 win over Brisbane Roar, becoming the third youngest debutant in the league’s history.

Toure moved to French side Reims in July 2022, working under former Southampton boss Will Still. He netted eight times in 15 matches for their second side before moving to Paris FC on loan.

A move to Denmark followed in July 2025 with Randers FC signing him for €250,000 where he scored 12 goals and recorded nine assists in 48 appearances.

The striker could be part of Australia’s World Cup squad this summer after making eight appearances for his country, netting twice. His international debut came at Wembley against England, when he came off the bench for the final exchanges of a 1-0 friendly defeat back in October 2023.

He joins Canadian international winger Ali Ahmed and attacking midfielder Paris Maghoma as new faces at Carrow Road this month.

City also signed Manchester United left-back, Harry Amass, on a loan deal but Clement revealed after Saturday’s 1-0 Championship defeat at Middlesbrough the teenager had suffered a long term injury, believed to be a hamstring problem.

Clement ruled out a late transfer window move at left-back, but the focus following Toure’s move now switches to a ‘ball playing number six’ with Pelle Mattsson ruled out for ‘several’ weeks with an ankle injury. That comes after fellow central midfielder Mirko Topic was sidelined for the season with an ACL knee injury.

The transfer window in England closes at 7pm on Monday.
