India is testing a nationwide Cell Broadcast Alert system for natural disasters. NDMA flashes SMS messages are part of trials and require no action from recipients.

India is rolling out a nationwide alert mechanism aimed at protecting citizens during natural disasters. Known as the Cell Broadcast Alert system, it is currently undergoing testing across the country.
If you’ve recently received a flash SMS from the National Disaster Management Authority (NDMA), there’s no cause for concern as it’s part of this trial run. Almost all citizens received an alert around 11:42 am. These messages are part of a planned nationwide testing exercise and do not require any action by the recipients.
Nationwide Test Of Cell Broadcast Alert System
“India, launches Cell Broadcast using indigenous technology, for instant disaster alerting service for its citizens. Alert citizens, safe nation. No action is required by the public upon receipt of this message. This is a test message. – Government of India,” the message read.
The Department of Telecommunications (DoT), under the Ministry of Communications, is working with the National Disaster Management Authority (NDMA) to strengthen mobile-based disaster alert systems across India, ensuring faster delivery of critical information during emergencies.
Multiple Test Alerts Likely During Trial Phase
At the core of this effort is the Integrated Alert System, SACHET, developed by Centre for Development of Telematics. Built on the globally recognized Common Alerting Protocol recommended by the International Telecommunication Union, the platform is operational in all states and union territories, sending geo-targeted SMS alerts to users. So far, authorities have issued over 134 billion alerts in more than 19 languages during disasters such as cyclones and severe weather events.
To improve speed in high-risk situations like earthquakes, tsunamis, and industrial hazards, Cell Broadcast technology is being introduced alongside SMS. This allows alerts to reach all mobile devices in a specific area simultaneously.
C-DOT is leading the development of this indigenous system, which is currently undergoing nationwide testing. As part of these trials, users may receive multiple test alerts in different languages. These messages are part of routine checks and require no action from recipients.
Scindia Highlights India’s Push For Self-Reliant Disaster Alert System
Union Minister Jyotiraditya Scindia highlighted India’s push for a self-reliant disaster alert system, stating that the initiative is being rolled out in collaboration with the National Disaster Management Authority (NDMA) and the Ministry of Telecommunications. Scindia said the indigenous Cell Broadcast solution integrates technology and human resources to enable rapid alerts during natural disasters.

“In collaboration with the National Disaster Management Agency (NDMA), Ministry of Telecommunications has started a cell broadcasting solution through Centre for Development of Telematics (C-DOT). In case of any natural disaster in the country, to save the lives of our people, a confluence of human resources and technology has been done today,” the Union Minister said.
Calling it an “atmanirbhar” effort, Scindia noted that the system can deliver warnings to citizens across the country in 21 languages.
“C-DOT conducted Indian government’s most special R&D, and through cell broadcasting solution, an atmanirbhar solution was sent to all Indians in 21 different languages…”
