A man from Hull was asked to pay an £800 fixed penalty notice after he was caught on CCTV dumping waste in a layby on the A1079. The fly-tipper was seen on video to pull into the layby on the Hull to York road, near Walkington, in a van and then leave carpet and several bags of waste next to a litter bin provided by East Riding Council.
The offence was captured on one of the council’s mobile CCTV cameras. The incident was investigated by the council’s streetscene enforcement officers.
The driver of the van admitted the offence in an interview with officers and was issued with the £800 fixed penalty notice for the illegal deposit of waste on land, earlier this month. This fixed penalty was subsequently paid.
East Riding of Yorkshire Council said litter bins in laybys are provided for litter only, not for large items of rubbish. No waste should be left next to them.
Carl Skelton, director of streetscene services at East Riding Council, said: “We provide litter bins in some laybys in order to prevent littering in these areas. To have someone dump waste right next to one is just not acceptable.
“Our household waste recycling sites are provided across the East Riding and also in Hull for residents of these areas to dispose of their larger items of waste properly and legally if they can’t put it in their bins at home.”
